This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ( "Client ") and JACOBS
PROJECT MANAGEMENT CO. ( "Consultant "), dated November 16, 2011 ( "Agreement ") as
ammended by Amendment #1, dated October 17, 2012 ( "Addendum "). The Agreement is
incorporated herein and forms an integral part of this Task Order.
Services Authorized: MTH Hangars Additional Design, FBC Update & Phased Package.
Client authorizes Consultant to perform the Services described in Exhibit A attached hereto and
incorporated herein, which Exhibit A is marked with the above noted Task Order No. and
consists of 6 page(s).

EXISTING CONDITIONS
The existing site is undeveloped with a Florida Department of Transportation easement located
on the south side of the property. Existing potable water, sewer, and electric utility services are
available on the south side of the property along Rick Turner Rd.
Jacobs previously provided site planning and preliminary engineering for the development of 11
new hangars at the Florida Keys Marathon Airport under separate task order, PSO #11.
Jacobs also provided detailed design services and bidding for the hangars and associated site
development. Jacobs provided civil, architectural, structural, mechanical, electrical and
plumbing engineering documents for a new 20,400 square foot +/- (11 bays within 2 buildings)
aircraft hangars for the storage of aircraft located at the Florida Keys Marathon Airport in
Marathon, PSO #34.
The eleven shade hangars on the northeast side of RW 25 along Taxiway E have exceeded
their useful life span and are also within the Runway Protection Zone (RPZ) of Runway 25.
These shade hangars will be demolished after the construction of the eleven new hangars on
the southeast side of RW 25 along Taxiway A, therefore removing the RPZ obstruction. Jacobs
also develop the detailed civil design documents to include the demolition of the existing
shade hangars and associated paved hangar pads and taxiway connectors in PSO #34.
This project was previously bid but the proposals exceeded the funding sources.
Therefore, this project will be repackaged to accommodate a phased construction.
SCOPE OF WORK
Jacobs will provide additional design services, review and incorporate additional requirements
of the new Florida Building Code (FBC) 5 th Edition - 2014, and repackage the Construction
Documents to accommodate phased construction for grant funding purposes for the New
Storage Hangars project at The Florida Keys Marathon International Airport (MTH).
DESCRIPTION OF WORK
The additional design services, FBC implementation, repackage of Construction Documents for
phased construction and construction phase services will provide the following:
ARTICLE A — ADDITIONAL DESIGN SERVICES

During the detailed design phase of the New Storage Hangars the adjacent hangars needed to
be reviewed to establish building separations required by the FBC and the National Fire
Protection Association (NFPA) codes. At the 30% it was determined that the adjacent Hangar
was not built to code which ultimately had impacts on the configuration of the planning approved
New Storage Hangars and the overall hangar configuration and required a redesign.
A site visit was required to investigate the existing conditions of the adjacent hangar and
additional codes review for that hangar was necessary. Drawings of the hangar in question were
developed to support the investigative process.
After the data collection was complete a meeting with the Monroe County Fire Review was held
to discuss our code interpretation and our approach to the fire protection of the new hangar. It
was determined that the best solution was to change the layout of the new hangars which
required substantial change to the design drawings.
In addition, deep foundations were required for the new hangars as mandated by Monroe
County Amendments to the FBC. This required significant additional structural foundation
engineering and design. The previously completed Geo Technical Report had to be revised
with additional calculations to accommodate deep foundation design. This task was completed
by our sub consultant Tierra South Florida.
The specific tasks Jacobs will perform are:
Data Collection
1. Perform site visit to review adjacent Antique Air hangar
Building Design
1. Develop alternate hangar layouts and review with owner and tenants
2. Revise all of the design documents; Civil, Structural, Architectural, Mechanical, Electrical
and Plumbing engineering to accommodate a new hangar configuration approved by the
owner and tenants.
3. Additional Structural design and engineering to accommodate deep foundations.
4. Additional calculations required for the Geotechnical report to accommodate deep
foundations. Work performed by Tierra South Florida.
5. Additional QA/QC on revised hangar layout drawing set.
Civil Design
1. Develop alternative site plans with reconfiguration of the proposed hangars in accordance
with FBC and NFPA based on the condition of the adjacent Antique Air hangar.
2. Modify the site plan to accommodate the relocation of the existing Sherriffs trailer and
modify entrance to avoid existing trees.

3. Revise all of the civil design documents including site plan, grading and drainage plan, and
utility plan based on new hangar configuration approved by the owner and tenants.
4. Update the project quantities based on revised civil documents
5. Additional QA/QC on updated civil drawing set.
Services for Article A will be provided under a lump sum basis.
ARTICLE B — FBC IMPLEMENTATION & PHASED PACKAGE
The existing construction documents, based on the 2010 Florida Building Code (FBC), will be
updated to include the requirements of the newly implemented FBC 5 th Edition 2014. In addition
the Construction Documents will be repackaged to allow phased construction to accommodate
grant funding.
The specific tasks Jacobs will perform are:
Data Collection
1. Code research for the new 2014 FBC and applicable codes, all disciplines, structural,
architectural, mechanical, electrical, and plumbing.
Building Design
1. Implement the requirements of the new FBC and applicable codes in the Construction
Documents; all disciplines, structural, architectural, mechanical, electrical, and plumbing.
2. Assemble the revised Construction Documents into two separate packages to
accommodate distinct grant funding sources.
Documents shall include the final drawings for following:
• Title sheet including index of drawings, abbreviations, schedule of material indications,
and schedule of notations and symbols.
• An area location map and legal description of property.
• Life - safety plans to show exit strategy, rated doors, emergency wall openings and
ramps. Fire extinguishers, emergency lighting, exit signs, smoke and fire dampers, and
other life safety- equipment relevant to the facility shall be indicated by symbol.
• Floor plans including: All dimensions and any target notes explaining the extent of work,
wall types, or other component, assembly or direction regarding the construction.
• Exterior elevations showing location of the rain water leaders, openings and light
fixtures.
• Interior elevations showing all restroom elevations.
• Building and wall sections to establish vertical controls and construction types for the
Project.
• Details of the following: Doorjamb, head and sill conditions. Wall types. Window head,
sill and jamb conditions. Interior signage to include room identification, emergency
exiting and equipment signs, and any other items pertinent to the identification of the
project.
• Room finish and door schedules coordinated with the floor plans.

• Structural Engineering foundation plans, structural schedules and details.
• Structural foundation analysis and calculations.
• Mechanical Engineering: Detail of ventilation system (if required) to communicate the
design intent and coordination with other disciplines.
• Electrical Engineering: Drawings for lighting, including circuiting and luminaire
identification and switching. Convenience outlets and circuiting. Power systems and
equipment. Panel schedules, applicable installation details, general legend and
abbreviations.

Civil Design
1. Update Technical Specifications and Bid Form
2. Update construction quantities and cost estimate for two (2) bid schedules
3. Update construction drawings including landscape plans into two (2) bid schedules
4. Attend up to two (2) coordination meetings with the County.
5. Coordinate with FDOT to modify existing drainage easement.
Services for Article B will be provided under a lump sum basis.
Article C — Bid Phase Services
Upon completion of the construction documents and at the request of the Airport, Jacobs will
prepare the project documents for bidding. Jacobs will perform bidding support services, the
following terms will apply:

A. The County appoints Jacobs as its Agent, and Jacobs accepts such
appointment to perform bid /procurement services on the County's behalf
in connection with the project.
B. Such services shall be performed under the County's direction and in
accordance to such forms, terms and conditions, or modifications or
revisions to same as the County may in its sole discretion at any time
instruct Jacobs to use. All services shall be carried out in accordance
with the procedures mutually agreed upon by the County and Jacobs.
C. Jacobs shall not have authority to accept or bind the County in any way to
changes, modifications, revisions, alterations, amendments, or
supplemental, additional, or different terms and conditions (hereinafter
referred to as "deviations ") which may be submitted or requested by a
vendor or contractor. Jacobs shall immediately submit any deviations
from the County's standard terms and conditions to the County for review
by the County's Purchasing Manager or their representative and such
deviations shall not be accepted by Jacobs unless Jacobs receives
express written approval thereof from the County's Project and /or
Purchasing Manager or their representative.
D. All documents issued by Jacobs hereunder shall be signed by Jacobs for
the County if so directed. The ownership and title of all items purchased
hereunder shall pass directly from the selling party to the County, and
Jacobs shall at no time be a party to such transaction other than as agent
of the County. The County shall have the unilateral right to have the
commitment authority of Jacobs, its employee or this limited agency
authorization in its entirety revoked and cancelled at any time, with or
without cause. The County shall be obligated directly to the selling party
for all payments for materials, equipment, supplies and services procured
hereunder.
E. The County shall hold Jacobs and its employees harmless from any
claims, suits or liabilities arising out of any breach or other failure of
performance by any contractor, vendor or supplier under any contract or
purchase order issued by Jacobs hereunder.
The following task will be performed as part of the bid phase services:
• Coordinate with the County Purchasing Department and the Airport to advertise for bids.
• Coordinate with the County to provide electronic copies of the bid documents to
prospective bidders
• Prepare for and attend a project pre -bid conference
• Prepare responses to address requests for information from prospective bidders
• Prepare and coordinate the issuing one (1) addendum with the County purchasing
department.
• Revise bid documents as necessary for the addendum
• Review bids for responsiveness
• Prepare a bid tabulation
Make a recommendation for award based on review of the bid information submitted.

QUALIFICATIONS AND ASSUMPTIONS
For the purpose of providing a stipulated fee amount, this proposal has ben based on the
following qualifications and assumptions:
■ Jacobs Project Management Company will invoice on a percent complete, including
expenses, to compensate the level of effort required for each assignment.
