FIRST AMENDMENT TO
AGREEMENT FOR
CONSULTING SERVICES
Between
MONROE COUNTY BOARD OF COUNTY COMMISSIONERS
And
BECKER AND POLIAKOFF, PA.
This Amendment ( "Amendment ") made and entered into this 21" day of October, 2015, is an amendment
to the Agreement dated September IT 2014 by and between Monroe County, a political subdivision of
the State of Florida, and whose address is 1100 Simonton Street, Key West, Florida, 33040, its successors
and assigns, hereinafter referred to as "COUNTY," through the Monroe County Board of County
Commissioners (`BOCC "), and Becker and Poliakoff, PA. is a corporation authorized to do business in
the State of Florida, and whose address is 1275 K Street, Suite 850, Washington DC 20005; its
successors and assigns, hereinafter referred to as "LOBBYIST'; and
WHEREAS, the COUNTY desires to employ the professional services of LOBBYIST,
Becker and Poliakoff, PA. for federal legislative and lobbying services assigned by the County
Administrator and Legislative Affairs Director and agreed to by LOBBYIST; and
WHEREAS, LOBBYIST has agreed to provide professional services for federal legislative
and Iobbying services as assigned by the County Administrator and agreed to by LOBBYIST; and
NOW, THEREFORE in consideration of the mutual promises and covenants of this
Agreement, the parties agree as follows:
1. The Parties agree to continue the services of LOBBYIST for an extended period of time
beginning October 1, 2015 and terminating on September 30, 2016.
2. All insurance required under the original agreement shall be required under this amendment and
coverage shall be immediately extended so that coverage shall be continuous through September
30, 2016.
3. This Amended Agreement shall automatically terminate on September 30, 2016; however, either
party hereto may terminate this Agreement as Amended with or without cause upon Thirty (30)
days written notice to the other. If the COUNTY utilizes this provision the termination shall
supersede any other payment obligation Termination expenses shall be paid and shall include any
COUNTY approved reimbursement up to the date of notice of termination subject to audit for
verification.
4. All of the terms and conditions of the September 17, 2014 Agreement shall remain in full force
and effect during the term of this Amendment; and all time frames shall be adjusted automatically
to conform to the time frame of the Amendment.
5. This Amendment is effective upon execution by LOBBYIST and acceptance and approval by
COUNTY in accordance with COUNTY'S policies, ordinances, or governing statutes retroactive
to September 30, 2015.
6. This Amendment may be executed in any number of counterparts, each of which shall be
regarded as an original, all of which taken together shall constitute one and the same instrument
and any of the parties hereto may execute this Agreement by signing any such counterpart.
IN WITNESS WHEREOF, each party has caused this Amendment to the September 17, 2014 Agreement

MEMORANDUM

RE: Yearly Renewal Report
B &P worked on the following issues and action items from October, 2014 to
September 2015.
B &P has been working on the following legislation for Monroe County:
Worked with House members on County's request for the Florida Keys Water
Quality Improvement Program (FKWQIP) which was included in the House
Energy & Water Appropriations bill in the Environmental Infrastructure
account for $10 million nationally. The bill passed the House and is awaiting
legislative action in the Senate.
Briefed Rep. Carlos Curbelo's office on H.R. 2923, the Maritime and Energy
Workforce Technical Training Enhancement Act, requiring the Secretary of
Energy to award grants to expand programs in maritime and energy
workforce technical training. Rep. Curbelo has signed onto the bill as a co-
sponsor.
Drafted the following legislative language to be added to the Interior
Appropriations Bill through Rep. Mario Diaz - Balart's office: "The Committee
encourages the US Fish and Wildlife Services to prioritize land acquisition
through the Land and Water Conservation fund for areas highly restricted in
the issuance of building permits within the Federal Species Focus Areas."
The FY -16 Interior Appropriations bill passed the House so we are awaiting a
Conference report or the FY -17 bill to insert the report language.
Reported on the limitation amendment in the House Interior Appropriations
that no funds may be used to further implement the coastal and marine
spatial planning and ecosystem -based management components of the
National Ocean Policy.
Reported on a provisions in the FEMA Reauthorization Bill that passed of the
House Transportation & Infrastructure Committee mandating that FEMA

adhere to a 3 year statute of limitation from the closeout of the project, not
the actual event.
• Researching whether S. 1894, the California Emergency Drought Relief Act
of 2015, can be amended to include water recycling projects for Florida.
• Briefed Congressional offices on S. 1370, the Support for Bridges Act to
adequately fund bridges in the United States.
B &P has notified the County of the following rules and legislation:
Rep. Carlos Curbelo's Foreign Spill Protection Act.
Updated rule for Clean Water Act Methods for the Analysis of Effluent.
Social services issues:
• support the Social Services Block Grant,
• proposals to convert both Medicaid and the Supplemental Nutrition
Assistance Program (SNAP) into state block grants and calls for the
repeal of the Affordable Care Act (ACA), and
• The Justice for Victims of Trafficking Act (S. 178), providing
competitive grant funding to state and local entities to enhance
collaboration and provide services to youth trafficking victims.
Final Waters of the United States (WOTUS) rule released by the EPA.
S. 1370, the Support for Bridges Act.
Move America Bonds legislation.
B &P has attended the following meetings on behalf of Monroe County:
• September 2014 DC Fly -in with Bob Schillinger regarding the Payments in
Lieu of Taxes program.
• October 2014 Monroe County BOCC meeting on the federal legislative
agenda.
• February 2015 NACO Legislative Conference.
• May 2015 meeting with Rep. Mario Diaz - Balart and Rep. Carlos Curbelo
regarding the Monroe County priorities.
• Rep. Mario Diaz - Balart's office to discuss LWCF federal funding and
increased funding of the Department of Defense's Readiness and
Environmental Protection Integration program.
• Sen. Bill Nelson's office regarding submitting report language for the Senate
Interior Appropriations bill on the LWCF.
B &P has provided Monroe County with reports and updates on the following issues:
• Status update on PILT federal funding.
• FY -2016 Transportation, Housing and Urban Development funding bill.
• Congressional Budget Office Highway Trust Fund Presentation.
• Congressional Research Service Report on Land and Water Conservation
Fund: Overview, Funding History, and Issues.
• Latest PILT State by State Summary.
• FY -15 Local Byrne JAG allocations.
• Final FY -2015 PILT payment to Monroe County of $1,067,889.
• Updated County on the latest with the Highway Bill and the federal FY -16
appropriations process.
B &P has notified Monroe County of the following grant opportunities:
• U.S. Department of Transportation's (DOT) Transportation Investment
Generating Economic Recovery (TIGER) competitive grant program.
• FY15 Technology Innovation for Public Safety (TIPS) Grant.
• Arts Funding Opportunities, specifically the NEA Our Town grant, and the
Art Works Grant.
• New Body Worn Cameras Federal Grant.
• Museum and Library Grants being solicited by the Institute of Museum and
Library Services.
• NOAA Marine Debris Program providing federal funding to support locally -
driven, marine debris prevention, assessment, and removal projects that will
benefit coastal habitat, waterways, and NOAA trust resources.
B &P has also provided the following additional updates and reports:
• Filed and completed LD -2 Lobbying Disclosure Report.
• Provided weekly memo on Congressional legislative activities in Washington.
• Provided a monthly memo on all legislative activities
• Notified County of our firm's Disaster Recovery Team.
