RESOLUTION 179 - 2014
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA
APPROVING AND AUTHORIZING MODIFICATION NUMBER ONE TO THE
SHIP/WEATHERIZATION (WAP) LEVERAGING STRATEGY AND UPDATING THE MONROE
COUNTY SHIP LOCAL HOUSING ASSISTANCE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS,the Monroe County Board of County Commissioners approved Resolution
042-2014 approving SHIP Program Funding Priorities for funds currently available from the
2012 to 2014 SHIP Distributions; and
WHEREAS, the Monroe County Board of County Commissioners approved Resolution
043-2014 on February 19, 2014 approving a SHIP/Weatherization (WAP) Leveraging Strategy;
and
WHEREAS, the Monroe County Social Services staff have been advised by the State of
Florida, Department of Economic Opportunity, that the Monroe County Fiscal Year 2014
Weatherization funding will be approximately $11,819.00 which would fund no more than 2
homes; and
WHEREAS, the Monroe County Social Services staff conducted an outreach which
resulted in 34 applications in three months of which half have been reviewed and 9 are eligible
for the WAP/SHIP Leveraging funding; and
WHEREAS, it is anticipated that the full integration of the WAP/SHIP Leveraging
Program into the Social Services' outreach and client delivery system could result in 40 to 60
applications annually by homeowners in Monroe County at 200% of the federal poverty level
income; and
WHEREAS, the Weatherization program restricts rehabilitation to only essential repairs
to increase energy efficiency which would reduce costs to the homeowners together with
providing decent, safe and sanitary housing repairs; and
WHEREAS, the lack of funding of the Weatherization (WAP) program will deprive
Monroe County homeowners countywide, whose income is less than 200% of the federal
poverty income level from valuable and necessary housing rehabilitation repairs.
NOWTHEREFORE, be it resolved by the Board of County Commissioners of Monroe
County, Florida that:
The Monroe County Board of County Commissioners hereby approves and authorizes:

1. The Monroe County SHIP Program and Monroe County Social Services Department to
fund current and future WAP/SHIP Leveraging applicants utilizing Monroe County SHIP
funds in the absence of Weatherization (WAP)funding and that such funding will be
limited to$35,000 per homeowner of which the first$20,000.00 shall be a grant and the
additional$15,000.00 will be a deferred payment loan at zero interest for 5 years and
forgiven at maturity.
2. The Monroe County SHIP Program will update the Monroe County SHIP Local Housing
Assistance Plan to reflect this change.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida at a regular meeting of said Board on the 20th August, 2014.
