Subsequent years' annual maintenance will be budgeted at $17,286.71. Basis for Recommendation: 1. The access control system has two major failures in the last month and not been fully functional for several months. The Court Administration / Sheriffs security office are unable to issue new badges and delete access badges which are no longer required. 2. The attached proposal was solicited from the company that is the authorized local representative for the existing video surveillance system and will fully integrate the access control and surveillance systems into one overall security system and provide an ongoing support contract to ensure it remains fully functional. 3. Sufficient funds are included in the current year's budget to cover these repairs to the system ($95,310.30). 4. The proposal includes maintenance and support for the first year and quotes an annual renewal for the second year of $17,286.71 Backaround: The access control system was originally installed as part of the full construction contract. The subcontractor responsible for the installation and integration of the systems is no longer in the business. The County has not had an ongoing maintenance and support contract in place. The basic software supporting the badge access system is obsolete and no longer supported by the manufacturer. The central hardware is inadequate to support the required software upgrades. The proposed work will replace the access system's central server, the access control software, the video surveillance software, provide uninterruptible power supply (battery backup power), integrate the surveillance system with the access control system, and make some changes to the access logic at specific doors. The work will include some modifications to the access system to comply with safety egress codes by eliminating the need for cardkey use to exit while maintaining the integrity of the secure area. As you are well aware, we have been without full access of the system for over three months. Currently, the system is only operational on the outside doors. Interior doors, such as inmate hallways and courtroom doors must be propped open in order to obtain access from the secure area. In addition, we are currently unable to deactivate badges, which have become lost or have remained in the possession of terminated employees. These are serious security concerns for the judiciary and the Monroe County Sheriff's Office, who is tasked with providing security for the building. I was recently asked to accompany ADT on two separate site visits through the Freeman Justice Center. I was very impressed with their knowledge of our existing system and the capability that they have in providing us a seamless transition to their system, if they are given the opportunity to do so. Given ADT's national reputation, I believe they will be able to provide us a level of service that allows the courthouse to function in a secure manner.
