This task is funded at 87.5% ($13,985.79) by the FDOT through JPA AQN -53. A 12.5% ($1,997.97) county match is required. FDOT has received this task order. PURPOSE The purpose of this document is to describe the scope of work and the responsibilities of the CONSULTANT and the COUNTY in connection with the development of a school crossing study across US 1, at or near the Big Pine Academy in Big Pine Key. The CONSULTANT will perform the necessary planning and engineering services required to prepare the study. Specifically, the CONSULTANT will use the Florida Department of Transportation (FDOT) criteria and standards to be used in establishing school zones and school crossings on the State Highway System roadways that surround schools, both public and private as defined under Topic No. 750 - 010 -027 -h Establishing School Zones and School Crossings. The final product of this task will be a Study Report. If a school crossing is justified, the report will identify specific justifications for recommending the school crossing, type of crossing, and an appropriate location across US 1 near the Big Pine Academy. Concept sketch (s) of proposed school crossing will accompany the report. If a crossing is not recommended, reasons should be clearly stated in the report. The report will also document the probable cost. It will be the CONSULTANT'S responsibility to utilize the standard engineering judgment, practices and principles possible during the prosecution of the work commissioned under this task. The CONSULTANT will demonstrate good project management practices while working on this task. These include communication with the COUNTY and others as necessary; management of time and resources, and documentation. The CONSULTANT should make every effort to make use of all past studies and information gathered, and not repeat tasks that have been completed through other studies. The COUNTY will provide contract administration, management services, and technical reviews of all work associated with the development of this Study and the concept plans. The COUNTY will provide job specific information and /or functions as outlined in this agreement. 1. BACKGROUND RESEARCH The CONSULTANT will investigate and compile existing relevant data, studies and roadway plans, including as -built plans. The existing studies include planning, and engineering documentation which is readily attainable. 2. COLLECT NEW DATA Two types of new data will be collected to perform this study: i. Field Data - Field observations and roadway geometric data will be collected along US 1 near Big Pine Academy to perform the engineering analysis. Pedestrian movement across US 1 near Big Pine Academy will be recorded, including the number of pedestrians during the beginning and the ending of the school times. 3. PERFORM TRAFFIC OPERATIONAL ANALYSIS The Synchro traffic operational analysis tool will be utilized to perform the analysis. The field observations, geometric data, and traffic data collected in tasks 1 and 2 will be utilized for the analysis. 4. PERFORM TRAFFIC SAFETY ANALYSIS The CONSULTANT will gather most recent 3 years of crash data from FDOT for the study segment of US 1. The crash data will be used to prepare collision diagrams and perform the safety analysis to identify and support potential school crossing. 5. IDENTIFY AND DEVELOP RECOMMENDATIONS The CONSULTANT will develop justification for potential school crossing across US 1 near Big Pine Academy. Upon justifying the school crossing, the CONSULTANT will identify and evaluate potential locations for school crossing. 6. DEVELOP CONCEPT SKETCHES The CONSULTANT will develop concept sketch(s) for the proposed school crossing. The sketches will be at a 1 " =20' scale and is not intended to be design plans. The concept sketches will include approximate right of way and above ground utility information. The below ground utilities will have to be addressed during the design phase. 7. DOCUMENTATION The CONSULTANT will document the findings in a report. The report will be submitted to the COUNTY, initially in a DRAFT format to solicit input prior to submitting the FINAL report. Deliverables: Two (2) deliverables are anticipated to accomplish this project. They are: 1. DRAFT Report. 2. FINAL Report. Each submittal to the COUNTY will include ten (10) sets of 11 "x17" plans and /or 8 written documents for review and circulation. The final submittal will include six signed and sealed reports, along with six copies of calculations report, if any, signed and sealed. Project Schedule: Within ninety (90) calendar days after the Notice -To- Proceed, the CONSULTANT will submit the DRAFT report to the COUNTY. Within fourteen (14) calendar days upon receiving comments on the initial submittal, the CONSULTANT shall submit the FINAL report Quality Control: The CONSULTANT will be responsible for the professional quality, technical accuracy and coordination of all submittals and other services furnished by the CONSULTANT under this task in accordance with the standard of care in the industry and based on the circumstances of the work. School Crossing Study – Big Pine Academy April 16, 2013 Page 3 of 4 The CONSULTANT may rely upon and use in the performance of its services information supplied to it by the County or its consultants or agents without independent verification and CONSULTANT will not be responsible for defects in its services attributable to its reliance upon or use of such information. Any cost opinions or estimates provided by CONSULTANT will be on a basis of experience and judgment, but since CONSULTANT has no control over market conditions or bidding procedures, CONSULTANT cannot and does not warrant that bids, ultimate construction cost, or project economics will not vary from such opinions or estimates. Neither the Agreement nor the services provided hereunder will constitute or provide for, and CONSULTANT shall not be considered to have rendered, any legal or financial opinion(s) regarding the feasibility of this project or any other project matter. Compensation for Services The Consultant shall be paid a lump -sum amount of $15,983.76 forsatisfactory performance of work as stated in this scope of services. The staff -hour estimates and the fee are attached. Invoices will be submitted monthly, reflecting the compensation for proportional completion of the task. Acceptance and approval of this Work Order by both parties by signatories below constitute authorization for the Consultant to proceed.
