According to the ordinance adopted by the Board of County Commissioners, proposed change orders are to be presented to members of the Board of County Commissioners prior to approval, assuming they are within the Administrator's prescribed limits. Due to a discovered unforeseen condition, the roof's top layer of modified bitumen membrane is now required to be removed as determined by the Marathon Building Department. Due to the removal of the top membrane, removal of perimeter insulation and installation of a new wood nailer and continuous galvanized drip edge cleat will also be required. This deviates from the original scope of work, which is to install the new barrier board and new single ply membrane, after proper prep, directly over the modified bitumen membrane, utilizing the existing drip edge as a cleat. In preparing the roof for installation of the new membrane, Hilson discovered a single ply material approximately three inches above the existing roof deck of which indicated the presence of a second roof covering. The depth of the existing roof system varies from six inches to ten inches. The Florida Building Code does not allow the installation of a third roof covering. This single ply material of which is less than thirty- second of an inch thick was not discovered during pre- design investigations and fastener pull tests. The determination of two roof coverings was made by the Building Official during a requested site - visit. The cost of this negotiated change order is $15,691.00 and its approval is recommended. Please know that no separate consultant fees have been expended on this project. Please also note that $90,000 was originally budgeted for this project with two bidders coming in above $100,000 and Hilson 8s Co. was awarded the bid at $75,890.
