EMERGENCY JOBS PROGRAM EXTENSION ACT OF 1976
COOPERATIVE AGREEMENT

Pursuant to Section 608 of the Emergency Jobs Program. Ex-
tension Act of 1976 (P.L. 94.444) and instructions provided in GAL
11 -77, this Cooperative Agreement is entered into by the State
Employment Security Agency, Florida Department of Commerce, Division
of Employment Security and Monroe County Board of County Commissioners.
This Cooperative Agreement consists of this sheet and the attached
narrative.
The Florida Division of Employment Security, Key West,
Florida, agrees to verify and advise Monroe County Board of County
Commissioners regarding the Unemployment Compensation eligibility of
potential Title IV PSE participants and agrees to assume responsi-
bility to inform Unemployment Compensation claimants of available
public service jobs for which they may be eligible, according to the
procedures outlined in the attached narrative and P.L. 94.444.
In the event of a dispute in the development or implemen-
tation of this Cooperative Agreement, the Division of Employment
Security and the Monroe County Board of County Commissioners agree
to submit unresolved issues to the Regional Administrator of the
United States Department of Labor for resolution.
Copies of this Cooperative Agreement shall be retained by
Monroe County Board of County Commissioners and the Division of
Employment Security.

The following procedures will govern the referral of
applicants to P.S.E. Title VI jobs:
Florida State Employment Service has supplied Monroe County
Board of County Commissioners CETA Administration Office with a
format for the basic information necessary for the completion of an
Employment Service job order form. This job order information form
will be distributed to agencies applying for contracts for Title VI
P.S.E. jobs. When a proposal is accepted, the job information form
will be sent to the Key West Job Bank by the awarded agency.
• The information will be transferred to a job order form,
processed through the Key West Job Bank and will appear the following
day in a separate listing on the daily microfiche.
Although microfiche will be released to all Employment
Service_offices, referral to these P.S.E. jobs will follow only
procedures established by the Key West Job Bank. (Including CETA MIS
procedures)
Only Veterans may be referred during the first 48 hours
that the job opening appears on the microfiche.
The Key West E.S. Office will find an appropriate job open -
ing >on the microfiche for the applicant deemed eligible according
to the established criteria. The rate of referrals for a particular
job opening will be controlled by the Key West E.S. Office; however,
an agency may request, . additional referrals if needed. When the
hiring agency gives the Key West Job Bank the information that the
slots for a particular job classification have been filled there will
be no more referrals and the job order will be closed.
Specific instructions for referral to the hiring agency
will be stated on the job order: "Call first for an appointment"
or "send directly ". The name of the person to see at the place for
the interview will also be included.
The Key West E.S. Office will establish a pool of eligible
applicants according to the following criteria.

1 - Has received Unemployment Compensation for 15 or
more weeks.
2 - Is an Unemployment Compensation exhaustee.
3 - Monetarily ineligible for Unemployment Compensation.
4 - Member of a family which received AFDC*
• 5 - Is a Veteran, provided such Veteran has not been
employed full time since being discharged from service.
*A pool of AFDC applicants will be established and referral to the
P.S.E. job openings will be made by the Key West E.S. Office and
coordinate AFDC applicants in Marathon area to the Monroe County Em-
ployment and Job Development Office in Marathon.
Eligibility forms will be supplied to interested applicants who meet
the above criteria.
The Office of Unemployment Compensation will issue to the
Key West E.S. Office and Monroe County Employment and Job Development
Office in Marathon: the Eligiblity for Public Service Jobs Form
(with items 9 and 10 or 11 filled in) to those interested eligible
claimants who have:
Exhausted their claims or those who apply and have been
found monetarily ineligible.
For those who have completed 15 weeks of Unemployment Compensation,
the Unemployment Compensation staff will assist the claimant in the
completion of the Eligibility for Public Service Jobs Form and ad-
• vise the applicant to hand deliver these forms to the Key West
Employment Service or in Marathon area to Monroe County Employment
and Job Development Office.
The Florida Division of Employment Security agrees to fur-
nish to the Monroe County Employment and Job Development Office in
Marathon daily printouts of Marathon area as follows:

1 - A printout showing the names, addresses and social
security numbers of all current Unemployment Com-
pensation claimants entering their fifteenth week
of benefits.
2 - A printout showing the names, addresses, and social
security numbers and county of residence of all
Unemployment Compensation exhaustees.
3 - A printout showing the names, addresses, and social
security numbers and county of residence of all
individuals determined monetarily ineligible for
Unemployment Compensation benefits.
No claimant is required to accept referral to the P.S.E. pool. For
those applicants on whom claim eligibility is not available, a
referring agency must send a written list of names and social security
numbers to:

A printout of eligibility information will be sent to the requesting
agency. Those applicants who can be determined monetarily eligible
for Unemployment Compensation Benefits based on the printout infor-
mation must be referred to the Office of Unemployment Compensation
to file for a claim.
If an applicant is hired for a P.S.E. job without deter-
mination of his Unemployment Compensation eligibility, such eligibil-
ity must be verified before he has been employed 50 days.
Florida Division of Employment Security assumes no respon-
sibility for verification of period of unemployment, income, or
residence in providing listings of potentially eligible applicants
certified by other than Employment Service Offices.

Florida State Employment Service assumes no call -in, pre-
screening or referral responsibility for individuals on listings
provided other than those in the Employment Service pool of
eligibles.
The Monroe County Board of County Commissioners agrees to
assure that designated referral agents will abide by terms of this
agreement.
