A Regular Meeting of the Monroe County Board of County Commissioners convened at
9:00 A.M., at the Harvey Government Center. Present and answering to roll call were
Commissioner Heather Carruthers, Commissioner Danny Kolhage, Commissioner Sylvia
Murphy, Commissioner David P. Rice and Mayor George Neugent. Also present at the meeting
were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Amy Heavilin,
County Clerk; Vitia Fernandez, Deputy Clerk; County Staff, members of the press and radio; and
the general public.
ADDITIONS, CORRECTIONS, DELETIONS
Item A Motion was made by Commissioner Murphy and seconded by Commissioner
Rice granting approval of the Additions, Corrections and Deletions to the Agenda. Motion
carried unanimously.
COUNTY ATTORNEY
Item B 1 Bob Shillinger, County Attorney request to hold an Attorney - Client Closed
Session in the matter of K W Resort Utilities Corp. v. Monroe County, PSC Docket No. 130086 -
SU at the 9/17/13 BOCC meeting in Marathon, FL at 1:30 p.m. or as soon thereafter as may be
heard. After discussion, a motion was made by Commissioner Kolhage and seconded
Commissioner Rice to approve the item. Motion carried unanimously.
Item B2 Bob Shillinger, County Attorney request to hold an Attorney - Client Closed
Session in the matter of Mailloux & Sons, Inc. V Monroe County 2013 CA 791 A at the 9/17/13
BOCC meeting in Marathon, FL at 1:30 p.m. or as soon thereafter as may be heard. After
discussion, a motion was made by Commissioner Murphy and seconded Commissioner Rice to
approve the item. Motion carried unanimously.
Item B3 Bob Shillinger, County Attorney request to hold an Attorney - Client Closed
Session in the matter of Monroe County Board of County Commissioners vs. Gonzalez
Architects, et al, Case No. 07- CA- 1428K/2008 -CA -458 -K Consolidated at the September 17,
2013 BOCC meeting in Marathon, FL at 1:30 p.m. or as soon thereafter as may be heard. After
discussion, a motion was made by Commissioner Murphy and seconded Commissioner Rice to
approve the item. Motion carried unanimously.

BUDGET
Item C Roman Gastesi, County Administrator discussed with the Board the document
entitled Monroe County, Florida Board of County Commissioners Fiscal Year 2014 Proposed
Budget, dated September 4, 2013. Said document is incorporated herein by reference. Kevin
Wilson, Public Works & Engineering Director addressed the Board concerning the Road
Pavement Program. Mr. Gastei updated the Board regarding the mayfield funding, which is the
$200,000,00.00 from the State that we received the first $50,000,000.00 last year. The second
$50,000,000.00 we have agree with all the entities to be split as follow: $17,000,000.00 will go
to Key Largo; $17,000,000.00 will go to Marathon; $7,000,000.00 will go to Islamorada;
$5,000,000.00 will go to the Aqueduct (FKAA); $3,000,000.00 will go to the City of Key West
and $1,000,000.00 will go to Key Colony Beach. This is a 3 year InterLocal Agreement (ILA)
like the State asked for.
Roman Gastesi, County Administrator and James Callahan, Fire & Rescue Chief furhter updated
the Board regarding the meeting with the Volunteer Association, the president, the Volunteer
Chief, Mayor Neugent, Roman Gastesi, the volunteer contagency along with the Homeowners
Association. After the meeting they agreed to have 2 firefighter 24/7 and in order to do that, you
have to have seven (7) positions just because of rotation, vacation, etc. This will cost the County
around $476,000.00 a year. Chief Callahan requested the Board to put career firefighters in there
now and then work out the lease and move forward. After discussion, a motion was by
Commissioner Murphy and seconded by Commissioner Carruthers to give Chief Callahan
permission to do what he requested. Motion carried unanimously.
The Board also discussed DOT ownership and strictly enforcing the set back on the deck area in
front of the Sugarloaf Fire House. After further discussion, the Board directed staff to contact
DOT and start negotiations to be able to have a little more liberal use of that piece of the
property.
Item D The Board accepted public input for discussion of the Tentative Fiscal Year 2014
Monroe County Budget. The following individuals addressed the Board: D.A. Aldridge and Bob
Eadie, representing Monroe County Health Department. After further discussion, the Board
directed staff to find alternative suggestions to add the $226,000.00 Mr. Bob Eadie requested for
the immunization program to the Budget and add the $500,000.00 for the Sugarloaf Fire House
in 2015. Tina Boan, Director of the Office of Budget & Management recommended to adjust
down the millage rate in the General Fund and allocate the funding to the Health Department.
The Board also discussed the 3% salary increase and the Health Insurance plan. Teresa Aguiar,
Employee Services Director; Tina Boan, Director of the Office of Budget & Management and
Roman Gastesi, County Administrator addressed the Board concerning the above mentioned
issues. The study will take 120 day from the implemantion date, they are going to make it
effective the day after the Board meeting. The selection has been made and we will bring it to
the Board at the October Board of County Commissioners meeting. On the recommendation
committee was Teresa Aguiar, Employee Services Director; Virginia Panico, Key West Chamber
of Commerce; George Brentnall, Veterans Affairs Director; Christine Hurley, Growth

Management Director and Kevin Madok, Sr. Director of Strategic Planning. After further
discussion, the Board directed staff to write a method on how exactly the raises are going to be
distributed and bring it to the final budget hearing.
Amy Heavilin, Clerk of the Circuit Courts & Comptroller thanked Public Works staff, Clerk's
Office staff, Property Appraiser's staff and the County Attorney's staff for their hard work and
quick response to the flood incident at the Historic Building located at 500 Whitehead Street in
Key West, Fl.
Item F Amy Heavilin, Clerk of the Circuit Courts & Comptroller announced the final
Public Hearing is at 5:05 P.M. September 12, 2013 Harvey Government Center, 1200 Truman
Avenue, Key West, Florida.
There being no further business, the meeting of the Board of County Commissioners was
adjourned.
