ITEM BACKGROUND: At the regularly scheduled August 2012 BOCC meeting staff presented an RFP for Airport Management Services at the Marathon Airport requesting direction on final selection procedures. After much discussion, staff was directed to prepare a less structured medium in order to foster greater respondent input. In response, staff has now completed an RFI and is requesting input/direction from the BOCC as to any additional criteria, content or language the board would like to see included. KOLHAGE September 2012 Airport Management Services Request for Interest (RFI) Introduction: Monroe County (hereafter County) is a political subdivision of the State of Florida subject to the laws of the State of Florida. The County owns and operates the Florida Keys Marathon Airport (hereafter Airport) which includes, but is not limited to, its runway, taxiways, ramps, aircraft tiedown areas, land and buildings leased to tenants, fuel farms operated by tenants, a passenger and general aviation terminal, administrative offices, perimeter security fencing and facilities leased to other governmental agencies. The Airport is a federally grant funded, part 139 certificated facility. As part of its certificate, and pursuant to grant assurances given by the County to the FAA, the County is required to make the airport available as an airport for public use on reasonable terms to all types, kinds and classes of aeronautical activities offering aeronautical services to the public. In addition to Florida Statutes, the Airport is subject to Monroe County Code including the Minimum Standards for Commercial Aeronautical Activities, and federal law, rules and regulations. The County seeks information from an individual, firm, or entity interested in partnering with the County to demonstrate the viability of privatizing the management and the day-to-day operational functions of the Airport in accordance with County policy and all applicable local, state and federal laws, rules and regulations. Background: The Florida Keys Marathon Airport is located within the City limits of the City of Marathon but is wholly owned by Monroe County. The Airport currently has a vibrant and active G.A. component averaging 183 operations per day; however there is currently no commercial service, although the airport did have commercial service during the 1980's through the early 2000's. The County has since been interested in re-establishing service and has attempted to obtain commercial service twice in the recent past by offering revenue guarantees. The first attempt at commercial service, in 2007 with Delta, ended unsuccessfully when Delta abruptly ended service several months prior to the expiration of the revenue guarantee period. The second attempt, with Cape Air in 2008, likewise ended unsuccessfully when Cape Air elected to discontinue service beyond the revenue guarantee period. Airport tenants include the Monroe County Sheriffs Office, the Florida Keys Mosquito Control District, FedEx, two FBO's, several rental car agencies and a number of private hangars. The Airport has a runway length of 5,008 feet. Requested Information: To be considered responsive to this RFI, Respondents shall submit a Letter of Interest to the County that contains as a minimum the following general information: 2 1) Name of the Respondent. 2) If other than an individual, firm or entity Respondent represents. 3) Respondent's business address. 4) Respondent's management philosophy. 5) A description of Respondent company and/or a listing of qualifications and experience of all principals that would be involved in the Airport Management Services. 6) Reasons why the Respondent is interested in taking on this service, reasons Respondent believes he/she will be successful and reasons why this would be in the County's best interest. RFI Submittal Due Date: The Letter of Interest, and any attachments, must be submitted to the individual listed below (under contact information) and received no later than 4 p.m. on November 31, 2012. Any costs incurred by Respondent in responding to this RFI shall be borne solely by Respondent. Respondent must submit a hard copy of the Letter of Interest along with one (1) copy in electronic PDF format in a sealed envelope clearly marked on the outside, with the Repondent's name and "Letter of Interest for Airport Management Services at Florida Keys Marathon Airport" addressed to: Carlos Victores Monroe County Purchasing Office 1100 Simonton Street, Room 1-213 Key West, FL 33040 Phone: (305) 292-4466 Fax: (305) 292-4465 Any Letters of Interest received after the submittal due date and time will be automatically rejected. Materials may be delivered by Certified Mail, Return Receipt Requested, hand -delivered or couriered. Faxed or e-mailed Proposals will be automatically rejected. Hand delivered Proposals may request a receipt. If sent by mail or by courier, the above -mentioned envelope shall be enclosed in another envelope addressed to the entity and address stated above. Respondents should be aware that certain "express mail" services will not guarantee specific time delivery to Key West, Florida. It is the sole responsibility of each Respondent to ensure their Letter of Interest is received in a timely fashion. Public Nature of Responses: All correspondence with the County including responses to this RFI will become the exclusive property of the County and will become public records under Florida Statutes chapter 119. All documents 3 sent to the County will be subject to disclosure if requested by a member of the public. Further, the County reserves the right to cancel this RFI at any time if deemed to be in the best interest of the County.
