NOTICE IS HEREBY GIVEN TO WHOM IT MAY CONCERN that on
Wednesday, August 10, 1994, at 10:00 A.M., at the Office of the
Director of Purchasing, a Committee consisting of the the
Director of Purchasing, the County Administrator, the County
Attorney, and the requesting Department Head or Division
Director, or their designees, will open sealed bids for the
following:
ONE (1) TYPE III AMBULANCE
All bids must be received by the Office of the Director of
Purchasing, 5100 College Road, Public Service Building, Cross
Wing, Room 002, Key West, Florida 33040, on or before 10:00 A.M.
on August 10, 1994.
All bids, including the recommendation of the County
Administrator and the requesting Department Head or Division
Director, will be presented to the Board of County Commissioners
for final awarding or otherwise.
The Board will automatically reject the bid of any person or
affiliate who appears on the convicted vendor list prepared by
the Department of General Services, State of Florida, under Sec.
2 87.133(3)(d), Fla.Stat, (1989).
Bidders shall submit two (2) signed originals and two (2)
complete copies of each bid in a sealed envelope marked on the
outside, "Sealed Bid for Type III Ambulance." All bids are to

remain valid for a period of ninety (90) days after the date set
for the opening thereof.

1.0 SCOPE
This specification covers one (1) (see Section 2.13) new, commercially produced Emergency Medical Care Vehicle,
herein referred to as an "ambulance," including all related work necessary to provide a complete unit, serviced and
ready for operation. A vehicle in compliance with this specification shall be defined as a Standard Ambulance. Upon
completion these ambulances shall be in general compliance with the Ambulance Design Criteria of the National
Highway Traffic Safety Administration, U.S. Department of Transportation, Washington, D.C. This specification is
based on the Federal Ambulance Specification KKK -A- 1822 -C dated January 1,1990. Reference numbers used in
this specification refer to applicable paragraphs in that document. The curb weight of the unit (as defined by KKK -
A-1822-C, Section 3.5.1) shall not exceed 85% of the rated GVW. Useful payload will be of prime engineering
consideration in awarding this contract.
1.1 General Intent
1.1.1 This is a design, construction and delivery type specification and is intended to be a minimum acce table stand

1.1 2 Details of construction and materials, where not otherwise specified, are left to the discretion of th e contractor, who
shall be solely responsible for the design and construction of all features.

1,3 Classification
This specification will result in the following type ambulance: Type III, Class I, configuration A (KKK-A-1 822-C, Section
3.1.5.1) These specifications are based upon design and performance criteria which have been developer by the
Purchaser as a result of experience, extensive research and careful analysis. Subsequently, these specifications
reflect the requirements for a new Type III, Class I, Configuration A type vehicle which is the only type of vehicle which
is acceptable.
1.4 Definitions
1.4 1 PURCHASER: Monroe County, Florida A/K/A Board of County Commissioners of Monroe County, Florida, acting as
the Board of Governors of Municipal Services Taxing District Six of Monroe County, Florida.
1 d 2 CONTRACTOR: The individual, firm, partnership, manufacturer or corporation to whom the contract is awarded by
the Purchaser and who is subject to the terms thereof. For bidding purposes, the Contractor, Vendor and Bidder are
synonymous.
1.4 3 EQUAL: Shall be taken in its general sense and shall not mean identical. These specifications are for the sole purpose
of establishing minimum requirements for level of quality, standards of performance, and design and are in no way
intended to prohibit the bidding of any manufacturer's item of equal material and/or process. The Purchaser, in its
best interests, shall be the sole judge of equality and the decision of the Purchasing Agent as to equality shall be final.
1.4 4 CAB CHASSIS MANUFACTURER: The chassis manufacturer shall be Ford Motor Company and herein referred to
as the Chassis Manufacturer or OEM.

2.1' 5 Each Contractor shall furnish two original signature proposals and two additional copies of the completed Bid
Proposal (a total of four).
•
2.1 6 If the Contractor and the Manufacturer are not one and the same, then the Contractor's proposal shall contain a
signature of a member of the Board of Directors of the Manufacturer.
2.2 Examination of Specification
Before submitting their proposal, each Contractor is required to be thoroughly familiar with the specifications
contained herein. No additional allowances will be made because of lack of knowledge of these conditions. It is the
responsibility of the Contractor to ascertain if any components of the specifications are unsafe and that if any unsafe I
or poorly designed criteria are contained herein that they be thoroughly explained to the Purchaser in the Bid proposal
2.3 Quality Assurance and Single Source Responsibility
2 3 1 It is not the intent of these specifications to call for an unusual or experimental vehicle. Nor is it the intent of this
department to accept such proposals. Therefore, as proof of the ability to manufacture vehicles of the type called for
in these specifications, the successful Contractor must be able to show proof that they have manufactured at least
50 vehicles of the Type III specified herein.

2.3 2 A list of five Departments and /or Emergency Medical Services which serve an area of 500,000 population or more
where the Contractor has manufactured similar or identical equipment within the last three years shall be supplied
with each proposal. This list shall include contact dames and telephone numbers.
•
2.3.3 The Contractor shall provide a list of manufacturer's authorized service.centers where repairs to the modular body,
body components, electrical system, and related components can be performed.
•
2.3.4 If equipment is proposed other than of its own manufacture, the Contractor shall submit with their proposal a list of
all items to be sub - contracted. The Contractor will provide a written statement with the proposal that such equipment
offered is in complete compliance with this specification. The intent of this section is to ensure maximum single source
responsibility for all equipment manufactured or supplied by the Contractor.
2.3 5 Each Contractor shall disclose any pending or anticipated litigation between the Contractor and Sub - Contractors,
other parties and the Contractor or other parties and the Sub - Contractors.

2.3.6 The Purchaser will be advised within the Bid proposal of any anticipated labor contracts which may be negotiated
or renegotiated during the period of manufacture. If up for renewal, the expiration date of the Manufacturer's labor
contracts shall be noted in the Bid Proposal.

2.4.4 Two categories of equipment are specified: "Mandatory Work and Equipment" and "Optional Work and Equipment ".
The Contractor must price and agree to perform all work and furnish all of the equipment listed under both categories,
with the mandatory work and equipment included in the ambulance price. It is understood that the successful
Contractor must furnish any part or all of the optional work and equipment listed that the Purchaser elects to purchase
with the vehicle at the time and location of delivery.
2.4 5 Payment shall be made in accordance with the specifications and the Bid proposal upon acceptance by the Purchaser
of the hardware and /or services performed under contract with the successful Contractor.
2.4 6 Ninety percent payment, or an amount not to exceed the value of the vehicle and equipment delivered, will be made
upon passing the acceptance inspection in Monroe County at the time of delivery. The final ten percent payment or
outstanding balance will be made after the unit and all accompanying paperwork (Section 2.34) and equipment has
been delivered, inspected, and found to comply with specifications and other conditions specified herein, free of
damage or defect, and properly invoiced. All invoices shall bear the purchase order number. Payment will be made
within 45 calendar days of acceptance.
2 4.7 Any equipment shipped, rather than delivered with the unit, shall be shipped pre -paid and shall bear the purchase
order number on the invoice. p
2.5 Bid Evaluation Criteria
2 5.1 Those manufacturers who have submitted a bid proposal and who have attended the pre -bid conference in
accordance with Section 2.26 will be evaluated by the Purchaser. In evaluating the Bid Proposals to determine which
proposal is the most advantageous to the Purchaser, major considerations in addition to price which will be evaluated
are:

2.6 Other Bid Evaluation Criteria
2'6.1 In order for the Purchaser to expedite repairs under warranty, special consideration may be given Contractors who
designate authorized repair facilities in Monroe County, Florida or designate authorized repair facilities within 100
miles of Monroe County, Florida.
2.6.2 Proposals taking total exception to these specifications will not be accepted.
2.6.3 Proposals that do not comply with the Bid evaluation criteria of Section 2.5 may be rejected without further
consideration.
2.6.4 Major exceptions to the specifications may not be accepted. Certain exceptions may be accepted if they are minor,
equal, or superior to that which is specified.
2 6.5 The Contractor shall submit these Purchaser specifications with the "Comply and Exception" columns completed with
their Bid Proposal which will indicate whether the Contractor will comply or take exception to the particular paragraph.
In the event the Contractor takes exception to any items of this specification, the Contractor shall explain in detail,
with full engineering support data, the reasons why the proposed equipment or process will meet the intent of this
specification (Section 2.23). The Purchaser shall determine which (if any) exceptions are acceptable and this
determination shall be final. The successful Contractor will be held responsible for delivering a vehicle in strict
compliance with the letter and intent of these specifications.
2.6.6 Contractors must fumish all information requested in the space provided on the Bid Form.
2.6.7 Contractors shall supply at least two (2) complete sets of technical engineering drawings covering the vehicle offered
which describe the dimensions and construction details of the vehicle. Each Contractor shall also submit detailed
descriptions clearly describing the equipment and material being offered. Sales brochures may not be considered
sufficient.
2.7 Contract Award
2.7.1 The Purchaser reserves the right to reject any or all bids deemed to be unresponsive and to accept any bid which
is in its best interest. The Purchaser also reserves the right to waive any informalities, irregularities and technicalities
in procedure.
2.7.2 Before awarding the contract, the Purchaser reserves the right to require a Contractor to submit additional evidence
of their qualifications as it may deem necessary. Technical, financial, or other documentation that may be re uired
in support of the Contractor's qualifications and abilities, including past performance with the Purchaser. q
2.7.3 The Purchaser shall be the final authority in the award of bids:

2.11 Warranty
2,11.1 The successful Contractor shall provide a twelve (12) month warranty on each vehicle which covers defective or
inadequate parts or components, improper selection or use of materials, improper design or engineering, or poor or
improper workmanship or quality control techniques which were left to the discretion of the successful Contractor.
This warranty shall cover the complete ambulance and shall include any and all costs for labor and parts or materials
that are required to correct any and all deficiencies.
2 11.2 It is not the intent of the Purchaser that this warranty apply to parts or components that would normally require
replacement or repair due to normal service conditions within the 1 year warranty period, such as light bulbs, filters,
tires, brake linings, windshield wiper blades and such.
2.11 3 Where a component manufacturer provides an independent extended warranty which exceeds the 12 -month period,
the provisions of the extended warranty shall not be allowed to diminish the normal warranty that is provided by any
component manufacturer. Where a component manufacturerdoes not provide a warranty equal in time, or which does
not fully cover all costs involved, the successful Contractor is solely responsible for bearing any additional costs, or
if necessary, the total costs including freight, parts, components, materials, and labor for removal and installation,
contractual repair or replacement service, and the reimbursement for salaries of all Monroe County employees who
are engaged in performing warranty work at the request of the successful Contractor.
2.11.4 Within 48 hours after receipt of a verbal or written notification by the Purchasing authority (to be identified) that
warranty service is required, the successful Contractor shall respond verbally, and immediately follow up by letter or
facsimile (305 - 289 -6013) to Monroe County Emergency Medical Services with a statement of intent to show where,
when, and in what manner the warranty service shall be performed. In the event that there is no response ,or if the
response exceeds 48 hours, or if the response that is received is on time but is not acceptable to the Purchaser or
acceptable but not performed at the specified time, Monroe County Emergency Medical Services will provide for the
required warranty service, and the total costs of all labor, parts, components, materials and freight shall be reimbursed
to Monroe County by the successful Contractor and within 45 calendar days after the bill has been mailed to the
successful Contractor.
2.11.5 The warranty period shall begin at acceptance of the manufactured ambulance by the Purchaser and shall not include
mileage accumulated during testing and delivery of the unit. Accepting delivery or housing the vehicle does not imply
final acceptance of the vehicle as meeting specifications or other conditions.
2.11.6 The successful Contractor shall be liable to the purchaser for supplying information and materials necessary for
mandatory revisions and/or modifications as determined by the successful Contractor or sub - contractor or suppliers
at no cost to the Purchaser for a minimum of five years from date of acceptance. All revision information pertaining
to the equipment purchased shall be supplied to the Purchaser at no cost as it becomes available (This includes
corrections to the instruction manual, etc.). This information is to be furnished for as long as this equipment is being
produced by the Manufacturer.
2.11.7 The duration of the warranty period shall be stated by the Contractor with his Bid response and shall be at least:
° 1 year - parts, labor, and all components
° 5 year - rust and corrosion (see Section 3.18, Rust Proofing)
° 15 year - Module (unconditional)
2.11.8 Where a manufacturer offers any type of fended Warranty Program, i.e., Ford E.S.P. Program, then the Contractor required not only to research and advise the Purchaser of such a program but also reflect the price in the option
section of the Bid Sheet. Details of the extended warranty shall be included with the bid. p
2.12 Material and Workmanship
2.12.1 All equipment furnished shall be guaranteed to be new and of current manufacture, meet all re ui
specification, and be in an operable condition at the time of delivery. q rements of this

2 All workmanship shall be equal to the highest industry standards and performed in a professional manner so as to
insure a safe and functional ambulance with an aesthetic appearance.
2.13 Quantities
A Bid Proposal is requested for a minimum of one (1) ambulance as specified. The Purchaser reserves the right to
purchase a maximum of three (3) vehicles at the same price within six (6) months of the original order.
2.14 Instructional Manuals / Drawings, Schematics
The successful Contractor shall provided the following sets of manuals:
2.14 1 The successful Contractor shall provide two (2) operational manuals for each vehicle, which describe the total
operation of the unit, all the operations of all components attached to that unit and any other supporting documents
which are necessary for an individual operating the unit to be thoroughly familiar with the total operation of the unit.
2.14 2 The successful Contractor shall provide for the Maintenance and Support Shop a total of two (2) parts manuals
identifying all parts used bn each unit. NOTE: The Manufacturer shall identify and cross reference those components
which can be purchased by outside vendors. Example: manufacturer's part number xxx equals Leece - Neville part
number xxx.
2.14 3 The successful Contractor shall provide a total of two (2) service manuals for each unit. These manuals shall provide
all technical information for the unit and a complete set of "as built" drawings which will include:
° A complete bill of material
° Equipment specifications
° Wiring diagrams and schematics
° Equipment views (front, rear, left and right sides)
° All information describing major malfunction identification and subsequent troubleshooting procedures.
2.15 Delivery
2.15.1 Delivery of the unit and related equipment shall be FOB Monroe County Office of Public Safety, Marathon, Monroe
County, Florida. Final inspection and acceptance shall take place after delivery to Monroe County. Delivery shall be
"drive in" to and from each point. No trailering or "piggy -back" will be permitted. The Contractor agrees that in those
cases where term of shipping is FOB other than as specified, goods shall be shipped pre -paid only.
2.15 .2 Delivery of the first completed unit shall take place in Monroe County within 120 calendar days of the receipt of the
chassis at the successful manufacturer.
2.15.3 As part of their Bid proposal, all Contractor shall provide a Gant (milestone) chart identifying the major projected dates
from the initial step through delivery and acceptance. A delivery schedule shall be jointly agreed to between the
Purchaser and the Manufacturer.
2.15.4 Since delivery proposals will weigh heavily in the determination of award of Bid, the delivery schedules that are
submitted by the Contractor and agreed upon by the Purchaser shall automatically become binding upon the
successful Contractor.
2.15.5 Pre - delivery service shall include the following:
a. Complete lubrication
b. Filling crankcase with oil
c. Adjustment of engine to proper operating condition
d. Inflation of tires to proper pressure
e. Ensure perfect operation of all mechanical and electrical fixtures

2.16 Acceptance and Discrepancy Correction Period
2.16.1 Each vehicle shall be delivered with a full compliment of additional equipment as ordered per the purchasing
agreement. The vehicles shall be complete and functioning properly. Final payment will not be made if an e ui ment

is back- ordered.
2.16.2 A list of discrepancies for correction will be provided to the successful Contractor by the Purchaser within 30 working
days of the delivery of each ambulance. The successful Contractor shall have 30 working days to correct all of the
listed discrepancies. If this condition is not met the successful Contractor may be deemed in default at the sole
discretion of the Purchaser.
2.16 .3 If a vehicle is delivered with major discrepancies that are not correctable, and by this circumstance the successful
Contractor has demonstrated gross irresponsibility in meeting the purchasing agreement, then the Purchaser
reserves the right to find the successful Contractor in default.
2.17 Bid Guaranty
All bids shall be accompanied by a certified check, cashier's check or bid bond in the amount of 5% of the total Bid
price, payable to the Board of County ComFnissioners of Monroe County. After the Bids are opened, the Bid guarantee
will be retumed to all Contractors except the 4 lowest responsible Contractors and the remainder will be returned after
the contract is executed. The bid guarantee of the successful Contractor will be returned after the contract is executed
2.18 Indemnification and Insurance
The Contractor shall indemnify and save the Purchaser harmless from any and all claims, liability, losses, and causes
of actions which may arise out of the fulfillment of this agreement. The Contractor shall pay all claims and losses of
any nature whatever in connection therewith, and shall defend all suits, in the name of the Purchaser when applicable,
and shall pay all costs and judgments which may ensue thereafter.
2.19 Patents and Royalties
The Contractor, without exception, shall indemnify and save the Purchaser and its employees harmless from liability
of any nature or kind, including cost and expenses for or on account of any copyrighted, patented or unpatented
invention, process or article of manufacture used in the performance of the Contract, including its use by the
Purchaser. If the Contractor uses any design, devise, or materials covered by letters, patent, or copyright, it is mutually
agreed and understood, without exception, that the Bid price shall include all royalties or cost arising from the use
of such design, device or materials in any way involved in the work.
2.20 Liquidated Damages •
2.20.1 If the Contractor fails to deliver the equipment or perform the services within the time specified, it is understood and
the successful Contractor hereby agrees to pay the amount of $100.00 per calendar day in liquidated damages. The
Contractor shall not be liable if performance failure arises out of causes beyond the control and without the fault or
negligence of the successful Contractor (acts of God, war, fires, floods, freight embargoes, etc.). The sta
liquidated damages will be based on the delivery schedule agreed to by both parties. rt of
2.20.2 Should a performance failure occur, it will be the responsibility of the successful Contractor to
notify the Director of
Public Safety of Monroe County in writing and submit proof of the circumstances for non - performance. Immediately
following the resolution of circumstances responsible for non - performance the successful Contractor must e-
negotiate delivery schedules to the satisfaction of the Purchaser.
2.21 Program Manager
2.21.1 The successful Contractor shall designate a competent individual acceptable to
Contractor's program management function. The Program Manager shall provide a single point n f c to perform the
the Purchaser and the Contractor on all matters concerning the contract. 9 of contact between

2.22 Project Manager
2. ?2.1 The Purchaser shall designate one individual to perform as Project Manager. The Project Manager shall provide a
single point of interface between Purchaser and the Program Manager on all matters concerning the ambulance.
2.22 .2 Any changes to the specifications or drawings shall be in written form and signed by Purchaser's Project Manager.
2.23 Proposal in Reply to Specification
2.23.1 Any exceptions to the specifications must be itemized. Details concerning the exceptions must be clearly explained.
Each exception will be considered by the Purchaser as to degree of impact and total effect on the specifications. The
proposal shall be arranged so that rapid reference between specification and proposal can be accomplished by the
Purchaser, Monroe County. Specification section assignment numbers shall be referred in the proposal (see 2.5).
2.23.2 Costing shall be per the Bid Proposal Form, quoting on each line item and total as listed therein and Contractor shall
fill in all information requested on said Bid Proposal form.
2.24 Familiarity with Laws
The Contractor is presumed to be familiar with all federal, state, and local laws, ordinances, code rules, and
regulations that may in any way affect the work or final product, including such federal, state, and local laws,
ordinances, code rules, and regulations that may be unique to Monroe County, Florida. Ignorance on the part of the
Contractor shall in no way relieve him from responsibility.
2.25 Non - Compliance
Delivery of a vehicle which does not meet the requirements of this specification and the Contractor's proposal as
accepted by this agency shall be cause for rejection of the vehicle. Liquidated damages in the amount of $100.00
per calendar day shall be deducted from the final payment computed from the first working day following rejection
until deficiencies are corrected and an acceptable vehicle is delivered. If within thirty (30) days after initial rejection
of a vehicle it is not acceptable, the Contractor shall be in default of his contract.
2.26 Pre -Bid Conference
A pre -bid conference may be mandatory for all Manufacturers who intend to have their proposal considere

-2.-30 Oral Presentation
The County may require the four lowest Contractors who are reasonably in contention to make an oral presentation
prior to the award so the Purchaser cannot misinterpret any part of their proposal. The presentation shall be in Monroe
County. The oral presentation is to be used for clarification of the Bid proposal and specification only. The oral
presentation is not to be used for modifying specifications or changing Bid proposals. The cost of this presentation
will be borne by the Contractor (time and location to be announced, if required).
2.31 Licenses
All Contractors must submit copies of the proper licenses which are required by Florida State Law with their Bid
proposal.
2.32 Contingency
2.32.1 A contingency in the sum of two thousand dollars ($2,000.00) shall be included in the Bid price to cover the costs
of unforeseen work that may become apparent during the course of fabrication. Approval of every such alteration or
change shall be given in writing to the successful Contractor by the purchaser, or his representative. Any unused
portion of these funds shall be deducted from the invoice total at the time of final payment.
2.32.2 Any work initiated under the auspices of the Contingency sum which are not first authorized in writing by the
of Public Safety for Monroe County shall be performed at the sole and exclusive risk and expense of the Manufacturer.
2.32.3 All work ordered and performed in stipulated P accordance with the foregoing will be paid for at the price sti in the
Purchaser's written approval. This stipulated price will include a reasonable amount forthe contractor's overhead and
profit, and will have been mutually agreed upon by the contractor and the Purchaseror his representative, as equitable
compensation for the additional work.
2.33 Radio Frequency Interference Suppression
Electrical components, electronic equipment, and devices used and installed on these vehi cles in addition to all sub -
systems, chassis, warning systems, etc. shall be electromagnetic radiation suppressed, filter
prevent interference to radio and telemetry equipment aboard the vehicle and surrounding area. The RFI of the

There shall be a two chromed, brass air horn trumpets
installed on the front fenders. They shall be powered by a
Quick Recovery 12 volt electric compressor with a minimum of
1200 cu. in. reservoir. The compressor and reservoir shall
be located in the side entrance stepwell compartment with
access door in rear wall of step secured with a latch. A
drivers side foot switch and a push button on the cab
console shall be provided.
FUEL FILL HOUSING WITH HINGED DOOR:
All required fuel filler housings shall be polished aluminum
and furnished with a hinged door. The filler hose angle
shall be as recommended by the chassis manufacturer.
LABEL "DIESEL FUEL ONLY":
Located above each fuel filler housing shall be a metallic
label that designates "Diesel Fuel Only" requirements. It
shall be black with white or equivalent contrasting letters
a minimum of .5" high.

REAR MUDFLAPS:
Black hard rubber mudflaps shall be installed on the rear
body wheel wells.
FIRESTONE RIDE -RITE AIR SPRINGS:
To improve the load handling characteristics of the
ambulance, a set of Firestone Ride -Rite air bags shall be
installed on the rear axle. Bag air pressure may be
adjusted to provide the desired ride, based on the load
imposed on the axles and the ride desired by the operator.
A manual "tire type" inflation valve shall be installed in
the left rear exterior compartment that permits equal
inflation of both the left and right bag.
ANTI -SWAY BAR TYPE III FORD:
The front and rear axles shall be equipped with an IPD brand
anti -sway bar.
HOURMETER:
An hourmeter gauge, to record engine hours, shall be mounted
in the driving compartment and shall be clearly identified
and visible to the driver while seated.
BATTERY, 2ND MATCHING:
The small OEM battery located under the hood shall be
replaced with a matching Motorcraft battery to the higher
amperage battery furnished. with the ambulance chassis.
These batteries shall be installed in the exterior battery
compartment.

CAB RUNNING BOARDS:
There will be a set of .125" bright aluminum tread plate
running boards installed on the left and right, full length
from the cab wheelwell opening to the ambulance body. The
outer edges shall be machine formed and /or rolled to
eliminate any sharp edges. The front section will flare up
and provide protection as a stone guard.
OUTER WHEEL INSERTS:
The four outer wheels shall have Phoenix or equal stainless
steel wheel inserts that match the design of OEM wheel with
stainless steel hub and lug nut covers.
EXTERIOR APPARATUS BODY:
Cab -Body Provisions:
The ambulance cab shall meet the requirements listed under
paragraph 3.9.2 of the current Federal Specification
KKK -A =1822.
Cab Style:
The cab shall be the OEM chassis manufacturer's cutaway cab
and chassis model, as specified in Federal Specification
KKK - A -1822 as Type III.
Body Accomodations:
The ambulance body proper and patient compartment will be
sufficient in size to meet the requirements of this
specification and those of paragraph 3.10.1 of KKK A -1822.
The interior layout will be such that a technician can
administer life support treatments to at least one patient
during transit.
•
Body, General Construction:
It is the intention of these specifications to require that
the ambulance module body be of all aluminum, including all
sub - frame members. No rivets, screws or other fasteners
will be used for the attachment of any structural member or
sheets.

Structural Integrity:
The ambulance body as a unit shall be designed and built to
provide impact resistance. The body will be of sufficient
strength to support the entire weight of the "fully" loaded
vehicle on its top or side if overturned, without crushing,
separation of joints, or excessive deformation of roof bows
or reinforcements, body parts, doors, door hardware, floor
members, inner linings, outer panels, rub rails or any
other structural member. As proof that the ambulance body
meets the above criteria, the bidder will furnish along with
the bid certification work sheets from a bonded independent
testing laboratory showing that the body bid meets the
Static Load Test Code for Ambulance Body Structure, AMD
Standard 001. Work sheet is defined as a document listing
all deflection points during the actual test.
Vehicle Body Structure:
All parts of the ambulance body, as specified in paragraph
3.10.6 of Federal Specification KKK -A -1822, shall, where
applicable, be of all welded construction. Where fasteners
are used in such areas as hinge attachment, hardware
attachment, etc., the fasteners shall be of aluminum or
stainless steel, depending on the structural strength
requirement.
At a; minimum, the body sub - structure shall utilize 2" x 2" x
(1/8 ") 6063 -T63 aluminum tubing side walls and 2" x 2" x
.188" (3/16 ") aluminum tubing on all superstructure stress
points. Stress points shall be defined as points where the
side wall and floor structures are jointed by welding.
Non - stress point superstructures may be 2" x 1" x .125"
tubing. Under no circumstance shall any structural
materials used on the body be less than .125" wall
thickness. Centers shall be a minimum of 14" on floor, side
walls and roof.
Sidewall aluminum sheeting (skin) shall be one -piece .125"
5052 -H32. The roof shall be a minimum .090 ". No seams are
permitted on either the side wall or roof skins.
Drip Rails /Moldings:
For structural integrity, the upper be an integral peer body (roof) drip rails

be polished aluminum. Installation of these moldings shall
be such that will allow replacement, but not be attached by
welding, screws or rivets.
Crash Rails:

Located at the bottom of the left and right body shall be
lateral tubular crash rails with scotchlite reflective
striping, mounted to the body superstructure. These rails
shall extend from the front of the body to the rear wheel
well opening and from the rear wheel well opening to the
rear of the body. Additionally, they shall be supported by
crash rails extending left to right on the front and rear
body. This design shall minimize side impact damage to the
body by preventing the skirt areas to fold under on impact.
Insulation:
The body shall be insulated with a reflective backing air
core insulation that fully encapsulates the patient
compartment interior. The reflective backing shall cover
both sides of the insulation material and shall provide a
minimum R14 factor on side walls and roof and R9 factor on
the floor. All seams shall be taped. No metal structural
components shall be exposed.
Body Mounting:
The body shall be mounted onto the chassis by means of
steel outriggers bolted to the side of the left and right
frame rails with two (2) 3/8" grade 8 bolts meeting chassis
manufacturers requirements for frame attachment. Between
the top of the steel outriggers and the body sleeper rail
shall be a neoprene rubber isolator block or "doughnut"
bolted through the sleeper rail and outrigger with a 5/8"
grade 8 bolt. The system shall permit the body to flex
against the frame rail, relieving body structural stress.
There shall be a minimum of five (5) on each frame rail for
a total of ten (10). No rigid body to frame attachment
process will be accepted.
Door Hinges:
All doors (including exterior compartment doors) will be
mounted using 3/16" pin stainless steel hinges. The hinges
must be designed with horizontal /vertical slotting for
universal field adjustments. The horizontal slot will be
on the door frame and the vertical slots on the door.
Attachment will be by 1/4 x 20 stainless steel bolts and
lock washers. Under no circumstances will self tapping
screws or rivets be permitted.
Door Design:
At a minimum, all doors will be a minimum of 2" thick with
non - settling type insulation. They will be flush with the
body, not overlapping. The inner door panel must be
removable for access to all latching hardware. The inner
patient compartment doors panels shall be of vacu- formed

• 1/8" thick high impact ABS, color- coordinated to the
interior. Use of fabric or vinyl is not permitted.
Door Latches and Hardware:
All opening and locking hardware furnished by the
manufacturer for the patient compartment doors and exterior
compartment doors will be flush fit on both the inside and
outside.
When the doors are opened, the hinges, latches and door
checks will not protrude into the access area. All patient
compartment doors, as well as exterior compartment doors,
shall employ the same type locking hardware. All door
latches, hinges and hardware will comply with the
requirements of FMVSS 206. All hardware will meet the
following requirements:
All doors exceeding 32" in height shall be equipped with a
lock at both top and bottom. These locks will lock into a
"Nader" type striker pin found in the door frame. These
pins must be threaded through the door frame and be field
adjustable. The locking system will be actuated from the
locking handle by push rods only.
The door handle will be a flush "paddle" style handle of
stainless steel construction (chrome plated castings not
acceptable) with black vinyl isolator gaskets between the
handle and the door panel. On the curb side and rear
doors, the inside handle will be of the same type and will
be equipped with an inside door lock, actuated without a
key. All exterior storage compartments and module entry
doors will be lockable with the same key.
All exterior compartment doors (including entrance doors)
shall be equipped with gaskets that encircle the full door
opening. The gaskets shall be installed in the corners of
the door frame in a manner that prevents damage from
equipment, stretcher loading and personnel traffic. They
shall provide an environmental seal against water, dust and
air. This is a dual gasket system with the doors having a
flat ribbed gasket and the door frames having a hollow
bulbous gasket.
Door Hold Open Devices:
The side patient module door and all exterior storage
compartment doors must have the quivalent of a spring- loaded
cam -over door holder to hold the doors open under all
operating conditions and angles.
Exterior Compartment Doors:
The exterior compartment doors will be constructed to match
patient compartment module doors, including latching and

lock hardware and hinges. The inner door panels shall be
attached with stainless steel screws and star washers for
easy removal and service of hardware. Doors larger than
ti 37" wide must be split to reduce the amount of door exposed
to traffic.
Unless otherwise specific herein, all compartments shall be
painted with Sikkens OTO textured compartment coating.
Unless otherwise specified herein, inner door panels shall
be bright aluminum tread plate.
Patient Compartment Module Exterior Parameters:
This unit will be a total Custom design to meet your
specifications and drawings with compartment layout as you
have required. However, we feel it our duty to point out
that we believe there may many reasons to consider our
standard 162 Type III layout as depicted in our literature.
These reasons are to complicated and lengthy to go into
here but include things such as weight distribution, crew
comfort and safety, etc. We request that a meeting be set
up so that we may go over them in detail. In any event,
complete engineering drawings will be provided after the Pre
Constrution Meeting. If you can use one of our standard
designs, a considerable savings can be gained. See our
option price page.
RUBBER FENDERETTES:
A pair of contoured black rubber fenderettes shall be
installed around the left and right rear wheelwell openings.
Installation shall permit simple replacement.
BATTERY COMPARTMENT & SLIDE OUT TRAY:
A slide -out battery tray shall be installed on the right
front of the body, just below the floor level. The door
shall be constructed in the same manner as all other
exterior compartment doors and be fully vented with machine
stamped louverd (add -on type louvers not acceptable). The
sliders for the tray shall be stainless steel ball- bearing
type rated at a minimum of 250 lb. capacity for long term
durability. All battery cables routed to this compartment
shall match the minimum size required by the chassis
manufacturer for this type of installation.

DIAMOND PLATE COVERED STEP BUMPER:
The rear bumper and step shall be a high quality, single
piece assembly. There shall be a minimum 1/2" clearance
between the bumper and the rear body panel. The entire
assembly shall be designed for simple replacement should it
become damaged. It shall be bolted to the chassis frame in
a minimum of four points. Under no circumstances will
welding of the assembly to the chassis be acceptable. The
frame shall be constructed of 3" x 1" steel tubing in 'a box
configuration for strength and durability and covered with
.125" polished aluminum diamond plate. The center section
will have gator grip and be provided with a flip -up aluminum
center section to meet requirements of KKK -A -1822.
LOWER RUBRAILS:
Attached to the outer surface of the lower skirt area shall
be bright aluminum extruded rubrails that measure a minimum
of 3" wide x 1" thick. The center section shall be recessed
with raised ribs and will permit insertion of ICC light or
reflector, if specified. The rubrail assembly shall be
bolted to the body (not screwed) and spaced away from the
body a minimum of 1/4" by nylon spacers to prevent
accumulation of corrosives. The ends of each section of
rail shall be capped with a formed neoprene casting to
eliminate sharp edges. There shall be a Scotch Lite
reflective stripe insert running the full length of the
recessed area of the rub rail.
CORNER GUARDS:
Installed on the lower body.corners shall be bright aluminum
treadplate stone guards. They shall be a minimum of 13"
high. All edges shall be sealed with silver pliable sealant
to prevent accumulation of corrosives between the stone
guards and the body.

GRABBER DOOR STAY BRKT:
A 3" Cast Product #C10870 -1 grabber door stay, with gasket
set, shall be installed at specified location to hold doors
open.
CAB TO BODY RECESS:
The bulkhead directly behind the driver and passenger seats
shall be recessed back into the body a minimum of 10" to
allow full seat travel in the rearward position and allow
space for placement of radio transmitters and rain or
turn -out gear. The recess shall be an integral part of the
body construction and formed of aluminum tubing and .125"
aluminum sheeting. The outer surface of the wall shall be
covered with vacu- formed ABS polymer panels that match the
color of the cab interior. These panels shall not exhibit
any sharp edges or corners and provide for simple cleaning
and sanitizing of the interior.
NOTE:
This feature will not be on your special Custom body design
due to the compartment layout you have required. The extra
large front outside compartments will use this space!
CAB TO BODY WALK THRU TYPE III:
A minimum 17" wide x 46" high passageway shall be provided
between the cab and body. The passageway shall be provided
with a sliding door that can be latched from the cab side.
The door shall have a minimum 100 sq.in. sliding plexiglass
window provided. Head protection bumper pads, matching the
interior color scheme and material, shall be installed above
the door on both the cab and patient compartment sides. The
doorway shall be completely framed as an integral part of
the body construction with aluminum tubing.

INTERIOR APPARATUS BODY:
Interior Personnel Safety Requirements:
Reduction of possible injury to attending personnel is of
critical importance in the award of this contract. The
interior of the patient compartment will be free of all
sharp projections. Exposed vertical edges and corners will
be broken with a minimum 3" radius. All other edges and
corners shall be adequately padded. Manufacturer shall
provide drawings or photographs of the proposed interior
design and a written description of how the proposed
ambulance interior has been designed to reduce potential
injury to personnel.
To meet the stringent requirements of OSHA 1910.1030
Bloodborne Pathogens, no upholstery within the patient
compartment shall be supplied with any form of stitching or
other form of manufacturing that causes penetration of the
vinyl upholstery material. The surfaces shall be capable of
cleaning and disinfecting with clinical type procedures and
chemicals. All seat cushions shall be removable for
cleaning of contaminates from beneath the cushions.
All bidders shall be prepared to provide a presentation on
procedures used to accomplish a safe and bacteria free
working environment within the patient compartment. Due to
exposure and liability risk, exceptions to these minimum
requirements will not be accepted.
Interior Finish:
The finish of the interior patient compartment, including
storage cabinets and equipment, will be impervious to soap
and water, disinfectants, mildew and will be fire resistant
as per FMVSS 301. The surface material required under this
contract must be a high quality plastic laminate, and /or
vacu- formed high impact ABS plastic.
The corner of the left rear main wall cabinet and rear
squad bench corner shall be protected with high impact vinyl
a minimum of 1.25" wide on each side of the corners. On the
rear entrance door floor shall be satin finish stainless
steel protection plate extending back onto the floor a
minimum of 3".
Interior Storage Accomodations:
At a minimum, all interior cabinets shall be of durable,
load- bearing, lightweight plywood (no particle board
permitted) with plastic laminate construction and /or
vacu - formed high impact ABS plastic construction.

Storage Cabinets:
Storage cabinets shall be easily opened, but will not come
open in transit. Where specified, the storage cabinets
will have shatter proof plexiglass doors set in extruded
track. The glass track will have replaceable felt inserts.
To access opening the plexiglass sliding doors, extruded
full length finger pulls shall be provided welded on the
outer end of each section of plexiglass.
Adjustability of Cabinet Shelving:
All specified interior medicine cabinets shall be provided
with specified number of adjustable shelving. The front
bulkhead interior /exterior access adjustable shelving will
be provided with heavy duty brackets for universal
adjustment and heavy weight carrying capability.
Actionwall /Work Counter Area:
The manufacturer shall incorporate into it's design a work
or "action area" for supply and major medical equipment
locations, such as suction units, defibrillators and
monitors (when applicable), airway devices, and other such
supplies as this purchaser may deem appropriate. The
counter shall be protected with an ABS high impact polymer
biohazard tray that has large radii edges and corners.
These edges and corners shall serve to protect attending
personnel from blunt impact injury and permit easy cleaning
around all inside edges and corners. An ABS polymer back
wall splash shield shall be incorporated as an integral part
of the countertop tray. It shall provide for flush mounting
of the hinged control panel and receptacles.
Over the work counter will be the action wall control
panel. It shall have a hinged face panel with latches that
permit access to all wiring and plumbing without the use of
tools. Mounted flush in this panel will be the suction
outlet, oxygen outlets, the switch panel, 12V outlet, clock
and other accessories as outlined herein.
Patient Module Interior Design Parameters:
Due to the predetermined and intended use for this vehicle,
the following parameters have been established as minimums.
A set of scale drawings, showing all proposed dimensions,
will be provided after the pre build meeting.
This body will be a total Cudtom design based on your
description and sketches. However, we feel that it is our
duty to tell you that your design is very close to one of
our standard designs. If you could use our standard
design, a considerable savings can be realized. See our

standard literature and option pricing.
FOLD -DOWN ARMREST:
Located at the head of the squad bench, on the back wall,
shall be an armrest that folds up and down. It shall be
capable of preventing a seated person from sliding off
the end of the squad bench during a sudden controlled
stop. The mechanism shall be bolted, not screwed, to
reinforcements in the body side wall superstructure.
The arm shall be padded and covered with upholstery
matching the cushions.
DOOR AND ENTRANCE GRAB HANDLES:
Minimum 10" long chrome "C" handles shall be installed on
each entrance door, left rear wall and right side of the
left side entrance door.
HANDRAIL OVERHEAD:
An overhead grabrail shall be fastened into the ceiling to
structural supports. The rail shall extend fully from the
front bulkhead area to the head protector pad over the rear
entrance doors to eliminate exposed ends that present head
impact injury. Construction shall be a minimum 1.25" in
diameter with a ribbed surface for positive gripping
characteristics. No smooth surface rails will be accepted.

LOWER DOOR PANEL INSERTS:
The lower body entrance door panels shall be provided with
diamond plate inserts to provide protection against abuse
from equipment and stretchers.
HIGH BACK ATTENDANT SEAT:
Located at the head of the primary patient cot shall be an
automotive style high back attendant seat. It shall be
mounted on a FMVSS certified seat base pedestal and /or
specified mounting plates. Certification shall be
documented. The upholstery shall match exactly all other
seamless upholstery used in the patient compartment. The
seat base shall be bolted to the floor using grade 8 bolts
torqued to factory specifications. The bolts shall pass
through backing plates under the sub -floor and not the
sub -floor material(s) only. The seat shall be provided with
retractable seat belts bolted to the sides of the seat base.
Belts shall be tagged as to compliance with FMVSS
requirements. The belts shall retract into a hard plastic
housing and have automatic locking inertia devices built -in
the mechanism.
Color shall be maroon, gray or blue.
SEAT BELTS:
The manufacturer shall provide seat belt and shoulder
harness combinations for the driver and passenger seat in
the cab of the vehicle. Further, seat belts shall be
provided for the attendant seat in the patient compartment
at the head of the primary stretcher area. A minimum of
three seat belts shall be provided on the squad bench.
These belts shall not only provide for three (3) seated
passengers, but also for a supine patient. All belts shall
be retractable into plastic, protected housings. Retractors
shall be installed on the back wall, not on the face of the
squad bench. Exposed belts are not allowed on this
contract. All belts shall be anchored to the chassis or
body framing with grade 8 bolts and torqued to
specifications. Torque settings shall be recorded on the
ambulance's Quality Control (QC) reports and available for
inspection at time of delivery.

BIOHAZARD WASTE DISPOSAL:
A slide -out drawer shall be installed at the front end of
the squad bench that opens into the stepwell area. It shall
contain two (2) removable containers. Container 1 shall be
a hospital grade sharps container with a lid that seals for
proper disposal. Container 2 shall be a plastic trash
container with red plastic liners that are marked "BIOHAZARD
WASTE ". The interior of the compartment shall be sealed to
isolate the containers from equipment stored beneath the
squad bench.
Waste disposal containers stored in an exterior compartment
will not be an acceptable alternative. This type of storage
permits exterior gasses to enter the patient compartment
through compartment vents and may present difficulty in
cleaning and sanititizing disposal paths.
I.V. HANGER:
Bolted in the ceiling will be Cast Products A2012 flip -up
type I.V. hangers, one (1) located at mid torso of the
primary patient and one (1) located at mid torso of the
secondary patient. Both will accomodate two (2) I.V.
bottles or bags and have Velcro restraints.
COT FASTENER:
A Ferno Washington 175 -5 cot fastener shall be installed in
compliance with AMD Standard 004. The installation shall
provide single placement of a specified all -level cot as
close as possible to the sidewall with the front and rear
fastener rails detachable.
PATIENT COMPARTMENT DOOR WINDOWS -REAR:
Located in the two (2) rear patient compartment entrance
doors shall be a minimum 22" high x 18" wide window set in
extruded aluminum framing with an anodized satin finish.
Each window shall be fitted with neoprene rubber seals (felt
type sealing is not permitted) and be environmentally tight.
Each window shall be sliding type with removable screen.
The glass shall be automotive safety type, tempered and dark
tinted (minimum 31 %) for privacy and heat deflection.

• PATIENT COMPARTMENT SIDE DOOR WINDOW:

Located on the bottom of the lower side door shall be a
minimum 10" x 18" fixed window that matches the upper window
in design and appearance.

SEAMLESS CUSHIONS AND UPHOLSTERY:
All interior vinyl on seat cushions, attendant seat and pads
shall use the same vinyl. All cushions shall be
vacu - moulded type with no seams to prevent accumulation of
bacteria forming matter and aid in simple disinfection of
the patient compartment. Due to the liability associated
with provisions of a safe working environment in compliance
with OSHA Regulation 1910.1030 - Bloodborne Pathogens,
cushions using seams and stitchings will not be accepted at
time of delivery. Color shall be light gray, blue or
maroon.
ENVIRONMENTAL SYSTEMS:
The vehicle will be equipped with a complete climate
environmental system to supply and maintain clean air
conditions and a comfortable level of inside temperature in
both driver and patient compartments. The system design
will permit independent control of the environment in each
compartment. The emergency vehicle will be equipped with

heating, ventilating and air conditioning systems that can
be made to collectively operate using recirculated air and
ambient air and will be capable of maintaing interior
temperature within the established comfort zone of 65
degrees Fahrenheit, to 78 degrees Fahrenheit, when operated
between 0 degrees to 95 degrees Fahrenheit ambient.
Positive pressure will be attained through the fresh air
ventilation system either apart from, or as an integral part
of either the air conditioning systems, or in combination
with any of all three. Environmental systems components
will be readily accessible for servicing at the installed
location without necessitating removal of any cabinets,
walls or partitions. The suction hose routed from the
compressor to the rear evaporator will be insulated.
AIR CONDITIONER DIGITAL THERMOSTAT TEMPERATURE CONTROL
The patient compartment system shall be operated from the
action wall console. An on /off switch shall be installed
on the switch panel. Temperature controls shall be
accomplished through a digital thermostat on the wall that
will automatically maintain a constant compartment
temperature from both heating and cooling modes by setting
the desired thermostat temperature range.
DIGITAL THERMOMETER
The digital thermostat shall automatically reset to
constantly display the actual patient compartment ambient
temperature.
AIR CONDITIONING AND HEATER HOSES
The use of hose clamps on air conditioning high pressure
hoses will not be permitted on this contract. Machine press
OEM type connectors only will be permitted. All heater
hoses shall be Epom /Nomex, as required by Ford. No
exception.
EXHAUST FAN AND STATIC AIR INTAKE
The vehicle will be equipped with a power exhaust fan
located at the rear of the interior with a single speed
switch for operation located on the action wall switch
panel. Located on the opposite front wall will be a static
intake duct.

EXTERNAL MOUNT AUXILIARY AIR CONDITIONER CONDENSER:
A minimum 13,000 BTU air conditioner auxiliary condenser
shall be installed. All plumbing shall be run on the inner
body walls and not be exposed to the exterior.
ELECTRICAL SYSTEMS AND COMPONENTS:
Electrical System - General Requirements:
The ambulance electrical system shall be equipped with, but
not limited to the following: 12 volt operating system,
generating, starting, lighting, visual and audible warning
systems, specified OEM electronics equipment and devices
including master consoles located in the cab and patient
compartment, and other optional accessory wiring, as
specified herein.
The electrical systems and equipment shall comply with all
applicable FMVSS /FMCS regulations and shall also conform to
all the applicable SAE recommended standards and practices
whether or not specifically referenced in this document
while complying with the sub - paragraphs herein. All
electrical and electronic components shall be selected to
minimize electrical loads thereby not exceeding the
vehicle's generating system capacity. All electrical system
components and wiring shall be readily accessible through
access panels for checking and maintenance. All switches,
indicators and controls shall be located and installed in a
manner that facilitates easy removal and servicing. All
exterior housings of lamps, electronic devices and fixtures
shall be corrosion and weather resistant.
Electrical System Guidelines:
All wiring shall be rated as GXL -SXL or SGX per SAE J -1127
and or J -1128 as high temperatures automotive cross -link.
Circuit functions shall be imprinted in contrasting
lettering on wire insulation at intervals not greater than 3
inches. Exception is taken for wiring systems supplied by
component manufacturers. All wiring connections shall be
made with high quality crimp type terminals insulated within
multi conductor housings where practicable, otherwise each
terminal shall be insulated individually.
Standard equipment control circuits for the ambulance shall
be mounted on heavy duty printed circuit boards. To minimize

poor terminal connections and continuity, the use of
additional terminal blocks after the circuit leaves the
control board is not permitted. The relays and circuit
breakers shall plug directly into high quality sockets that
�-- are soldered permanently onto the printed circuit board. The
control board shall incorporate manual reset circuit
breakers that have a white pop -up indicator button that is
clearly visible when inspected.
To enhance and simplify field serviceability, the circuit
board shall be required to be of modular design, with the
main printed circuit board being the "mother board" and the
logic board being the "daughter board ". The logic board
shall simply unplug from the main mother board, should
failure occur.
Additionally, this contract will require a circuit
diagnostic system that indicates power to each individual
circuit. The control board will be mounted in a well
ventilated compartment separate and distinct from all other
compartments and easily accessible without use of tools.
All circuits are to be enclosed in plastic or nylon loom.
Any loom attachments to the frame or body are to be made
with stainless steel rubber insulated "J" or "C" clips with
stainless steel screws and /or bolts. A service loop of
wire or harness shall be provided at all electrical
components, terminals and connection points.
The wiring shall be routed in conduit or high temperature
looms with a rating of 280 degrees Fahrenheit. Where wiring
passes through any wall or partition there will be a
protective cover on all edges. All added wiring shall be
located in accessible, enclosed and protected locations and
kept at least six inches away from the exhaust system
components. Electrical wiring and components shall not
terminate in the oxygen storage compartment, except for the
oxygen control solenoid (when specified), compartment
light, and switch plunger.
No "Scotch -Lok" or " "Scotch Add -A- Splice" or equivalent type
connectors shall be used.
Wiring Criteria:
All wiring devices, outlets, etc., except circuit breakers,
shall be rated to carry at least 125% of the maximum ampere
load for which the circuit is protected. There shall be a
main electrical panel located in a separate compartment
within the patient module. Electrical control panels
located in any exterior compartments will not be acceptable
due to subjection to corrosive environments. It is
preferred that this panel be mounted on or near the bulkhead
of the patient compartment and be accessed by a hinged,
locking compartment door with minimum of two (2) vents.
Circuit breakers, relays and diodes shall be mounted on this
panel.

Main Wiring Harness:
The main wiring harnesses shall be routed down the center of
the patient compartment headliner in a recessed access cove.
To eliminate chances of shorts and poor connections, no wire
in the primary harnesses shall have an inline splice (butt)
or otherwise connected to terminal strips or blocks from the
control panel to the service appliance connection. No
Exceptions. All ground wires shall be black. No other black
wires are permitted.
RF Shielding:
All electronic devices and equipment installed which produce
RFI, shall have the proper filters, suppressor or shielding
to prevent electromagnetic radiation and the resultant
interference to radios and other medical electronics. All
chassis to module body ground cables shall be RFI braided
type.
Engine Automatic High Idle:
An automatic engine high idler device with voltage sensor
shall be incorporated into the electrical system. This
system shall scan the voltage output of the alternator and
automatically increase the RPM level to a factory preset
high idle condition (minimum 1300 rpm's) to prevent battery .
damage and to maintain cooling efficiency of the engine
during prolonged idle situations. The throttle controls
will be automatically disengaged anytime the brake pedal is
depressed or the clutch is depressed on manual transmission
or the shift selector is moved into a forward or reverse
mode. The system shall additionally permit manual
deactivation via a marked switch on the cab control console.
Automatic Load Management and Sequencer System:
A load management system shall be incorporated into the
electrical system that sequentially switches "on" up to four
(4) relays at 1/2 second intervals. Individual switches may
select a combination of outputs. The switches may be used
to turn the outputs "on" at any time. The Master Control
switch shall start the sequence when it is turned "on ".
Likewise, turning the Master Control switch "off"
sequentially de energizes the loads at 1/2 second intervals.
In addition, the Load Management System shall monitor the
vehicle's battery voltage. When electrical loads exceed the
alternator output resulting in voltage drops, pre- selected
outputs shall be individually de energized. Only those
circuits required to'stabilize the charging system and
maintain the system voltage shall be de energized. The shut
down sequence may be altered by
programming switches
internal to the Load Management System.

• Digital Ammeter:
The electrical system shall incorporate a digital ammeter
which is capable of indicating a current of 200 amperes to
or from (charging or discharging) the batteries. The
ammeter shall be located on the front console fully visible
to the driver in any lighting condition. The ammeter shall
show the battery state as charge or discharge. The shunt
shall be protected against weather and road spray and shall
be mounted in an easily accessible location which shall
minimize the length of the power cables.
Digital Voltmeter:
The vehicle shall be equipped with a digital voltmeter to
monitor system voltage. The voltmeter connection shall be
direct to eliminate erroneous readings from connection
voltage drops. The voltmeter will be mounted in the
console, next to the ammeter and be visible to the driver in
any lighting condition.
Patient Compartment Controls:
All switches and controls for the patient compartment,
including those for the heat /air unit, shall be located on a
service panel in the action area. At a minimum, the
following switches shall be provided: (2) dome light
circuits with high and low intensity function; environmental
system power; exhaust fan; suction pump; check out light
control; and two (2) spares (unless other specified
equipment herein requires use of the spare circuits). The
switches shall be of the same design and construction as
found in the driver's control console. These switches shall
not be activated unless the "Master Module Disconnect"
switch in the driver's console is in the "ON" position. The
switch panel shall be mounted on a door that allows access
behind the panel for service. NO EXCEPTION.
Marking of Switches, Indicators and Control Devices:
All switches, indicators and control devices supplied by the
ambulance manufacturer shall employ color -coded nomenclature
inside each individual switch. Backlighting shall be
activated when the "Masten Disconnect" switch is "ON".
Digital Clock:
There shall be a digital clock installed. as an intergral
part of the rear control panel. The digits shall be a
minimum of 3/4" and display hours, minutes and seconds in
military time.

Power Distribution:
The emergency vehicle shall use OEM chassis starting system.
A heavy duty, manual master ON /OFF switch rated at a minimum
of 200 amperes continuous duty shall be provided. Any
bussbar utilized in the system shall be copper. The switch
shall be different in shape and appearance from all other
switches and labeled BATT ON /OFF. A "Battery ON" indicator
lamp shall be provided on the cab console. Wiring shall
conform to current KKK -A -1822 revision.
Radio Provisions:
The vehicle will be equipped with prewiring and circuits for
connection of EMS radio transmitter. This circuit will be
plainly identified on the electrical panel or compartment
where the radio transmitter is designed to be mounted.
Wiring to the connection terminal will not be less than 10
gauge.
Electrical Schematic:
An electrical schematic shall be furnished with the
completed ambulance showing all functions and color coding.
A sample schematic may be required from the manufacturer for
review prior to contract award.
RADIO POWER LEADS:
There shall be two ( 2 ) 12 volt 20 amp radio power leads
run from the cab to a designated compartment to provide
dedicated power for the radios.
BATTERY CHARGER /CONDITIONER:
There shall be a Vanner model 30 -10 battery conditioner
installed in a vented compartment. It shall be powered
through the shoreline and activated anytime the shoreline is
connected to a power source.

CODE 3 LIGHT BAR:
A Code 3 model 5320AF light bar shall be installed on the
face of the body, but shall not interfere with mandated
flash patterns of the body flashers. The brackets shall be
an aluminum Cast Products Model C1070 painted to match the
body. No wiring or bolts shall be visible.
ALTERNATING FLASHING HEADLIGHTS:
Alternating headlight flashers shall be provided on a
separate circuit.
ELECTRONIC SIREN:
A Southern Vehicle Products model SA430 solid -state
elecronic siren with attached noise - cancelling microphone
shall be installed flush in the cab console. The amplifier
shall be mounted in a well ventilated remote location, with
easy service access. Operating modes shall include: Yelp;
Wail; Phaser; P.A.; Air Horn and radio re- broadcast.
HORN RING SIREN SWITCH:
A rocker switch shall be installed in the cab dash and
properly labeled to enable operator to sound either the horn
or the siren from the steering wheel horn button.
SPARE ROCKER SWITCH:
An illuminated rocker switch shall be installed in the cab
dash for over ride feature of the special automatic
headlight on feature required in your specs.
CLEARANCE LIGHTS:
Upper body clearance lights shall be provided with chrome
shields. Located at each body corner shall be body
reflectors. All lights and reflectors shall conform to
Federal ICC guidelines for quantity, location and color.

Located on the left and right rear body panels, at beltline
level, shall be a red indicator light.
COMPARTMENT DOOR REFLECTORS:
Each ambulance compartment door shall be provided with a
minimum 3" red reflector in the lower outer corner to
provide maximum visbility when the doors are in the fully
open position. The reflectors in the patient compartment
doors shall be recessed into the vacu- formed ABS door panel
and not protruded into the entrance way.
WHELEN SYSTEM 14S STROBE FLASHING LIGHT SYSTEM:
The emergency flashing lights shall conform to current
KKK -A -1822 requirements and flash patterns. The flashing
lights shall i be Whelen System 14S +. The power supply
shall be mounted in a well vented compartment with
provisions to reduce patient compartment noise.
UPPERS SIDE BODY SCENE LIGHTS:
Located on the left and right side of the ambulance upper
side body or roof shall be two (2) Whelen 97 OptiScene
halogen lights. Both the left and right lights will be
activated by a separate lighted push- button switch on the
front console, appropriately labeled and backlighted
legends. In addition, the right side light will be
automatically activated whenever the right patient
compartment door is opened. The lights will incorporate a
13 degree angled light projection.
REAR LOAD LIGHTS:
Located over the rear patient compartment entrance doors
will be two (2) Whelen 97 OptiScene halogen load lights.
They shall be activated whenever the rear doors are opened
or when the transmission is in the reverse mode. They shall
incorporate a 26 degree angled projection. An additional on
/ off switch shall be on the cab console.

TAIL LIGHTS:
Whelen 64F series stop /tail lights with red lens and chrome
bezel and Whelen 64 series turn signals with amber arrow
with black silhouette and chrome bezel shall be mounted on
the rear body.
LICENSE HOLDER WITH BACKUP LIGHTS:
Two (2) 2" x 7" backup lights shall be incorporated into a
rear mounted license plate housing constructed of high
impact ABS plastic recessed into the rear kick panel. The
backup lights shall be activated whenever the transmission
gear selector is in "reverse ".
PATIENT COMPARTMENT LIGHTING:
There shall be a total of eight (8) interior overhead dome
lights furnished with both high and low intensity settings.
These lights shall be dual element halogen /incandescent
bulbs and configured to meet the minimum lumen requirements
of current KKK -A -1822. The circuitry shall permit operation
of either the left or right bank of lights independently.
PATIENT COMPARTMENT "CHECK -OUT" LIGHTS:
A minimum of (2) patient compartment "checkout" lights, per
the current KKK - A -1822, paragraph 3.8.5.2 shall be furnished
and be an integral part of the dim circuit dome lights. A 5
minute timer switch shall be wired directly to the ammeter
shunt (battery side of load disconnect switch) that is
activated by a separate push- button switch on the rear
control console. This circuit shall permit low amperage
activation of interior lighting for personnel to check or
restock the patient compartment without necessitating
activating the battery and Master Module Disconnect
switches.

POWER DOOR LOCKS FOR PATIENT COMPARTMENT:
To provide security to equipment and controlled substances
carried on board, the patient compartment entrance doors,
and interior /exterior access doors in coordination with the
cabs electric door locks shall be provided with an electric
lock security system. The locking mechanism shall be
actuated from either the left or right cab door locks. The
locking system shall also provide for a failsafe system that
permits the doors to be accessed with conventional key lock
should there by an electrical power failure or the batteries
are disconnected.
Additionally, located at both the side entrance and rear
entrance doors to the patient compartment will be actuating
switches for the locking system, any switch shall activate
all electric door locks.
ELECTRIC BODY POWER DOOR LOCKS:
To provide security to equipment and controlled substances
carried on board, all patient compartment and the right
front equipment access compartment doors and left and right
cab doors shall be provided with an electric lock security
system. The locking mechanisms shall be actuated from
either the left or right cab door locks or the side and rear
patient compartment doors by means of momentary switches.
The locking system shall also provide for a failsafe system
that permits the doors to be accessed with conventional key
lock should there be an electrical power failure or the
batteries are disconnected.
12 VOLT OUTLETS:
There shall be two (2) 12 volt outlets provided that meet
the requirements of KKK -A -1822 with medical isolator. There
shall be one (1) on the action wall control center and one
(1) in the upper left bulkhead interior /exterior access
compartment.
These outlets shall be 20 ampere capacity meeting military
specification MS3112E12 -3S with mating plug MS3116F12 -3P,
as outlined in KKK - A -1822,
paragraph 3.7.7.3.

DOOR OPENING WARNING INDICATORS:
There shall be a graphic depiction of the ambulance located
on the console that graphically indicates either an entrance
door or any compartment door is open by illumination of the
individual doors. Additionally, the wording "DOOR OPEN" and
"COMP'T OPEN" will illuminate inside the graphic depiction
and a chime alarm will sound to warn driver of non - secured
door(s).
RECESSED STEP LIGHT:
A recessed 2 -1/2" light with clear lens shall be provided
to illuminate the step at the location specified.
MAP LIGHT:
Two ( 2 ) high intensity flexshaft lights shall be
installed. One on the cab dash, right side and one on the
action wall.
HAND HELD SPOTLIGHT:
A hand held spotlight shall be supplied. It shall be hard
wired under right side of cab dash. A snap type clip shall
be included for subsequent hanging installation of the
spotlight by the purchaser.
MASTER CAB CONTROL CONSOLE:
The drivers compartment master controls shall be located on
a vacu- formed or equal console mounted on the engine cover
housing. It shall not be fabricated in any manner that
exhibits sharp edges on any surface or edge. The console
shall be removable for fast and simple access to the engine
compartment.
The following shall be installed on the console: All
emergency light function switches; left and right scene
light switches; rear'heater and air conditioner blower motor
switch; rear exhaust fan switch; siren /horn relay switch;
and spare circuit switches (unless utilized for optional
equipment specified herein). To the right of the switches

shall be a graphics display that includes the door ajar
display panel, digital voltmeter and digital ammeter.
Convenient to the driver shall additionally be the control
head for the specified siren. Space below the control panel
shall be left void for flush mounting of two -way radio
control heads.
CONSOLE RADIO CONTROLS:
Separate from the master cab control console shall be a
console designed for mounting of radio control heads. Space
behind the control head mounting locations shall be provided
with slotted dividers for storage 3 -ring binders and report
books.
BACK -UP ALARM:
The back -up alarm shall consist of one (1) 97 dB(A) signal
electronic alarm wired into the chassis back -up lights to
signal when the vehicle is in reverse.
RADIO:COAXIAL CABLES:
There will be four ( 4 ) RG58 shielded radio coaxial cables
installed. Termination points will be behind to the radio
compartment. There will be a minimum of 36" extra cable at
the termination point.
RADIO CABLE CONDUIT:
A minimum 1.25" conduit will be installed and routed from
the action wall cabinet to the cab.
ELECTRICAL SYSTEM:
The vehicle shall be furnished with a 2 -wire plus ground 120
volt AC wiring system that is separate and distinct from the
vehicle's 12 volt DC wiring system(s). The 120 volt AC
electrical system, including wiring and associated
equipment, shall comply with Article 551 of the National
Electrical Code. This system is to be used while the

vehicle is on standby for powering maintenance devices,
medical equipment, battery chargers and any other device(s)
deemed necessary by the purchaser. The 120VAC system shall
incorporate a ground fault circuit interrupter (GFCI) device
\_. a 15 ampere circuit breaker which can be used as a
"Master" 120 volt disconnect switch. The GFCI and circuit
breaker may be an integral unit.
INTERIOR DUPLEX RECEPTACLES:
There shall be five (5) GFI protected 15 amp duplex
receptacles furnished with indicator lamps in or at each
receptacle to indicate that the outlet is energized. Two
(2) shall be located on the action wall and two (2) on the
right wall next to the right side entrance door above the
squad bench backrest cushion and one in the right front
inside /outstde compartment.
SHORE POWER INPUT:
A 20 amp, 110 volt shore power input receptacle shall be
conveniently located at the front left side of modular body.
It shall be provided with a weatherproof, spring - loaded
cover and a matching female plug.
INVERTER:
A Vanner. 1000 watt inverter with transfer relay shall be
installed in a separate compartment. The compartment shall
have a minimum of two vents to permit adequate air flow for
cooling.
ELECTRICAL LOAD TEST:
An electrical load analysis and test shall be conducted by
the ambulance manufacturer prior to final delivery of the
completed ambulance. The test shall be conducted in
conformance with requirements of current KKR-A-1822 and
AMD005. Amperage Load and reserve capacities shall be
recorded and included with the Owners Manual.

LIFE SUPPORT EQUIPMENT:
Oxygen Compartment:
An oxygen compartment shall store the main oxygen tank,
allow rapid and easy access to the oxygen tank securing
devices and provide for simple tank replacement without the
use of tools.
Oxygen System:
The system will comply with current KKK -A -1822 minimum
requirements. In addition to these minimums, where the
system utilizes fittings, they shall be medical stainless
steel DISS type. All hose crimps will be machine pressed.
All hose will be rated at a minimum of 1000 PSI burst
pressure and be conductive type.
The manufacturer will provide flush mounted medical oxygen
outlets, as specified below. They shall be compatible with
Ohmeda (Ohio) and be flush in the action wall control panel
and /or wall.
There will be two (2) outlets on the action wall.
ADDITIONAL OXYGEN OUTLETS:
Additional oxygen outlets shall be installed per your
requirements.
ELECTRONIC OXYGEN TANK PRESSURE MONITOR:
There shall be an electronic type pressure monitor for
monitoring of the oxygen tank contents using a transducer
at the tank. The monitor shall be located on the action
wall near the oxygen outlets on the action wall and have the
following minimum functions: pressure read -out in LED bar
graph or numerals; backlighted for night observation;
audible alarm advising pressure reading below 500 PSI;
audible alarm disarm switch; and visual alarm. Use of an
analog type gauge in lieu of this system will not be
permitted.

OXYGEN FLOWMETER:
A medical oxygen flowmeter shall be furnished that plugs
directly into the specified oxygen outlets. It shall be a
pressure compensated type that permits flow rates from 0 -15
LPM.
OXYGEN PRESSURE REDUCER VALVE:
A medical oxygen pressure reducer shall be furnished that is
compatible with the specified oxygen cylinder. It shall be
preset at 50 psig.
OXYGEN HUMIDIFIER:
An oxygen humidifier, compatible with the specified oxygen
flowmeter, shall be provided. The jar shall be of
unbreakable material.
OXYGEN TANK BRACKET:
The oxygen tank storage compartment shall be provided with a
retention bracket to secure an "H" size medical oxygen tank.
The bracket shall be designed to allow replacement of the
tank without the use of tools. Installation shall be
certified to meet AMD Standard 003 and current KKK -A -1822
for crashworthiness. It shall be installed in a compartment
as outlined elsewhere in these specifications.
SUCTION SYSTEM:
To assure high quality operation, the suction pump will be
a Thomas high volume type. The pump shall be mounted in an
exterior compartment to reduce patient compartment noise
levels.

SUCTION COLLECTOR DEVICE:
The suction collection device shall be a RICO model RS4XP
provided with a matching quick disconnect plug for the
suction outlet on the control panel. It shall be provided
with disposable liners for the collection jar and have a
large, easy to read gauge.
VEHICLE WEIGHT AND PAYLOAD REQUIREMENTS:
The ambulance payload allowance shall be determined and
displayed in accordance with the requirements outlined in
Federal document KK -A -1822, paragraph 3.5.2 and displayed
on a "Weight /Payload'Certification Sticker ". The sticker
shall be located in a conspicuous location in the ambulance.
The payload shall be over and above the specified curb
weight (see KKK -A -1822, paragraph 3.5.1) of the ambulance
and include specified options, miscellaneous medical
equipment, and communications equipment that is
appropriately distributed within the ambulance. Optional
specified equipment exceeding the minimum requirements of
KKK -A -1822 may be subtracted from the minimum payload
requirements, as outlined in 3.5.2.
ABC EXTINGUISHER:
Two ( 2 ) 5 ib. ABC stored pressure dry chemical
extinguishers shall be provided with a heavy steel
wall shell and corrosion resistant aluminum handles.
The extinguishers shall have a pressure gauge and
come pressurized with Triplex dry chemical.
ALL -LEVEL COT:
A Ferno Washington Model 29M all -level cot shall be
provided, complete with 3" mattress and three (3)
restraining straps.

BODY PAINT FINISH:
Aluminum body exterior shall have no mounted components
prior to painting to assure full coverage of metal
treatments and paint to the exterior surfaces of the body.
Compartment doors shall be painted separately to assure
proper paint coverage on body, door jambs and door edges.
All raw metal shall then be primed with a chromate based
phosphoric acid catelized self - etching wash primer to
provide superior corrosion resistance and excellent adhesion
of the top coat. Next, an acrylic urethane primer - sealer
shall be applied to guarantee excellent hold -out and a
uniform base color. The third step includes a two - component
surfacer to provide good enamel hold -out of the top coat.
Finally,, a lead -free, chromate -free medium solid acrylic
urethane top coat shall be applied, providing
excellent coverage and durability.
BELTLINE STRIPE:
There shall be a 3 -10" reflective Scotchlite beltline stripe
extending from the left and right front fenders horizontally
to the rear and across the rear doors.

UNDERCOATING:
Undercoating shall consist of a heavy coating of soft seal
film sprayed on the entire underside of the vehicle to repel
water and road elements.
