AGENDA ITEM WORDING: Approval of a resolution by the Monroe County Board of County

and amending Section 1 (K)(14) for permit investigation fee.
ITEM BACKGROUND: In a continuing effort to modify and refine the Monroe County Building
Department Fee Schedule to reflect the true costs of services provided, the Building Department is
seeking to clarify the fees related to removal of invasive exotics to differentiate between typical
landscaping of a small scale and the more comprehensive work involved with land clearing/grubbing as
described in Section 1 (A)(12) and (B)(20). Also, the fee for code compliance in Section 1 (I)(5)(a) for a
Contractor Investigation is amended to reflect that this is a one-time fee that applies to each permit, but
not to revisions of the same permit. Additionally, a fee is added to the Planning review to address the
new procedure for de minimus NROGO of < 1,000 square feet of nonresidential floor area to be
awarded pursuant to the issuance of a building permit. The fee reflects the true costs of services to
review and track de minimus NROGO. Finally, the fee charged to re -open a permit is clarified to state
"per discipline" in Section 1 (K)(10); and Section 1 (K)(14) is amended to clarify the process for permit
investigations to resolve issues with open permits.

WHEREAS, the Monroe County Board of County Commissioners wishes to provide the
citizens of the County with the best possible service in the most cost effective and reasonable manner;
and
WHEREAS, the Board finds that it is in the best interests of the public to charge the true cost
for such services, thereby placing the burden of such costs directly upon those parties deriving the
benefit from such services; and
WHEREAS, the updated fee schedule prepared by the Growth Management Director for
providing these services includes the estimated direct costs and reasonable indirect costs of services;
and does reflect the true cost of providing the services to the person(s) requesting the Building
Department services; and
WHEREAS, the Board concurs with the conclusions and findings of the Growth
Management Director;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:

ITEM BACKGROUND: In a continuing effort to modify and refine the Monroe County Building
Department Fee Schedule to reflect the true costs of services provided, the Building Department is
seeking to clarify the fees related to removal of invasive exotics to differentiate between typical
landscaping of a small scale and the more comprehensive work involved with land clearing/grubbing as
described in Section 1 (A)(12) and (13)(20). Also, the fee for code compliance in Section 1 (I)(5)(a) for a
Contractor Investigation is amended to reflect that this is a one-time fee that applies to each permit, but
not to revisions of the same permit. Additionally, a fee is added to the Planning review to address the
new procedure for de minimus NROGO of < 1,000 square feet of nonresidential floor area to be
awarded pursuant to the issuance of a building permit. The fee reflects the true costs of services to
review and track de minimus NROGO.
