BACKGROUND As part of a previous task order, Jacobs prepared an Emergency Drainage Corrective Action Plan for EYW to alleviate flooding on the airfield during storm events that were affected by tidal conditions. In addition, Jacobs performed design and bid phase services for Drainage Reconstruction Phase 1 which consisted of the construction of drainage improvements including exfiltration trench on the west side of the airfield and the rehabilitation of existing drainage wells. Part of the original scope of work in Phase 1 that was not constructed due to lack of available funding was the construction of exfiltration trench on the east side of the airfield, re- grading of turf along the taxiway shoulders, and the installation of backflow prevention devices in the existing drainage wells. These items will be included in the bid documents for this project. DESCRIPTION OF WORK The additional scope of work included in this project consists of the following elements- • Design of additional interconnecting drainage pipes on the airfield • Design of a low berm along the perimeter fence as shown on the attached drawings. • Design of injection drainage wells as shown on the attached drawings Article A — 30% Design The 30% design of the drainage reconstruction will be based on the previously prepared corrective action plan. Additional tasks necessary to develop 30% construction drawings will be completed as outlined below: • Attend (1) project kick -off meeting with the Airport during this phase. • Perform a topographic survey of the proposed improvement areas • Perform a geotechnical investigation • Perform due diligence to determine conceptual design for proposed drainage wells. • Evaluate potential bid alternates and alternatives for the construction based on available funding sources • Develop the project construction schedule • Develop the project construction costs • Develop an outline of the technical specifications required • Develop the Engineer's Report to 30% completion • Perform preliminary hydraulic design for pumps and associated piping • Develop the Construction Drawings including the following: • Title Sheet (1 Sheet) • General Plan (1 Sheet) Page 1 of 7 • Notes and Summary of Quantities(1 Sheet) • General Safety and Phasing Plan(1 Sheet) • Detailed Safety and Phasing Plan(5 Sheets) • Existing Conditions Plan (6 Sheets) • Geotechnical Boring Logs and Location plan(1 Sheets) • Preliminary Drainage Plans (6 Sheets) • Additive Bid Plans (4 Sheets) • Typical Sections (Pavement and Berm) (1 Sheet) • Preliminary Drainage Details (2 Sheets) • Preliminary Drainage Well Details (3 Sheets) • Preliminary Pump Plans & Details (5 Sheets) Conduct an in -house QA/QC review. The in -house QA/QC check will involve an experienced independent individual, depending on each discipline, to conduct a comprehensive check on all documents to be submitted (i.e. plans, specifications, estimates, etc.). Time will be required for engineers and CADD technicians to correct items listed under the in -house QA/QC review. Meet with Airport staff to review the 30% submittal. Address 30% Review Comments 30% Design Deliverables FAA: 2 half size copies of 30% plans, an outline of the technical specifications, and the Preliminary Engineer's Report with cost estimate. FDOT: 2 half size copies of 30% plans, an outline of the technical specifications, and the Preliminary Engineer's Report with cost estimate. County: 2 copies of the 30% plans (1 full size; 1 half size); an outline of the technical specifications, and the Preliminary Engineer's Report with cost estimate. Services for Article A will be provided under a lump sum basis. Article B — 60% Design The 60% design of the drainage reconstruction will be based on the 30% design submittal. Additional tasks necessary to develop 60% construction drawings will be completed as outlined below: • Attend (1) project construction phasing meeting during this phase with the Airport, project stakeholders and the ATCT. • Attend a pre - application meeting with the SFWMD to discuss the project scope and permit requirements. • Coordinate with the electric utility to confirm the location and capacity of proposed electrical service points. • Develop a preliminary Construction Safety and Phasing Plan for review by the Airport and FAA • Update the project construction schedule • Update the project construction costs • Develop preliminary pavement design for reconstruction areas Page 2 of 7 • Develop technical specifications to 60% completion and incorporate Monroe County Front End documents • Develop the Engineer's Report to 60% completion • Update hydraulic design for pump and associated piping • Perform preliminary structural design for drainage wetwell. • Update the Construction Drawings including the following: • Title Sheet (I Sheet) • General Plan (1 Sheet) • Notes and Summary of Quantities(1 Sheet) • General Safety and Phasing Plan(1 Sheet) • Detailed Safety and Phasing Plan(5 Sheet) • Existing conditions plan (6 Sheets) • Geotechnical boring logs and location plan(I Sheet) • Grading and Drainage Plans (6 Sheets) • Additive Bid Plans (4 Sheets) • Typical Sections (Pavement and Berm) (1 Sheet) • Drainage Details (2 Sheets) • Drainage Well Details (3 Sheets) • Pump Plans & Piping Details (5 Sheets) • Erosion Control Plans and Details (6 Sheets) • Electrical Plan (5 Sheets ) • Conduct an in -house QA/QC review. Additional tasks necessary to develop 100% construction documents will be completed as outlined below: • Finalize the Construction Drawings including the following: o Title Sheet (1) • General Plan (1) • Notes and Summary of Quantities(1) • General Safety and Phasing Plan(1) • Detailed Safety and Phasing Plan(5) • Existing conditions plan (1) • Geotechnical boring logs and location plan(1) • Grading and Drainage Plans (6 Sheets) • Additive Bid Plans (4 Sheets) • Typical Sections (Pavement and Berm) (1 Sheet) • Drainage Details (3 Sheets) • Drainage Well Details (3 Sheets) • Pump & Piping Details (1 Sheet) • Erosion Control Plans and Details (6 Sheets) • Electrical Plan (4 Sheets ) • Electrical Details (2 Sheets) • Finalize the project construction schedule • Finalize the project construction costs • Finalize the technical specifications and front end documents to 100% completion • Finalize the Engineer's Report • Participate in a Safety Risk Management (SRM) meeting with the Airport regarding the project safety and phasing. • Conduct an in -house QA/QC review prior to each submission. The in -house QA/QC check will involve an experienced independent individual, depending on each discipline, to conduct a comprehensive check on all documents to be submitted (i.e. plans, specifications, estimates, etc.). Time will be required for engineers and CADD technicians to correct items listed under the in -house QA/QC review. 100% Design Deliverables FAA: 2 half size copies of Final Plans and a CD containing the drawings, project manual and specifications, and Final Engineer's Report with cost estimate. County: 2 copies of plans (1 full size; 1 half size); 2 copies of project manual and specifications; 2 copies of Engineer's Report with costs estimate, CD containing Final Drawings and Project Manual for bidding purposes. Services for Article D will be provided under a lump sum basis. Article E — Bid Phase Services Upon completion of the construction documents and at the request of the Airport, Jacobs will prepare the project documents for bidding. Jacobs will perform bidding support services, the following terms will apply: Page 5 of 7 A. The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform bid/procurement services on the County's behalf in connection with the project. B. Such services shall be performed under the County's direction and in accordance to such forms, terms and conditions, or modifications or revisions to same as the County may in its sole discretion at any time instruct Jacobs to use. All services shall be carried out in accordance with the procedures mutually agreed upon by the County and Jacobs. C. Jacobs shall not have authority to accept or bind the County in any way to changes, modifications, revisions, alterations, amendments, or supplemental, additional, or different terms and conditions (hereinafter referred to as "deviations ") which may be submitted or requested by a vendor or contractor. Jacobs shall immediately submit any deviations from the County's standard terms and conditions to the County for review by the County's Purchasing Manager or their representative and such deviations shall not be accepted by Jacobs unless Jacobs receives express written approval thereof from the County's Project and/or Purchasing Manager or their representative. D. All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so directed. The ownership and title of all items purchased hereunder shall pass directly from the selling party to the County, and Jacobs shall at no time be a party to such transaction other than as agent of the County. The County shall have the unilateral right to have the commitment authority of Jacobs, its employee or this limited agency authorization in its entirety revoked and cancelled at any time, with or without cause. The County shall be obligated directly to the selling party for all payments for materials, equipment, supplies and services procured hereunder. E. The County shall hold Jacobs and its employees harmless from any claims, suits or liabilities arising out of any breach or other failure of performance by any contractor, vendor or supplier under any contract or purchase order issued by Jacobs hereunder. The following task will be performed as part of the bid phase services: • Coordinate with the County Purchasing Department and the Airport to advertise for bids. • Coordinate with the County to provide electronic copies of the bid documents to prospective bidders • Prepare for and attend a project pre -bid conference • Prepare responses to address requests for information from prospective bidders • Prepare and coordinate the issuing one (1) addendum with the County purchasing department. • Revise bid documents as necessary for the addendum • Review bids for responsiveness • Prepare a bid tabulation • Make a recommendation for award based on review of the bid information submitted. Page 6 of 7 ASSUMPTIONS 1. The design will be in accordance with the most current FAA -AIP Advisory Circular listing dated February 11, 2015. 2. It is assumed that the electrical service point for the injection well on the east side of the airfield will be the electrical service for the existing pump station in that vicinity and that this service location has sufficient capacity to accommodate the pump station. 3. It is assumed that the electrical service point for the injection well on the west side of the airfield will be in the vicinity of the existing hangar development and that this service location has sufficient capacity to accommodate the pump station. 4. DEP and ACOE permits are not required based on the current scope of the project. 5. The assumed location of the existing underground utilities in the vicinity of the project will be based on existing EYW Utility Drawings by URS. Subsurface Utility Engineering is not included in the scope 6. Services not included in our scope of work include, but are not limited to, the following: • Construction phase services. • Resident project representative services • Special services not specifically listed above • Other services not described in our scope of work.
