SCOPE OF WORK
Jacobs will provide project management, coordination services, design, and permitting services
for the design of the rehabilitation of the Commercial Apron at the Key West International
Airport (EYW).
EXISTING CONDITIONS
EYW is a commercial service airport regularly utilized by Boeing 737-700 aircraft. The existing
Commercial Apron was not designed to accommodate larger aircraft such as the Boeing 737-700.
The Commercial Apron is exhibiting severe distress and requires constant monitoring and
maintenance to remain safe for aircraft operations. According to an FDOT Pavement Condition
Index (PCI) evaluation in 2011, the PCI value for the Commercial Apron was 48. A PCI value of
48 falls into the poor category and it should be expected that the value would have decreased
between 2011 and now given the environment in Key West.
DESCRIPTION OF WORK
In order to accommodate the aircraft fleet mix currently operating at EYW, the Airport has
determined to rehabilitate/reconstruct the existing apron. Under a previous task order, Jacobs
evaluated the existing pavement and prepared conceptual level phasing plans, pavement sections,
and cost estimates. The previous task order also included topographic survey and a geotechnical
investigation. As a result of the previous study, the Airport selected a preferred option to replace
the existing asphalt apron with Portland Cement Concrete (PCC) pavement which is typically
used for parking areas for commercial aircraft.
The work involves demolition of the existing asphalt apron and construction of the new PCC
apron. The project will need to be phased to accommodate the airline operations. The existing
grades and drainage patterns of the apron will be evaluated to see if raising the apron grades is
possible to provide further protection against storm surge.
The estimated construction cost for the preferred option as stated in the conceptual report is $9.2
million.
Article A — 30% Design
The 30% design of the apron reconstruction will be based on the previously prepared conceptual
report. Additional tasks necessary to develop 30% construction drawings will be completed as
outlined below:
• Attend (1) project kick-off meeting with the Airport during this phase.
• Attend (1) project construction phasing meeting with the Airport during this phase
• Perform due diligence including meeting with contractors and material suppliers to
determine if a PCC batch plant would be beneficial and justified for the project.
Determine space requirements and access requirements for a potential PCC batch plant.
• Evaluate potential bid alternates and alternatives for the construction based on available
funding sources

possible
• Update the project construction schedule
• Update the project construction costs
• Develop preliminary pavement design
• Develop an outline of the technical specifications required
• Develop the Engineer's Report to 30% completion

comprehensive check on all documents to be submitted (i.e. plans, specifications,
estimates, etc.). Time will be required for engineers and CADD technicians to correct
items listed under the in-house QA/QC review.
• Meet with Airport staff to review the 30% submittal.
• Address 30% Review Comments
30% Design Deliverables
FAA: 2 half size copies of 30% plans, an outline of the technical specifications, and the
Preliminary Engineer's Report with cost estimate.
FDOT: 2 half size copies of 30% plans, an outline of the technical specifications, and the
Preliminary Engineer's Report with cost estimate.
County: 2 copies of the 30% plans (1 full size; 1 half size); an outline of the technical
specifications, and the Preliminary Engineer's Report with cost estimate.
Services for Article A will be provided under a lump sum basis.
Article B — 60% Design
The 60% design of the apron reconstruction will be based on the 30% design submittal.
Additional tasks necessary to develop 60% construction drawings will be completed as outlined
below:
• Attend (1) project construction phasing meeting during this phase with the Airport,
project stakeholders and the ATCT.
• Attend a pre -application meeting with the SFWMD to discuss the project scope and
permit requirements.

• Determine the potential need for underground ductbank routing under the new pavement
• Develop a preliminary Construction Safety and Phasing Plan for review by the Airport
• Update the project construction schedule
• Update the project construction costs
• Update preliminary pavement design
• Develop technical specifications to 60% completion and incorporate Monroe County
Front End documents
• Develop the Engineer's Report to 60% completion
• Update the Construction Drawings including the following:
o Title Sheet (1)
o General Plan (1)

check will involve an experienced independent individual, depending on each discipline,
to conduct a comprehensive check on all documents to be submitted (i.e. plans,
specifications, estimates, etc.). Time will be required for engineers and CADD
technicians to correct items listed under the in-house QA/QC review.
100% Design Deliverables
FAA: 2 half size copies of Final Plans and a CD containing the drawings, project
manual and specifications, and Final Engineer's Report with cost estimate.
County: 2 copies of plans (1 full size; 1 half size); 2 copies of project manual and
specifications; 2 copies of Engineer's Report with costs estimate, CD containing
Final Drawings and Project Manual for bidding purposes.

Services for Article D will be provided under a lump sum basis.
Article E — Bid Phase Services
Upon completion of the construction documents and at the request of the Airport, Jacobs will
prepare the project documents for bidding. Jacobs will perform bidding support services, the
following terms will apply:
A. The County appoints Jacobs as its Agent, and Jacobs accepts such
appointment to perform bid/procurement services on the County's behalf
in connection with the project.
B. Such services shall be performed under the County's direction and in
accordance to such forms, terms and conditions, or modifications or
revisions to same as the County may in its sole discretion at any time
instruct Jacobs to use. All services shall be carried out in accordance
with the procedures mutually agreed upon by the County and Jacobs.
C. Jacobs shall not have authority to accept or bind the County in any way
to changes, modifications, revisions, alterations, amendments, or
supplemental, additional, or different terms and conditions (hereinafter
referred to as "deviations") which may be submitted or requested by a
vendor or contractor. Jacobs shall immediately submit any deviations
from the County's standard terms and conditions to the County for
review by the County's Purchasing Manager or their representative and
such deviations shall not be accepted by Jacobs unless Jacobs receives
express written approval thereof from the County's Project and/or
Purchasing Manager or their representative.
D. All documents issued by Jacobs hereunder shall be signed by Jacobs for
the County if so directed. The ownership and title of all items purchased
hereunder shall pass directly from the selling party to the County, and
Jacobs shall at no time be a party to such transaction other than as agent
of the County. The County shall have the unilateral right to have the
commitment authority of Jacobs, its employee or this limited agency
authorization in its entirety revoked and cancelled at any time, with or
without cause. The County shall be obligated directly to the selling party
for all payments for materials, equipment, supplies and services procured
hereunder.
E. The County shall hold Jacobs and its employees harmless from any
claims, suits or liabilities arising out of any breach or other failure of
performance by any contractor, vendor or supplier under any contract or
purchase order issued by Jacobs hereunder.
The following task will be performed as part of the bid phase services:
• Coordinate with the County Purchasing Department and the Airport to advertise for bids.
• Coordinate with the County to provide electronic copies of the bid documents to
prospective bidders
• Prepare for and attend a project pre -bid conference

• Prepare responses to address requests for information from prospective bidders
• Prepare and coordinate the issuing one (1) addendum with the County purchasing
department.
• Revise bid documents as necessary for the addendum
• Review bids for responsiveness
• Prepare a bid tabulation
• Make a recommendation for award based on review of the bid information submitted.
ASSUMPTIONS
1. The design will be in accordance with the most current FAA-AIP Advisory Circular
listing dated February 11, 2015.
2. The current fleet mix will be provided by the Airport.
3. DEP and ACOE permits are not required based on the current scope of the project.
4. There are no existing underground utilities in the vicinity of the project.
5. Services not included in our scope of work include, but are not limited to, the following:
■ Construction phase services.
■ Special services not specifically listed above
■ Other services not described in our scope of work.

Commercial Apron Reconstruction
Key West International Airport
Scope of Services
American Infrastructure Development, Inc. (AID) will provide Professional Services to JACOBS
for the design of the apron pavement markings and independent quality control/quality
assurance review of the design of the project "Commercial Apron Reconstruction" at Key West
International Airport (EYW).
PAVEMENT MARKING PLANS AND DETAILS
AID will prepare pavement marking plans and details for the commercial apron reconstruction
based on the conceptual pavement marking plan developed previously by Jacobs. AID will
prepare the pavement markings plans based on the pavement geometry and layout plans
provided by Jacobs. In addition, AID will prepare temporary marking plans and details for the
construction phasing plan developed by Jacobs. AID will coordinate with Jacobs as necessary
to adjust construction phase limits to accommodate the fleet mix at EYW.
AID will prepare 30%, 60%, 90%, and 100% submittal packages in concurrence with the rest of
the design package that Jacobs is preparing.
INDEPENDENT QUALITY CONTROL/QUALITY ASSURANCE REVIEW SERVICES
k Review construction plans at the 30% Submittal.
• Review construction plans at the 60% Submittal.
x Review the Project Manual and Technical Specification for the 60% Submittal
x Provide written comments and questions related the independent review of the 60%
Submittal
h Review construction plans at the 90% Submittal.
x Review the Project Manual and Technical Specification for the 90% Submittal
x Provide written comments and questions related the independent review of the 90%
Submittal
h Review construction plans at the 100% Submittal.
