Friday, October 4th, 2013
The 2013 Organizational Meeting of the Monroe County Value Adjustment Board
convened at 10:00 a.m., on the above date, at the Marathon State Building located at 2798
Overseas Highway, Marathon. Present at the meeting were Mayor George Neugent;
Commissioner David Rice; School Board Member John Dick; and BOCC Citizen Member John
Repetto. School Board Member Nancy Mayhew was not present. Also present were Robert
Tischenkel, Counsel to the Value Adjustment Board; Vitia Fernandez, Deputy Clerk; Lindsey
Ballard, Clerk to the Value Adjustment Board; Scott Russell, Property Appraiser; and John Dent,
Counsel to the Property Appraiser's Office.
Item A Lindsey Ballard, Clerk introduced the 2013 Value Adjustment Board
members, as follows: Mayor George Neugent, (305) 292-4512; Commissioner David Rice, (305)
289-6000; School Board Member John Dick, (305) 289-1553; BOCC Citizen Member John
Repetto, (305) 394-5948; and School Board Citizen Member Nancy Mayhew, (305) 292-1865.
Ms. Ballard gave her contact information as: (305) 295-3130.
Item B Motion was made by Commissioner Rice and seconded by BOCC Citizen
Member to appoint Mayor Neugent as Chairman and Commissioner Rice as Vice -Chairman to
the 2013 Value Adjustment Board. Motion carried unanimously.
Item C Robert Tischenkel, Counsel to the Value Adjustment Board discussed the
uniform rules of procedure for hearings before Value Adjustment Boards.
Item D Robert Tischenkel, Counsel to the Value Adjustment Board discussed the
12D.9-014 Prehearing Checklist.
Item E Ms. Ballard reported the number of petitions filed, as follows: 1)
Exemption Petitions: 28 filed, 13 settled/withdrawn; 2) Real Property Petitions: 209 filed, 8
withdrawn; Commercial Petitions: 119 filed, 3 withdrawn; 3) Tangible Petitions: 56 filed; 4)
Industrial Petitions: 5 filed; 5) Government Petitions, 1 filed; Miscellaneous: 7 filed;
Institutional: 0 filed; 6) Late Filed Petitions: 23 filed.
Item F Mr. Tischenkel addressed the Board concerning telephonic hearings. Mr.
Russell and Mr. Dent addressed the Board. After discussion, motion was made by Mayor
Neugent and seconded by Commissioner Rice to deny telephonic hearings for the 2013-2014
VAB year. Roll call vote carried unanimously.

Item G Motion was made by Commissioner Rice and seconded by BOCC Citizen
Member Repetto ratifying the Value Adjustment Board Attorney's determination of late -filed
petitions to date for the current tax year, and re -authorization of Board Attorney's review and
determination of late -filed petitions on behalf of the Value Adjustment Board (Chapter 12D-
9.015(11)(b)). Motion carried unanimously.
Item H Motion was made by School Board Member Dick and seconded by
Commissioner Rice to adopt the following Resolution implementing the authorization provided
for in Section 194.013, Florida Statutes, to require a filing fee for certain petitions filed with the
Board. Motion carried unanimously.

Item I Motion was made by Commissioner Rice and seconded by School Board
Member Dick to appoint the Clerk, or her designee, to re -schedule hearings made fewer than 5
calendar days before the scheduled hearing for an emergency when good cause is shown
(Chapter 12D-9.019.11(4b)).
Item J1 Mr. Tischenkel addressed the Board. After discussion, motion was made
by Commissioner Rice and seconded by BOCC Citizen Member Repetto to appoint Jennifer
Sanchez and Rinky Parwani as back up in the event that Ms. Sanchez cannot serve to hear issues
regarding exemptions and classifications.
Item J2a Motion was made by Commissioner Rice and seconded by BOCC Citizen
Member Repetto to appoint Regina Corcoran, Patricia McGrath and Kevin Talbott to serve as
Special Magistrates to hear issues regarding valuation of real property.
Item J2b Motion was made by Commissioner Rice and seconded by BOCC Citizen
Member Repetto to appoint Patricia McGrath and Kevin Talbott to serve as Special Magistrates
to hear issues regarding valuation of commercial property.
Item J3 Regina Corcoran was the only applicant qualified to hear issues regarding
tangible personal property, and the Board appointed Ms. Corcoran.
Item K Motion was made by School Board Member John Dick and seconded by
Commissioner Rice to approve the Initial Certification of the Value Adjustment Board. Motion
carried unanimously.
Item L Scott Russell, Property Appraiser addressed the Board.
There being no further business to come before the Board, the meeting was adjourned.
