ITEM BACKGROUND: The role of the Local RESTORE Act committee, as well as its composition and various models for composition were discussed at Special Meeting. Direction from BOCC was to get input from the municipalities. The Cities of Marathon, Key Colony Beach and Layton, and the Village of Islamorada all responded. Those responses are included. Each chose "Model # 4" of the presentation at the December 11 Special Meeting that includes the ability for each County Commissioner and each of the municipalities to select their own appointments. The responses from the municipalities and the PowerPoint presentation from the Special Meeting are attached. PREVIOUS RELEVANT BOCC ACTION: • Special Meeting held on December 11, 2012 to discuss RESTORE Act, a Local Advisory Committee, and to get public input; • BOCC approval of Inter -local agreement to join the RESTORE Act Gulf Consortium; • BOCC selection of Mayor Neugent as representative and Commissioner Rice as the alternate representative to the RESTORE Act Gulf Consortium; • BOCC selection of Mathews/Webster and John Wayne Smith/Peebles as consultants for Monroe County on RESTORE Act. However, there are several specific decision points to be addressed by the BOCC. These will also aid staff in drafting a resolution to create the committee for the BOCC next month. Later that evening, at their regularly scheduled meeting, the City of Marathon City Council discussed the captioned matter and instructed me to inform you of their decision regarding the RESTORE Act Local Committee composition. The City Council unanimously selected Model #4 adjusted to a total not to exceed I I total members is their preferred choice for the "Committee". The Marathon City Council also unanimously opined that it should be their decision as to who represents Marathon and they should have the latitude to select an elected official despite any unfounded concerns regarding their ability to fully comply with the Sunshine Law if that is their preferred course of action. At the December 13I" meeting of the lslam,orada Village Council, all Councilmembers reviewed the agenda materials from the BDCC Special Meeting, including the four proposed models for the composition of the Local RESTORE Act Committee. After thorough consideration of all four models, the Village Council unanimously selected Model #4, with the modification to provide for a total of eleven members. We are committed to working with the County to ensure all interests are best served by the RESTORE Act funds.
