MONROE COUNTY AND HDR ENGINEERING
FOR THE
OLD SEVEN MILE BRIDGE ASSESSMENT PROJECT
In accordance with the Continuing Contract for On Call Professional Engineering Services made
and entered on the 20 day of January 2010 between Monroe County hereinafter referred to as
the "County" and HDR Engineering, Inc., hereinafter referred to as "Consultant" where design
services are allowed if construction costs do not exceed $2,000,000.
All terms and conditions of the referenced Contract for On Call Professional Engineering
Services apply to the Task Order, unless the Task Order modifies an Article of the Agreement of
which will be specifically referenced in this Task Order and the modification shall be precisely
described.
This Task Order is effective on the 30th Day of May 2013.
Article II Scope of Basic Services, Paragraph 2.1.1 is amended as follows:
The scope of services for the Old Seven Mile Bridge Assessment Project is as follows:
1. The Consultant will review existing documents provided by Florida Department of
Transportation's (FDOT), to include the bridge inspection reports, existing bridge plans,
previous repair plans, calculations /reports, available bridge condition reports (corrosion) and
FDOT's method of calculating the load rating used to develop the conceptual repair plan and
cost estimate for use of the bridge as a bicycle /pedestrian facility.
2. The Consultant will provide a written report evaluating the scope and estimated costs of the
repair work proposed by FDOT and estimating additional costs that may be expected based on
the existing conditions. The Consultant should estimate the cost of repairs to the bridge
(superstructure and substructure), that will allow use of the bridge by pedestrians, cyclists and a
light tram vehicle (carrying passengers to Pigeon Key) with expected future maintenance costs
based on a 30 -year lifespan. Any requirements due to historic nature of the structure should be
discussed and evaluated. Other repair, rehabilitation or replacements alternatives should be
discussed and evaluated.
The report should include a general assessment of potential additional repairs and associated
costs (order of magnitude) if a longer lifespan or use by heavier vehicles (emergency vehicles)
than those noted above is anticipated. The Consultant will provide order of magnitude costs as
accurate to the available data. A bridge inspection to include superstructure, substructure and
piling is not part of this work order. A detailed inspection may be required as a future
assignment in order to (a) validate the scope of the repair proposed by FDOT; (b) determine
changes to the condition of the structure since the last inspection; (c) determine extent of future
repair costs.
3. The Consultant will do a brief presentation to the Board of County Commissioners to
summarize the findings.

Article VII Payments, Paragraph 7.1 is amended to include the following:
The Consultant shall be paid monthly; the following not to exceed amounts will apply.
Total Lump Sum Fee: $16,178.44
Article IX Miscellaneous, Paragraph 9.29 Federal Highway Administration Requirements
do not apply to this project.
All requirements shall be completed no later than August 30, 2013 for total lump sum fee of
$16,178.44
IN WITNESS WHEREOF, each party caused the Task Order to be executed by its duly
authorized representative.
