Resolution 180-2014RESOLUTION 180 - 2014 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA APPROVING AND AUTHORIZING MODIFICATION NUMBER TWO TO THE SHIP /WEATHERIZATION (WAP) LEVERAGING STRATEGY AND UPDATING THE MONROE COUNTY SHIP LOCAL HOUSING ASSISTANCE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Monroe County Board of County Commissioners approved Resolution 042 -2014 approving SHIP Program Funding Priorities for funds currently available from the 2012 to 2014 SHIP Distributions; and WHEREAS, the Monroe County Board of County Commissioners approved Resolution 043 -2014 on February 19, 2014 Approving and adopting a SHIP /Weatherization (WAP) Leveraging Strategy; and WHEREAS, the Monroe County Social Services staff conducted an outreach which resulted in 34 applications in three months of which half have been reviewed and 9 are eligible for the WAP /SHIP Leveraging funding; and WHEREAS, it is estimated that approximately 20 of the 34 applications submitted to Monroe County Social Services are eligible for the Monroe County SHIP program but not SHIP /Weatherization (WAP) funding; and WHEREAS, based on a review of the 20 applications, the majority of these applicants received storm damage from hurricanes or tropical storms; and WHEREAS, minor or undetected damage from these storms is now manifesting itself in the form of: minor roof leaks, rotten wood, failing drywall, electrical and air conditioning problems and in some cases mold which are just some of the indicators of gradual but long term deterioration; and NOWTHEREFORE, be it resolved by the Board of County Commissioners of Monroe County, Florida that: The Monroe County Board of County Commissioners hereby approves and authorizes: 1. The Monroe County SHIP Program and the Monroe County Social Services Department to utilize the WAP Program Essential Repairs Criteria to address the SHIP income eligible applicants to provide decent, safe and sanitary conditions to eligible applicants. 2. SHIP funding will be limited to $35,000.00 per homeowner of which the first $20,000.00 shall be a grant and the additional $15,000.00 will be a deferred payment loan at zero interest for 5 years and forgiven at maturity. 3. The Monroe County Social Services Department shall be entitled to a 10% project delivery fee based on the total amount of SHIP funds awarded for the work required to implement the program and provide the necessary document to the SHIP program. 4. The Monroe County SHIP program will update the Monroe County SHIP Local Housing Assistance Plan to reflect these changes.
