Resolution 244-20151 2 3 I 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 38 39 40 41 42 43 44 45 MONROE COUNTY, FLORIDA RESOLUTION NO. 244 - 2015 WHEREAS, Monroe County is currently a participating community in the National Flood Insurance Program (NFIP) and is working on internal County policies to improve upon its interpretation of NFIP regulations; and WHEREAS, Monroe County desires to become eligible to enter FEMA's Community Rating System (CRS); and WHEREAS, Monroe County Code Section 122-2(c), in part, requires that in interpreting other provisions of this chapter, the building official shall be guided by the current edition of FEMA's 44 CFR, and FEMA's interpretive letters, policy statements and technical bulletins as adopted by resolution from time to time by the board of county commissioners; AM 0 10 1 E1101 A R -allwalljol — Section 1. Pursuant to Monroe County Code Section 122-2(c), the Board hereby adopts Monroe County "Pool and Cistern & Accessory Equipment Location in Special Flood Hazard Areas Policy" dated October 1, 2015, a copy of which is attached hereto. Date: October 1, 2015 From: Wes Maltby, Interim Monroe County Building Official After consultation with the State of Florida National Flood Insurance Program (NFIP) Coordinator and Floodplain Manager and referring to the available State and FEMA guidance, the following is the updated Monroe County Policy concerning the location of pool pumps and heaters, cistern pumps and other such accessory equipment not servicing a principal structure: 1. Within an enclosure beneath an elevated structure: a. Equipment must be elevated so that the bottom of the platform/bracket supporting the equipment is at or above base flood elevation. b. May not be attached to or interfere with the function of a breakaway wall. 2. Within the footprint (the exterior boundary of a structure's pilings/posts/columns) of an elevated structure but not within an enclosure: a. Equipment must be elevated so that the bottom of the platform/bracket supporting the equipment is at or above base flood elevation. b. If placed within a fence/wall with less than 40% of the fence/wall facr; open, the fence/wall must be designed and constructed to fail under bs- flood conditions without causing harm to adjacent NFIP-compliant buildings. AE Zones 1. Within an enclosure beneath an elevated structure: a. Equipment must be elevated so that the top the platform/bracket supporting the equipment is at or above base flood elevation. 2. Within the footprint (the exterior boundary of a structure's pilings/posts/columns) of an elevated structure but not within an enclosure: a. Equipment may be placed below base flood elevation if the engineer of record provides anchoring detail showing the equipment will resist flotation, collapse and lateral movement under base flood conditions as well as a statement on the site plan to that effect. 3.
