05/15/2012 Final Minutes MINUTES OF THE MONROE COUNTY VALUE ADJUSTMENT BOARD Final Meeting Marathon Government Center Tuesday, May 15, 2012 The Final Meeting of the 2011 Monroe County Value Adjustment Board convened at 10:00 a.m., on the above date, at the Marathon Government Center located at 2798 Overseas Highway, Marathon. Present and answering to roll call were School Board Member John Dick, Citizen Member Nancy Mayhew, Commissioner Sylvia Murphy, and Citizen Member John Repetto. Absent was Mayor David Rice. Also present were Danny L. Kolhage, Clerk; Pamela Hancock, Deputy Clerk; Karl Borglum, Property Appraiser; Robert Tischenkel, Attorney to the Value Adjustment Board; and John Dent, Attorney to the Property Appraiser. Motion was made by Citizen Member Repetto and seconded by School Board Member Dick granting approval of the Minutes from the October 17, 2011 Organizational Meeting. Motion carried unanimously. Robert Tischenkel, Board Attorney, addressed the Board concerning the procedures the Board should follow regarding the Special Magistrate's recommendations. Motion was made by Citizen Member Repetto and seconded by School Board Member Dick to allow anyone to address the Board. Motion carried unanimously. Luciano Alvarez, Petition No. E024 -2011 addressed the Board. After discussion, motion was made by School Board Member Dick and seconded by Citizen Member Mayhew to uphold the Special Magistrate's Recommendation. Motion carried unanimously. The Board read the letter dated May 10, 2012, from Keith & Donna Golan, Petition No. E008 -2011. Mr. Tischenkel addressed the Board. After discussion, motion was made by Citizen Member Repetto and seconded by School Board Member Dick to uphold the Special Magistrate's Recommendation. Motion carried unanimously Motion was made by School Board Member Dick and seconded by Citizen Member Repetto granting approval of the Special Magistrate's Recommendations of the 2011 Exemption Petitions. Motion carried unanimously (attached hereto as Exhibit 1). Dagmar Lesick, Petition No. R086 -2011 addressed the Board. Special Magistrate Kevin Talbott and Karl Borglum, Property Appraiser addressed the Board. After discussion, motion was made by Citizen Member Repetto and seconded by School Board Member Dick to uphold the Special Magistrate's Recommendation. Motion carried unanimously. 1 George Scott, Petition No. R056 -2011 addressed the Board. Special Magistrate Patricia McGrath and Mr. Borglum addressed the Board. After discussion, motion was made by Citizen Member Repetto and seconded by School Board Member Dick to uphold the Special Magistrate's Recommendation. Motion carried unanimously. Motion was made by Citizen Member Repetto and seconded by School Board Member Dick granting approval of the Special Magistrate's Recommendations of the 2011 Real Property Petitions. Motion carried unanimously (attached hereto as Exhibit 2). Motion was made by School Board Member Dick and seconded by Citizen Member Repetto granting approval of the Special Magistrate's Recommendations of the 2011 Commercial Property Petitions. Motion carried unanimously (attached hereto as Exhibit 3). Motion was made by School Board Member Dick and seconded by Citizen Member Repetto granting approval of the paid invoices for Special Magistrates, Counsel to Value Adjustment Board and Legal Notices, as well as any pending invoices and the forthcoming invoices from today's meeting. Motion carried unanimously. Mr. Tischenkel addressed the Board concerning approval of the revised Agreement for Special Magistrate Services. After discussion, motion was made by School Board Member Dick and seconded by Citizen Member Mayhew granting approval of the revised Agreement. Motion carried unanimously. Motion was made by School Board Member Dick and seconded by School Board Member Mayhew to approve the Certifications of Tax Roll. Motion carried unanimously. Mr. Borglum addressed the Board with statistical information pertaining to the Value Adjustment Board. There being no further business to come before the Board, the meeting was adjourned.
