Request falls under Chapter 7(A) of the Monroe County Purchasing Policy ITEM BACKGROUND: MCFR's Pierce pumper has significant rust damage to the frame and undercarriage to the extent it will affect reliable front-line reserve service delivery. Pierce Manufacturing has advised they have a refurbished 2004 Pierce pumper available for immediate purchase and delivery. After evaluating the estimated cost to repair the current Pierce pumper along with the potential for other unknown costs involved with the repair versus the opportunity to replace the current pumper with a reconditioned Pierce pumper, MCFR recommends the purchase of the reconditioned pumper. The $90,000 purchase price of the refurbished Pierce pumper would immediately place a piece of apparatus in front-line reserve service which would not only address the rust, electrical issues and water pump repair costs, but is a more reliable piece of fire equipment to protect the citizens. Thirty percent of the overall purchase are improvements which ensure the equipment will provide and extend many years of service to Monroe County beyond what the repair of the current pumper (County ID 4698 / Tag 234405/ VIN 4P1CS01A35A005314) could provide. The purchase is exempt under Monroe County's Purchasing Policy because it is an emergency purchase under Chapter 7(B) of the Purchasing Policy and Section 2-347(k)(1) of the Monroe County Code. Having the pumper truck out of service could constitute an immediate danger to public health or safety; a danger of loss of public or private property requiring immediate action; and/or an interruption in the delivery of an essential life safety service.
