Approval to renew the current service agreement with Gallagher
Benefit Services, Inc. to provide Employee Benefits consulting services for up to one year.
ITEM BACKGROUND:
The County is currently contracted with Gallagher Benefits Services, Inc.
to provide consulting services on an as needed bases in regards to Employee Benefits, including but
not limited to the group health plan, prescription plan, life insurance, vision and dental plans.
On May 19, 2010 approval was obtained from the BOCC to solicit proposals for an Employee
Benefits Consultant and on September 15, 2010 a service agreement with an effective date of
October 1, 2010 was approved with Gallagher Benefits Services, Inc. with an annual compensation
of $129,000. Agreement automatically renewed for two consecutive years; agreement was set to
expire on October 1, 2013. On April 17, 2013 approval was obtained from the BOCC to renew the
contract with no changes in the terms or conditions of agreement, including compensation of
$129,000. The agreement renewed effective October 1, 2013 and then automatically renewed for
two consecutive terms. The contract expiration is current set for October 1, 2016.
We are requesting to extend the Gallagher Benefit Services, Inc. Agreement up to one more year in
order to allow time to RFP the benefits consulting services. This will bring their contract to October
30, 2017. This additional year will allow Gallagher to assist county staff with conducting RFPs for
vision provider (existing contract expiring 12/31/16) and prescription provider (existing contract
expiring 9/30/17). Selection of the prescription vendor is especially complex and staff recommend
maintaining Gallagher to assist in these processes.
PREVIOUS RELEVANT BOCC ACTION: Initial agreement effective October 1, 2010 with
automatic renewals through 2013; Agreement renewed effective October 1, 2013 with
automatic renewals through 2016. Current agreement expires October 1, 2016.
