ACTION REQUIRED: Local office managers are to review these instructions and insure their correct implementation. BACKGROUND: The United States Department of Labor has already directed the CETA Prime Sponsors to begin planning for the Fiscal Year 1978 Summer Youth Program. You will receive a copy of a letter to your Prime Sponsor pledging the support of the Florida State Employment Service in the FY '78 Summer Youth Program and referring to a CETA Summer Youth non - financial agreement. A sample format for this non - financial agreement is attached to this Bulletin for your use. Local office managers are to obtain a signed CETA Summer Youth non - financial agreement and transmit it to Employability Services Section - Room B -13 Caldwell Building, Attention: YAEP, by March 31, 1978. In the Bulletin dated January 18, 1978, Subject: Fiscal Year 1978 Summer Youth Instructions - Part I, you were instructed to designate an Employment Interviewer or Employment Counselor as the lead worker for the FY '78 Summer Youth Program. When negotiating your Summer Youth non - financial agreement, indicate to the Prime Sponsor or Program Operator that you have contributed a member of your staff to the Summer Youth Program as a lead worker, and would like the Prime Sponsor or Program Operator to contribute Title I Work Experience, Summer Youth, or PSE program participants to your office to staff a Summer Youth Program Unit. Incorporate this staffing into the non - financial agreement. DISTRIBUTION: N > Y -2- • It is highly possible that by the end of March, your Prime Sponsor will not know who will operate their Summer Youth Program. In this instance, you are to negotiate the non - financial agreement with the Prime Sponsor, with the understanding that the Prime Sponsor will require the Program Operator, when designated, to honor the non - financial agreement. The State Office will attempt to negotiate an agreement with the Balance of State Prime Sponsor, but each Balance of State local office is instructed to obtain a non - financial agreement with the local Summer Youth Program Operator. It is not anticipated that any other reasons will prevent your obtaining a signed non - financial agreement by March 31, 1978. However, if you are unable to meet this deadline, please transmit a status report by March 31, 1978. Attachment: Sample Non - Financial Agreement _ s,- .' The purpose of this agreement is to establish cooperation and coordination between the agreeing parties for t ^,e purpose of providing services to youth under the CETA Summer Youth Program. A. The Prime Sponsor or Participating Agency :agrees to: 1. Utilize the Florida State Employment Service as the intake and assessment point for all youth interested in the CETA Summer Youth Program. 2. List all Sumner Youth On The Job Training and - 47cr Experience slots with the Florida State Employment Service as a bona fide job order. 3. Verify the results of all referrals made by Employ - ment Service to Summer Youth program slots. B. The Florida State Employment Service Agrees to: 1. Provide free placement services to all youth who apply for but are not accepted to the Summer Youth Programs. These placement services will be geared towards finding unsubsidized summer jobs for the youths. 2. List all Work Experience and On The Job Training openings with the Florida State Employment Service Job Bank System to insure maximum youth exposure to the program. 3. Screen program applicants according to Project eligibility requirements and refer Youth who appear eligible to the Prime Sponsor or Participating Agency. 4. Register and provide placement services to all participants completing or dropping out of the program. 5. Notify the Prime Sponsor or Participating Agency of the results of the job search for Youth identified as participants in the Summer Youth Program. -
