Transportation Planning March 16, 2011 WO#17SCOPE OF SERVICES FOR WO# 17 - Monroe County / Traffic Report Guidelines Manual Update URS Corporation Southern proposes to provide the services identified below for the task entitled "Monroe County / Traffic Report Guidelines Manual Update", pursuant to its Professional Service Agreement with Monroe County for 'Transportation Planning', dated March 16, 2011. PURPOSE The purpose of this document is to describe the scope of work and the responsibilities of the CONSULTANT and the COUNTY in connection with the Monroe County / Traffic Report Guidelines Manual Update. Monroe County Land Development Regulations requires the preparation of traffic impact studies for some development applications. In an effort to assist County staff and others involved in the development review process, the Monroe County Planning Department created the Traffic Report Guidelines Manual. The Manual is intended to provide detailed guidance to developers about the scope, required elements, time frames, and technical analysis that should be addressed during the development review process. The last update of the Manual was conducted in 1995. Monroe County Land Development Code, Florida Department of Transportation (FDOT) and national industry standards for the analysis of traffic impact studies have changed in the last twenty years necessitating the update of the Traffic Report Guidelines Manual. The CONSULTANT will perform planning and engineering services required to identify appropriate modifications to the Manual to better meet its intent of providing detailed guidance to developers and County staff about the scope, required elements, time frames, and technical analysis that should be addressed during the development review process. The final product of this task will be a Traffic Report Guidelines Manual, 2015 Edition. It will be the CONSULTANT'S responsibility to utilize standard engineering judgment, practices and principles possible during the prosecution of the work commissioned under this task. The CONSULTANT will demonstrate good project management practices while working on this task. These include communication with the COUNTY and others as necessary; management of time and resources, and documentation. The CONSULTANT should make every effort to make use of all past studies and information gathered, and not to repeat tasks that have been completed through other studies. The County will provide contract administration, management services, and technical reviews of all work associated with the development of this Manual update. The County will provide job specific information and/or functions as outlined in this agreement. 1. BACKGROUND DOCUMENTATION REVIEW The CONSULTANT will investigate and compile existing relevant procedures, guidelines and requirements, from four major sources including: ITE Transportation Impact Analyses for Site Development, FDOT Transportation Impact Handbook, Monroe County Land Development Code, and Monroe County Comprehensive Plan. DATA COLLECTION Data collection will include review of past development applications to identify typical land use applications and approved reserved capacity. 3. PERFORM DOCUMENT REVIEW AND UPDATE The CONSULTANT will review and update the Traffic Report Guidelines Manual to incorporate changes in industry standards, Monroe County Land Development Code and Monroe County Comprehensive Plan. The CONSULTANT will review and proposed methodologies for trip generation, distribution and assignment; intersection and arterial analysis; site access and circulation; and their proper documentation. A Draft Manual will be developed and presented to County staff to review the potential modifications and solicit feed -back necessary to move forward with the Final Manual update. If identified through the Traffic Report Guidelines Manual update efforts, potential modifications to the Monroe County Land Development Code and Comprehensive Plan will be provided to County staff for further consideration (separate from the Traffic Report Guidelines Manual update). 4. DOCUMENTATION The CONSULTANT will document the findings directly into the Traffic Report Guidelines Manual, 2015 Edition in the form of modifications to the current document. The Traffic Report Guidelines Manual, 2015 Edition will be submitted to the COUNTY, initially in a DRAFT format to solicit input prior to submitting the FINAL Traffic Report Guidelines Manual, 2015 Edition. If potential Land Development Code and/or Comprehensive Plan Changes are identified, they will be provided separately from the Traffic Report Guidelines Manual document. 5. COORDINATION AND MEETINGS Up to three (3) meetings are anticipated during the course of this study. The COUNTY will schedule and invite the appropriate agencies and participants. Deliverables: Three (3) deliverables are anticipated to accomplish this project. They are: 1. Preliminary identification of potential Land Development Code and/or Comprehensive Plan Changes (if any). 2. DRAFT Report. 3. FINAL Report. The Draft submittal to the COUNTY will include three (3) sets of 8~/2"xl 1 " written updated Manual for review and circulation. The final submittal will include three (3) Traffic Report Guidelines Manual, 2015 Edition, along with one (1) electronic copy. Project Schedule: Within ninety (90) calendar days after the Notice -To -Proceed, the CONSULTANT will submit the DRAFT updated manual to the COUNTY. Within thirty (30) calendar days upon receiving comments on the initial submittal, the CONSULTANT shall submit the FINAL updated manual. WO # 17 - Monroe County / Traffic Report Guidelines Manual Update September 28, 2015 Page 3 of 4 Quality Control: The CONSULTANT will be responsible for the professional quality, technical accuracy and coordination of all submittals and other services furnished by the CONSULTANT under this task in accordance with the standard of care in the industry and based on the circumstances of the work. The CONSULTANT may rely upon and use (in the performance of its services) information supplied to it by the County or its consultants or agents without independent verification and CONSULTANT will not be responsible for defects in its services attributable to its reliance upon or use of such information. While the performance of cost estimates is not anticipated as part of this work order, any cost opinions or estimates provided by CONSULTANT will be on a basis of experience and judgment, but since CONSULTANT has no control over market conditions or bidding procedures; CONSULTANT cannot and does not warrant that bids, ultimate construction cost, or project economics will not vary from such opinions or estimates. Neither the Agreement nor the services provided hereunder will constitute or provide for, and CONSULTANT shall not be considered to have rendered, any legal or financial opinion(s) regarding the feasibility of this project or any other project matter. Compensation for Services The Consultant shall be paid a lump -sum amount of $30,352.45 for satisfactory performance of work as stated in this scope of services. The staff -hour estimates and the fee are attached. Invoices will be submitted monthly, reflecting the compensation for proportional completion of the task. Acceptance and approval of this Work Order by both parties by signatories below constitute authorization for the Consultant to proceed.
