AGENDA ITEM WORDING: Approval of the purchase of Rowell's Marina property
at M.M. 104.5 for the future use of a County building, wastewater and
community and boating uses for approximately $6 million.
ITEM BACKGROUND: Rowell's Marina is a unique bayside parcel of land in Key
Largo that is 14 feet above base flood. It is zoned SC and is an ideal site
for the future Key Largo County office building. This future office building
could.be used for the County's new Emergency Operations Cente~ Sheriff's
substation, Tax Collector's office, Building and Zoning, Growth Management,
Commissioner's office, and a meeting room for the BOCC, Planning Commission,
and other community meetings. This property could also be used to relocate
Public Works and maintenance out of Islamorada and provide a site for the Key
Largo Volunteer Fire and Ambulance.
This is a once in a lifetime opportunity to purchase a site for so many
activities. It is totally scarified and requires no cutting of hardwood
hammocks. It is time that the BOCC begins to fulfill the promises of
providing local services in the area in which it is used. Ocean Reef, Key
Largo, and Tavernier are the largest population (22,000) of the
unincorporated area with a tax base of over 3.5 billion dollars.

RoweD's Marina Property
The subject property contains approximately 8 acres of upland with no existing natural features of
any importance. The property is actually two separate parcels of 4.26 acres (RE 00508200) and
3.82 acres (RE 00508210). The boat basin is approximately 2 acres in area.
The property records indicate that the site contains a principal structw'e with 1,640 square feet of
commercial floor space and two small apartments with 780 square feet of residential floor space.
In addition, the property has a utility shed, boat ramp, and docking facilities. Boats and boat
trailers are stored throughout the site.
The property is designated Mixed Use/Commercial on the Future Land Use Map and is zoned
Suburban Commercial. This land use designated allows the property to be used for a variety of
non-residential uses, including all types of public uses.
For public uses, the zoning allows a Floor Area Ratio (FAR) of 30 percent, which means that the
site could accommodate a maximum of 104,544 square feet of floor space for public offices and
other uses, assuming parking, setbacks, open space, and other Code requirements are met.
Therefore, it is the staffs opinion that the site could easily accommodate most public uses that
could reasonably be relocated to the location such as County offices, library facilities, a community
center, wastewater treatment facility, and even open space for community outdoor activities.
If the County's property records are correct, it appears that significant improvements may have
been made to the marina's main building after Hurricane Georges without benefit of a pennit;
however, the staff would have to do further investigation.

On August 8, 2001, the Directors of this Federation in regular meeting reviewed the
prospects of county purchase and subsequent public use of this property. The following
Federation position was decided on this issue:
"The Federation recommends that Monroe County proceed to purchase the Rowells
Marina Property on Key Largo for future Cowrty development and uses to benefit the
citizens of Key Largo and Monroe County, with specific development plans determined
under the direction of the new Community Master Plan"
We believe this property, one of the last remaining such parcels, can be an important part
of the future quality of life for both residents and guests and provide needed space for
county government needs.
We appreciate the vision and continued efforts of this Board of County Commissioners,
and wish you continued success.

Dear Commissioner Nelson,
Thank you for meeting with the Key Largo Chamber of Commerce Board of
Directors on July 13, 2001. We sincerely appreciate the opportunity to hear your
thoughts on the current issues facing our Florida Keys and your courtesy to listen
to feedback from our directors and members.
Immediately after our breakfast meeting with you, the Board of Directors held a
Special Board meeting. The following is a recap of this meeting:
· The Board of Directors voted to support a proposal to create an elected five
member Sewer Board comprised of Key largo residents.

· The Board of Directors voted to support, in concept, a proposal for Monroe
County to purchase the Rowell's property for sound business reasons and for
community events subject to member approval based on member survey
results.
· The Board of Directors agreed that a decision must be made regarding the
safety of the 18 mile stretch and will be providing a survey to Chamber
members this week before making a decision which proposal to support,
Further, the Trauma District was discussed and the Board urges you to be certain
that agreements with the agencies involved are in place before abolishing the
Trauma District.
