E COUNTY BOARD # "ELEVATION COUNTY COMMISSIONERS ADOPTING MONROE COUNT CERTIFICATE POLICY" DATE 11 OCTOBER I 15 AS REQUIRED PURSUANT TO MONRO COUNTY 11 SECTION WHEREAS, Monroe County is currently a participating community in the National Flood Insurance Program (NFIP) and is working on internal County policies to improve upon its interpretation of NFIP regulations; and WHEREAS, Monroe County desires to become eligible to enter FEMA's Community Rating System (CRS); and WHEREAS, Monroe County Code Section 122 -2(c), in part, requires that in interpreting other provisions of this chapter, the building official shall be guided by the current edition of FEMA's 44 CFR, and FEMA's interpretive letters, policy statements and technical bulletins as adopted by resolution from time to time by the board of county commissioners; NOW, THEREFORE, RESOLVED BY THE BOARD OF COUNT COMMISSIONERS OF MONROE COUNTY, FLORIDA: i Section 1. Pursuant to Monroe County Code Section 122 -2(c), the Board hereby adopts Monroe County "Elevation Certificate Review Policy" dated October 1, 2015, a copy of which is attached hereto. Section 2. Date: October 1, 2015 To: Growth Management Staff • M M 4 fftx#J Re: Elevation Certificate Review Policy "Within 21 calendar days of establishment of the lowest floor elevation, or upon placement of the lowest horizontal structural members of the lowest floor, whichever is applicable, it shall be the duty of the permit holder to submit to the building official a certification of the elevation of the lowest floor within A zones or the lowest portion of the lowest horizontal structural members of the lowest floor within V zones, whichever is applicable, as built in relation to mean sea level. Such certification shall be prepared by or under the direct supervision of a registered land surveyor or professional engineer and certified by the same. When floodproofing is used for a building within A zones, the certification shall be prepared by or under the direct supervision of a professional engineer or architect and certified by same. Any work done within the 21 -day period and prior to submission of the certification shall be at the permit holder's risk. The building official shall review the floor elevation survey data submitted. Deficiencies detected by such review shall be corrected by the permit holder immediately and prior to further progressive work being permitted to proceed. Failure to submit the survey or failure to make the corrections required hereby shall be causes to issue a stop -work order for the project." In addition to the required elevation certificate above, a Finished Construction elevation certificate must be submitted and approved by the Building Department prior to the issuance of a Certificate of Occupancy or closing a permit. s `• '. M 1 n Certificates must be fully completed and signed by a licensed land surveyor. The elevation of the lowest floor, including basement, as required by the foundation inspection and the final inspection in S ection 110.3. 1.2. For fully enclosed areas below the design Hood elevation where provisions to allow or the automatic entry and exit of floodwaters do not meet the minimum requirements in Section 2.6.2.1 of ASCE 24, construction documents shall include a statement that the design will provide for equalization of hydrostatic flood forces in accordance with Section 2.6.2.2 of ASCE 24. 1.3. For dry floodproofed nonresidential buildings, construction documents shall include a statement that the dry floodproofing is designed in accordance with ASCE 24. 2.1. The elevation of the bottom of the lowest horizontal structural member as required by the foundation inspection and the final inspection in Section 110.3. 2.2. Construction documents shall include a statement that the building is designed in accordance with ASCE 24, including that the pile or column foundation and building or structure to be attached thereto is designed to be anchored to resist Rotation, collapse and lateral movement due to the effects of wind and flood loads acting simultaneously on all building components, and other load requirements of Chapter 16. 2.3. For breakaway walls designed to have a resistance of more than 20 psf (0.96 kN/m—) determined using allowable stress design, construction documents shall include a statement that the breakaway wall is designed in accordance with ASCE 24. The following outline suppliments the NFIP's 'Instructions for Completing the Elevati Certificate' and includes additional Monroe County Building Department's elevation certifical submital requirements.
