A Joint Workshop Meeting of the Monroe County Board of County
Commissioners convened at 1:00 P.M., at the Harvey Government Center. Present and
answering to roll call were Commissioner Heather Carruthers, Commissioner George Neugent,
and Mayor Pro Tern Kim Wigington. Absent was Commissioner Sylvia Murphy and Mayor
David P. Rice. Also present at the meeting were Roman Gastesi, County Administrator; Debbie
Frederick, Assistant County Administrator; Suzanne Hutton, County Attorney; Danny L.
Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; County Staff, members of the press and radio;
and the general public.
The following members of the City of Key West Commission were present:
Commissioner Teri Johnston, Commissioner Clayton Lopez, Commissioner Toni Yaniz and
Mayor Pro Tern Commissioner Mark Rossi. The following individuals from Naval Air Station
Key West were present: Captain Patrick Lefere, NAS Key West Commanding Officer; Joe
Vlcek, US Fleet Forces EIS Project Manager; Ted Brown, US Fleet Forces Command; Rick
Keys, US Fleet Forces Command; and Fred Pierson,Naval Facilities Engineering Command
Atlantic.
WORKSHOP
Monroe County Mayor Pro Tem Kim Wigington and City of Key West Mayor Pro
Tern Mark Rossi welcomed everyone present. Opening comments and introductions were made.
Item A A Joint Workshop was held for discussion between the Monroe County Board of
County Commissioners, the Key West City Commission and the U.S.Navy regarding the Naval
Air Station Key West Airfield Operations Draft Environmental Impact Study(NASKW DEIS).
The Navy will present the Naval Air Station Key West Airfield Operations Draft Environmental
Impact Statement(NASKW DEIS) and the proposed operational alternatives at Naval Air Station
Key West (NASKW) which may impact the County and the City of Key West.
Captain Patrick Lefere,NASKW Commanding Officer; Joe Vlcek, US Fleet
Forces EIS Project Manager; Ted Brown, US Fleet Forces Command; Rick Keys, US Fleet
Forces Command; and Fred Pierson,Naval Facilities Engineering Command Atlantic addressed
the Boards and advised that there will be two (2)public meetings from 5:00 p.m. - 8:00 p.m.
open to the general public on Wednesday, August 1, 2012, at the Doubletree by Hilton Grand

Key Resort, Conference Room, located at 3990 South Roosevelt Boulevard, Key West, FL
33040 and on Thursday, August 2, 2012, at Florida Keys Community College, 5901 College
Road, Key West, FL 33040. Captain Lefere handed out the document entitled Naval Air Station
Key West Airfield Operations Environmental Impact Statement(EIS).
A Questions &Answers session was held between the military representatives,
the Board of County Commissioners and the Key West City Commission.
John Hammerstrom, representing the EIS Oversight Committee addressed the
Board.
There being no further business, the meeting of the Board of County
Commissioners was adjourned.
