Description of Services to be Provided: Consultant will conduct the Year -Two
monitoring program for the mitigation wetlands created as part of the Runway Safety
Area Project. Scope of Services is outlined in Attachment -A and the Proposed Man-
hour and Fee Estimate is outline in Attachment-B.
Deliverables: Four (4) monitoring reports will submitted to the Corps of Engineers and
one (1) annual report will be submitted to the South Florida Water Management District.
Copies will be provided to the Airport. Deliverables may be in electronic format and/or
hard -copy.
Payment: Payment to Consultant shall be based on the agreed upon Lump Sum
Compensation in the amount of EIGHTY FIVE THOUSAND AND SEVEN HUNDRED
DOLLARS ($85,700.00) as shown on Attachment-B, Man-hour and Fee Estimate.
Progress payments shall be made to Consultant periodically based on invoices submitted
by the Consultant to Monroe County. Such progress payments shall correspond to the
total amount of the agreed upon Lump Sum Compensation for the applicable services
times the change in percent complete of the services for the invoice period as estimated
by the Consultant and approved by Monroe County. Payment for services shall be in
their entirety following completion of all Tasks associated with this Project.

Assumptions Used and Basis for This Scope of Services
Feher Environmental Consulting, Inc. (FEC) is currently providing wetlands
mitigation monitoring for the RSA wetlands mitigation project at Key West
International Airport (EYW/Airport). Services include monitoring for plants
survivorship, ensuring that the project is in compliance with permit requirements,
preparation and submittal of monitoring reports to the permitting agencies: U.S.
Army Corps of Engineers (ACOE/Corps) and the South Florida Water
Management District (SFWMD/District), and coordination with the permitting
agencies.
This Scope of Services is for the continuation of the above services from October
1, 2013 thru November 30, 2014.
Objective
To assist the Airport in meeting the mitigation monitoring and maintenance
requirements of the issued permits.
SCOPE OF SERVICES
TASK 1: WETLANDS MONITORING
FEC will conduct four (4) quarterly monitoring events as follows: December 2013,
then in March, June and September 2014. This will include quantitative
monitoring of the created wetlands, and qualitative monitoring of the
enhancement areas. Representative photographs will be taken from the same
photo station during each monitoring event. Four (4) monitoring reports will
submitted to the Corps and one (1) annual report will be submitted to the District.

TASK 2: MAINTENANCE OF THE MITIGATION AREAS
As a minimum, plants maintenance will be required on a quarterly basis.
Maintenance is generally through hand removal of nuisance/exotic plants by the
maintenance contractor. If monitoring indicates that there is a shortage of plants
survivorship and percent cover as required by the permits, then replanting is
required. To meet the above requirements FEC will provide the following
Services.
FEC will review the mitigation sites with the maintenance contractor, provide
guidance as to required maintenance and review his work.
FEC will develop one (1) annual replanting plan, as needed, to meet conditions
required by the permits. FEC will assist the Airport in selecting a nursery, in
procuring plants, and will inspect plants to be purchased at the selected nursery
for compliance with the specifications.
Subsequent to purchasing of plants, FEC will inspect the plants upon delivery to
the Airport, and oversee the installation of the plants.
TASK 3: MEETINGS, COORDINATION, AND MISC. TASKS
FEC will continue to coordinate with the permitting agencies, the Airport, and
other entities as needed.
FEC will attend up to two (2) meetings with the permitting agencies to review the
site. This Task is also intended to cover minor unforeseen tasks that may be
required during the Year 2 monitoring period.
SCHEDULE
FEC is in a position to start the work following receipt of an executed Purchase
Service Order (PSO) and a Notice to Proceed (NTP) from Monroe County.
Following NTP a detailed Schedule will be developed in coordination with Airport
staff. All work is scheduled to be completed by November 30, 2014.
COMPENSATION
Compensation to FEC shall be LUMP SUM in the amount of EIGHTY FIVE
THOUSAND AND SEVEN HUNDRED DOLLARS ($85,700.00) as shown on
Attachment - B, Man-hour and Fee Estimate.
