AGENDA ITEM WORDING: Approval to authorize incentive pay for the Building Official
obtaining Floodplain Manager Certification.
ITEM BACKGROUND: Monroe County Policies and Procedures Manual indicate an employee
must be: 1. in their position for at least one (1) year (Section 4.08G.b.) and 2. must be employed in a
career service status position (Section 4.08G.a.) prior to receiving incentive pay for additional
certifications. The Building Official has been with the County for less than a year; however, he is the
Floodplain Administrator according to Section 6-55 of the Monroe County code and the Floodplain
Manager Certification is the recognized certification needed for Floodplain Administrators. It is not a
current "requirement" of his job description. We are seeking approval to grant the $1500 incentive pay,
even though he has been employed less than 1 year with Monroe County

Certification Incentive Salary Increase
This provision is intended to provide an incentive for employees to obtain certifications beyond their current
minimum job requirements which will enhance the knowledge in their current position and add value to the
department as well as the County.
A. Certification incentive salary increase decisions are not grievable through the County's grievance procedure
unless it is alleged that such a decision was made based upon unlawful discrimination.
B. To be eligible for a certification incentive salary increase consideration, the affected employee must:
a. currently be employed by the County in a career service status position;
b. have been continuously employed with the County for at least one calendar year prior to the date of
registration of the certification;
c. have received at least a "Meets Expectations" rating on their most recent performance evaluation,
must currently be performing at an acceptable level, and may not have been issued a written warning
within the previous twelve (12) months; and
d. not exceed two certifications per calendar year (renewal of a certification will not net any additional
increase in pay).
C. $1,500 will be added to the affected employee's salary.
D. The certification incentive salary increase must not place the employee above the maximum of their current
pay range. In the event the employee reaches the maximum of their current pay range, the salary increase will
be awarded as a one time lump sum payment.
E. Certification incentive salary increases recommended under this provision are subject to the availability of
funds.
The Human Resources office will review the request and make a recommendation to the County Administrator.
Procedure:
To request a certification incentive salary increase, the respective employee shall complete the Certification Incentive
form and obtain approvals prior to registering in the certification course or program.
1. The employee shall complete the form and submit it to the Department Head and Division Director for their
approval of the recommendation.
2. The Employee Services Director will review the request and shall approve or deny the request.
3. Human Resources will officially notify the employee of the approval (or denial).
4. Upon satisfactory completion of the certification program, the employee shall provide sufficient proof to
Human Resources. Human Resources will prepare and process the PAF form to be effective on the date of
certification.
A certification salary increase for any employee is treated as a permanent salary increase as long as the employee
retains the same position and does not exceed a salary greater than the maximum for his/her pay range.

fee is like the exam fee and is based on continual individual membership with ASFPM.

JOB DESCRIPTION
Position Title: SR DIRECTOR BUILDING OFFICIAL I Date: 06-19-12
Position Level: 13 1 FLSA Status: Exempt Class Code: 13-1
GENERAL DESCRIPTION
Primary function is to plan, organize, direct and coordinate the functions of the Building Department which
includes permitting, plan review, inspections and contractor licensing/enforcement of unlicensed compliance.
In addition, the Building Official acts as the Floodplain Administrator.
KEY RESPONSIBILITIES
Monroe County code, Sec. 6-55. - Building department outlines the Building Official duties. These may be
changed from time to time. They are all deemed essential and include:
The building official shall have authority to administer, interpret, and enforce provisions of the Florida Building
Code, floodplain management regulations, and chapter 6 of the Monroe County code.
To process building permit applications and issue and revoke building permits;
To inspect sites, buildings and structures as required by this chapter, the Florida Building Code and the Standard
Unsafe Building Abatement Code;
To issue and revoke certificates of occupancy;
To maintain building permit, financial, and other public records related to the department's affairs;
To establish such policies and procedures necessary for the administration of his responsibilities under the
Florida Building Code and this chapter;
To provide a recording secretary for the purpose of keeping the board of adjustment and appeals;
To be the official source to render interpretations of this chapter and the Florida Building Code;
To enforce provisions of the Florida Building Code and this chapter;
To issue stop work orders; and
To determine the extent of damage or destruction of nonconforming uses and structures, in cooperation with the
planning director;
To review building permit applications for repair within areas of special flood hazard to determine that the
proposed repair satisfies the requirements of the floodplain management provisions of the code;
To review building permit applications for new construction or substantial improvement within areas of special
flood hazard to ensure that the proposed construction (including prefabricated and mobile homes) satisfies the
floodplain management requirements of the code;
To advise permittees that additional federal or state permits may be required, and if specific federal or state
permits are known to have been issued, to require that copies of such permits be obtained and provided and
maintained on file with the building permit application;
To notify adjacent communities and the Florida Department of Community Affairs prior to any alteration or
relocation of a watercourse, and to submit evidence of such notification to the Federal Emergency Management
Agency;
To ensure that maintenance is provided within the altered or relocated portion of a watercourse so that the
flood -carrying capacity is not diminished;
To verify and record the actual elevation (in relation to mean sea level) of the lowest floor (including basement)
of all new or substantially improved structures
To verify and record the actual elevation (in relation to mean sea level) to which the new or substantially
improved structures have been floodproofed;
In coastal high -hazard areas, to review certifications obtained from registered professional engineers or
architects that the structure is securely anchored to adequately anchored pilings or columns in order to withstand
velocity waters and hurricane wave wash;
To make interpretations, as needed, as to the exact location of boundaries of the areas of special flood hazard;
When base flood elevation data has not been provided in accordance with chapter 122 of the Monroe County
code, to obtain, review and reasonably use any base flood elevation data available from a federal, state or other
source in order to administer the floodplain management provisions of the code; and
To provide the board of county commissioners and the planning commission with reports and recommendations
with respect to matters before such bodies, as directed by the board of county commissioners, growth
management division director or planning director, or the county administrator.
Additional duties include:
1. *Perform general budgetary, personnel, and management functions.
2. *Interprets Building Code and prepares recommended changes to Building Code and Chapter 6 or 122 of the
Monroe County code.
3. *Directs department's responsibilities for processing, reviewing, approving, and issuing building permits.
4. *Supervises management and maintenance of all permitting records.
5. Administers contractor's licensing program and serves as professional staff to Contractor's Licensing Board.
6. *Supervise collection, accounting, and proper depositing of all permitting fees.
