Escrow Agreement - Land Fills MONROE COUNTY AND FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION CLOSURE/ LONG- TERM CARE ESCROW AGREEMENT FOR MONROE COUNTY LANDFILLS The Clerk of the Circuit Court of Monroe County has established an interest bearing escrow account to be held in a location acceptable to the Florida Department of Environmental Protection. The beneficiaries of this account are (1) Monroe County Board of County Commissioners and (2) Secretary, Florida Department of Environmental Protection. The trustee of this account shall be the Monroe County Clerk of the Circuit Court. This account is an accumulative escrow account maintained for the sole purpose of closure and long term care of the Monroe County landfills, according to Rule 62- 701.630 (5)F.A.C. (2010). The total amount of money kept on deposit shall be determined by a registered professional engineer with the State of Florida, and approved by the Department of Environmental Protection. Funds in this account will not be used for any other purpose other than long term care and closure, and disbursements from this escrow account shall be under the approval of the Board of County Commissioners.
