ITEM BACKGROUND: The Ragnar Relay is a relay race that, in the past, had teams running throughout the length of the Keys. Team members are shuttled to various spots via support vans. Past races have resulted in traffic jams and citizen complaints primarily in the Lower Keys. Under state law, the event organizers must seek a permit from the Sheriff and the County in order to utilize the state right of way. Due to concerns over traffic congestion from Ragnar Races in prior years, the Sheriff indicated that he wanted input from the Board on whether it supported the event for 2016 before he would sign off on the permit. At the October 21, 2015 BOCC Meeting, the board voted 4-1 to deny the Ragnar Race in 2016. At the November meeting, further discussion was held with representatives of Ragnar and members of the community but no action was taken to change the Board's direction. Subsequent to the November meeting, Ragnar proposed ending the run in Marathon then transporting racers to Key West for the finale. Sheriff Ramsay indicated that he is `open" to this modified proposal,. PREVIOUS RELEVANT BOCC ACTION: 10�21/15 _ BOCC voted 4-1 to deny the permit. The proposal is to run an abridged race and avoid the primary areas of concern that have been reporting by the lower Keys residents and county staff. With this plan we would stop running the race in Marathon Key and pick it back up again in Key West. Teams would finish in Marathon between 2AM and 11AM Saturday morning, with the majority of teams being done and completely off the road before BAM. Once runners have completed their run in Marathon they would pack up their vehicles and head to Key West. Most teams would park at their hotels in Key West and get some rest and then join us at the finishing leg. Ragnar would set up a mini last leg in Key West to complete the race (with no vans) and then our finish line festivities would ensue. Note that the alternate Van will have already made their way to Key West in the early hours of the morning further reducing impact on the lower Keys. This solution will allow Ragnar and its participant to still have an experience in the Keys and while not the exact experience they signed up for, will allow us to reduce financial damages of cancelling the race for everyone involved, including: Ragnar, Ragnar Participants, Key West Hotels, Key West Restaurants, Higgs Beach, Charities, School Fundraisers, the upper keys businesses, Miami and more. Following this event, we would put together a comprehensive plan to find a better date for the event, reduce teams, build out a complete courtesy campaign, create strict van guidelines, aggressively enforce DQ policies and more. Below is more detail on the proposal: GENERAL TEAM INFORMATION • The race has 500 teams registered. We are estimating a minimum 10% reduction in team count / vans due to cancelations because of the new course. • Ragnar generally has about 7% of teams run as an ultra which only uses 1 van. • This represents approximate 869 vans total. COURSE INFORMATION • Race starts in Miami at Historic Virginia Key Beach Park at 5:00 am • The first 24 Exchanges would remain at the same locations as similar timing to last year's event • This keeps the impact the same for the upper Keys locations. (There have been no negative reports from last year's post -race action report in this area) • Only one van will be allowed to stop at the exchange in Marathon Key. While the other van will be required to head south. • The course enters Monroe County on Ragnar Leg 16. Runners are entering onto US-1 off of a canal on their way to the Key Largo School • The course will use the heritage trail wherever it is present. We then defer to you and your staff for a review of the course for the final approval as done in years past. • There would be 9 exchanges in Monroe County leading up to the Marathon termination point, and 1 leg in Key West. • Sample timing is represented in the chart below. (Once start times are completed and team rosters and paces are updated timing can alter 30-60 minutes.) Exchange 15 is included as it is the leg that feeds into Monroe County. • Timing reads as military time. o i.e First runner arriving at exchange 15 is at 5:03 pm. Last runner arrives at 1:12 am Saturday. The peak of runners is at 7:17 pm. (Last Runner timing for Leg 15 reads as 1:01:12:10. Team names are being edited to the furthest extent that we have ever done with any of our races. 2. We will provide the sheriff's department with a pre -list for review so that names can be flagged in advance. 3. We will inform teams that we will be changing their team's name if flagged and that we are affording them the opportunity to change it before we do it for them. 4. We will be kicking off a Ragnar Courtesy Campaign to address concerns such as: 1. Community respect 2. Team names 3. Language on vans 4. Quiet zones 5. Littering 5. Ragnar staff will monitor vans onsite and enforce such rules. DRIVER TRAINING Training driver test: This test will cover all items that are required such as no U-Turns, no pulling over areas, Van 1 not stopping at Marathon airport etc. We will require an online test for all participants to complete before the race. Then onsite verify that they have taken the test through a check in process. If not, we will administer the test onsite as well. Following that all participants are required to watch our mandatory safety video. We will further reinforce all items at during this video as well. This will ensure that everyone will have seen the information at least twice. In addition to formal information we will post on our website and on Facebook Key West Last Leg and Finish Outline (Map of the route included at the end of this report.) The proposed plan for finishing in Key West would be working off of a similar plan as in year's past. Key points include: • Start: o The start of the last leg would happen Key West High School o We would anticipate starting runners at 7AM. 0 5.3 Mile run • Finish: 0 Finish Line at Higgs Beach. First runners would begin finishing at 8AM and last runners would finish between 2-4PM • Route: o The leg would be No Van Support o See the red line on the map below • Police: • Coordinate with the Key West Police Department to have an officer(s) assisting runners crossing the crosswalk outside the High School crossing Flagler. In waves, not individual runners. c Officer(s) assisting runners cross S. Roosevelt at the intersection of Flagler and S Roosevelt. (At the light) • Parking and Transport: o Parking at Higgs Beach, the Dog Park and the High School. o Van 1 Park at the areas near the Higgs Beach Finish line location (Take a trolley to KWHS to start their final leg) o Van 2 Parks at KWHS and starts their final Leg. (They ride a trolley back to KWHS to reclaim their vehicles once they are done.) • Stopping and Starting the Race: o After finishing the their legs at exchange 18 (Coral Shores High School) and Exchange 24 (Marathon airport or an alternate location suggested by Marathon that is being evaluated) Teams would be given "Re -Start" cards with a time that they can restart their teams and run their last leg in Key West. o This allows Ragnar to still control the amount of runners on the leg at a given time o Ragnar would still provide a few exchanges with sleeping areas for safety. This includes Sugarloaf Elementary School, and space at exchange 18 and 24 as in years past. ■ This is for safety reasons. Teams have run 2/3's of the race and may need to rest • Teams may not be able to check into their hotels yet due to the time they finish The Final Leg route is depicted as the Red line in the map below. (Overview of final leg again) We have devised a much simpler plan that eliminates Key Haven and keeps shuttles and traffic off of US1 all together. We already permit the High School in Key West. We would park Van 2 at the school and start runners on their last leg following the red line below to Higgs Beach. We would station police at the cross walk in front of the school and that the intersection of Flagler and Roosevelt. We would run shuttles between the finish and the school. No vans will be allowed to support. Location Route: • The start location of the final leg to be at Key West High School (Where we have permitted parking for the previous 2 years). • The route will remain S miles long • Finish at Higgs Beach. Van Traffic: • Keep the same Trolley plan as we have used for the previous 2 years and remove all traffic from US-1, while removing the need for the Lot on Key Haven Rd. • We would still split the parking where Van 1 will park at the Higgs Beach lots and Van 2's Park at the High School. • Trolleys would be used from Higgs beach to get teams back to their Van 2 vehicles parked at Key West High School. And to get Van 1 runners from the Beach to the High School to run their final lap. This resembles a similar plan to the last two years, for our returning runners, and eliminates the need for extra Trolleys on the road. .y merit •,;. We could not identify what van it was. 2. Several vans stopped during the course to cheer on runners. A team advised that they were allowed to stop as long as they were on the same side as the current runner. (caused unnecessary traffic delays) 3. Vans not aware of the exchange points and had to double back. Better signage on where the vans need to turn off the highway for parking at the exchange points. Volunteer needed to help identify were the turn is. 4. Better signage for the runner for course location when not on the side of the road. (ie. Heritage trail that is not on the side of the highway. (Cudjoe Key) 5. Cones on the highway when the runners are running with traffic. (some locations had cones some didn't) 6. Port -A -Potty's to be placed in the proper location. (Had issues at Exchange 28 (Ramrod) and Exchange 31 (Bay Point) Ramrod to get permission from owner to place 7. The horseshoe proved to be a good location for an exchange. Continue to use the virtual handoff, but remind the organizers to remind the racers of virtual handoff exchanges. Take the orange flags away from the support vehicles 8. , Exchange #32, at 13 mile marker, large percentage of vans missed and drove past the entry point for parking, continued south and attempted to drop off/pick up runners on US 1, even on the bridge, and created hazardous situations. The existence of a bridge next to Exchange #32 aggravated the situation, vans passed the entry.Not knowing if they could make a U-turn once on the bridge, so they stopped right next to the north end of the bridge, and attempted to cross US 1. Many vans appeared to be confused. If the event planner could relocated Exchange #32 further away from the bridge (preferably southward to where their porta-potties location), it will be much safer. 9. A couple of other issues came up such as team #458 their van had written on the side. "suck my pills", "got drugs" and "pharmacy". I am not sure what the reference was for, but it didn't seem appropriate. 10. Later in the day, there was a call for service because of runners gathered close to the'highway at the Shell gas station obstructing traffic (Exchange 35 — we didn't have a deputy posted). It should be taped off and the volunteers control the runners or have a deputy posted to control. Below are concerns we have from the Middle Keys district (72-47 Mile marker) 1. Newer model vans were running without tail lights during evening hours- a safety concern as well as traffic violation which could results in an accident or citation 2. Need volunteer at water station at mm71 (north side of channel 5 bridge) 3. Need porta pot at same station- Many runners asked- at least one 4. I saw 5 vans with inappropriate messages on vans ie "show me your boobs" etc This was discussed in past years with prior directors, and the teams are subject to disqualification- we understand they are having fun- but having respect for all ages in our community should be foremost. 5. Communication and race bible accountability needs to be improved with teams as to where they can stop to check on runners. Many slowed to 25 mph to check on runners holding traffic behind them, some stopped on bridges, all safety concerns and traffic congested that could be avoided. 6. Numerous vans missed the turn off at the 58 mile marker and had to double back this is due to minimal signage 7. Many vans missed the turn off at 89th st (firehouse) thus causing them to double back or park across the street on the north bound side. This in turn caused more safety concerns as members pulled out their orange flags to stop traffic so they could cross. The orange flags are not to be used in Monroe County, this has also been discussed with prior directors. Motorists are not required to acknowledge such flags and an accident could occur. The only crossings are done at locations where Sheriffs officers are present for the safety and control of all. There needs to be or better signage for such turn offs. Also at this location my suggestion would be to have that airport gate as an entry point and utilize the end of the airstrip gate as an exit point. This can be coordinated with the airport manager in the future. 8. due to some vans illegally parked or blocking another- we strongly encourage one person stay with the van at all times. In case it needs to be moved and in these cases timely is important 9. Cone placement on the 7 mile bridge cannot happen next year at 5 pm. They must place them at midnight so not to hinder the traffic flow. This caused a major backup during a very busy time of day. They proceeded across the bridge at a slow pace. The upper keys did not report any issues P1 -nmim me the option plan is sew to us 2 months prior to the race. If not A our Sberiff has suftd he will not approve the application if we haven't reviewed and made all the needed adjustments, and confirm the fisted improvements are,, in plane. I will say the majority of the runners were very thankful for our presence and assistance during the race. As in past years the runners are not the safety or traffic concerns, it comes down to the drivers of the vans. They need to be mindful of the rules of the road, respect for community members, understanding there is only one roadway for all to use and make it to our destination in a timely manner. We have community members, taxpayers, winter residents and visitors alike that we have to take into consideration. Many have requested this race no longer be allowed. We want to work with everyone and make this a success, but most of all as safe and efficient as possible without hindering travel of any motorists. The above concerns are easy fixes, some are reminders from past years events. We have faith you and your team will work on this in preparation for next years run.
