Big Pine Key
A Special Meeting of the Monroe County Board of County Commissioners convened at
5:30 P.M., on the above date at the Big Pine Key Methodist Church. Present and answering to
roll call were Commissioner Charles "Sonny" McCoy, Commissioner Dixie Spehar, Commissioner
Nora Williams, and Mayor George Neugent. Commissioner Murray Nelson arrived later in the
meeting. Also present were Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; James
Roberts, County Administrator; Suzanne Hutton, Assistant County Attorney; County Staff,
members of the press and radio~ and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDmONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections, or Deletions made to the Agenda.
COMMISSIONERS' ITEMS
Commissioner Williams discussed her item with the Board concerning approval of a
Traffic Control plan for Hurricane Evacuation for Year 2001 and gave an update on Hurricane
Evacuation Report developments. Motion was made by Commissioner Williams and seconded by
Commissioner Spehar granting conceptual approval of the Traffic Control Plan for Hurricane
Evacuation for Year 2001, with the caveat that additional material will be added to it for
discussion at the next Board meeting scheduled in Key Largo. During discussion, motion was
made by Commissioner McCoy to include an amendment that the Director of Emergency
Management be a signer on the plan and require his input, and that a representative from each of
the municipalities be asked to participate until fully adopted. Motion died for lack of a second.
Roll call vote was taken on the original motion with the following results:

Motion carried.

TOWN MEETING WITH CITIZENS IN MONROE COUNTY
Steve Miller, representing the Big Pine Little League Association addressed the Board
concerning the need for recreation space and a community park on Big Pine Key.
Larry Murray addressed the Board concerning the need for a County and public meeting
facility on Big Pine Key.
Hazel Hartman, representing the Citizen's Coalition of Big Pine & Lower Keys addressed
the Board concerning CARL Property, Heritage Program, obtaining Mariner's Property, the
necessity for an AARP Building, recreation space, and a community park on Big Pine Key.
Joel Rosenblatt, P.E. addressed the Board concerning hurricane evacuation and clearance
time.
Ann Haack addressed the Board concerning the need for recreation space on Big Pine
Key.
Nancy Socha addressed the Board concerning the mowing and maintenance oflots in Port
Pine Heights.
H. T. Pontin addressed the Board concerning FEMA and hurricane cleaning costs.
Commissioner Nelson arrived at the meeting and updated the Board on his trip to
Washington to meet with officials from FEMA concerning downstairs enclosures.
Tom Meredith addressed the Board concerning deed restrictions and the mowing and
maintenance of lots in Port Pine Heights.
Teresa Walker, President of the Big Pine Key Athletic Association addressed the Board
concerning additional funding for the Big Pine Athletic Association and the need for recreation
space and a community park on Big Pine Key.
Kirk Wiederecht addressed the Board concerning the need for electricity at No Name Key.
Joe Ambrose, representing the Port Pine Heights Property Owner's Association addressed
the Board concerning deed restrictions and the mowing and .maintenance of lots in Port Pine
Heights.
Heinz Kropp, President of the Port Pine Heights Property Owner's Association addressed
the Board concerning the mowing and maintenance oflots in Port Pine Heights.
Ray Wood addressed the Board concerning the mowing and maintenance of lots in Port
Pine Heights.

Cora Trimbur addressed the Board concerning the mowing and maintenance oflots in
Port Pine Heights.
Bill Grimes addressed the Board concerning the mowing and maintenance of lots in Port
Pine Heights.
Mick Putney addressed the Board concerning projects by FDOT in Big Pine Key and no
need for electricity at No Name Key.
Donald Appleby addressed the Board concerning flood insurance coverage.
Harry Wallis addressed the Board concerning the need for electricity at No Name Key.
David W. Tuttle addressed the Board concerning the need for a Community Center on Big
Pine Key, affordable housing and obtaining Mariner's Property.
Roger Flynn addressed the Board concerning the mowing and maintenance oflots in Port
Pine Heights.
Evelyn Derreth, representing the Community Teen Drop In Center addressed the Board
concerning the need for public facilities in Big Pine Key and hours of operation at the Blue Heron
Park.
John Scharch addressed the Board concerning the mowing and maintenance oflots in Port
Pine Heights, roads, and the need for recreation space in Big Pine Key.
Martha Smith, representing the Community Teen Center addressed the Board concerning
the need for recreation space in Big Pine Key.
Harley Evans addressed the Board concerning the need to repair certain roads in Big Pine
Key.
Guy W. Dewey addressed the Board concerning hurricane evacuation shelters.
Gregory Hammond addressed the Board concerning replacement of his mother's sewer
system.
David R. Eaken addressed the Board concerning the need for electricity at No Name Key.
Bill Lemon addressed the Board concerning the need for recreation space in Big Pine Key
and ROGO.
Bob Schneider, representing the Big Pine Key Civic Association addressed the Board
concerning the mowing and maintenance of lots in Port Pine Heights.

Jim Cameron addressed the Board concerning the cleaning of canals, the need for a
community center and park on Big Pine Key, affordable housing, road improvements, wetlands,
and current replacement waterline project by the Florida Keys Aqueduct Authority on Key Deer
Boulevard.
Alan Samborn addressed the Board concerning sewer systems.
The Board thanked everyone for their participation. There being no further business to
come before the Board, the meeting was adjourned.
