SCOPE OF SERVICES The scope of services which the consultant must be prepared and qualified to provide are as follows: 1. Prepare an environmental assessment of the program and ' insure the County meets all environmental clearance procedures required by the State of Florida. 2. Insure the County meets equal opportunity, citizen par- ticipation, and fair housi :4:: tion in the CDBG program, including- preparation ` of Section 3 Affirmative Action Plan and Employee Affirma tive Action Plan. 3. Comply with all financial, administrative, and bookkeep- ing requirements of the CDBG program. v 4.
