2:30 P.M. TIME APPROXIMATE: Approval of an inter-local
agreement with the City of Key West Housing Authority to renovate and utilize the Senior Citizen
Plaza kitchen for the County's Congregate Meal Program and seniors' social activities. The
renovations will be funded from the one-cent infrastructure tax.
ITEM BACKGROUND:
Monroe County provides a grant-funded meal program which offers
congregate and home-delivered meals and social activities to senior citizens 60 years of age and
older. The Key West Senior Center, which houses the kitchen and these activities at the Harvey
Government Center, was undergoing major structural repairs which found that the repairs are far
more extensive than expected and plans may to demolish the building. The long term inter-local
agreement with the Housing Authority will be mutually beneficial by allowing the County's program
to take place at the Housing Authority's Senior Citizen Plaza located at 1400 Kennedy Drive for the
joint use of its residents and County senior citizens. Monroe County will pay for the costs of
equipping and renovating the kitchen in accordance with the City of Key West commercial building
code for an estimated cost not to exceed $200,000, which was originally appropriated for the repairs
of the Senior Center at the Harvey Government Center.
PREVIOUS RELEVANT BOCC ACTION:
On April 15, 2015, the BOCC approved a contract
with Burke Construction Group, Inc. for the Senior Nutrition Center Renovations in Key West in the
amount of $528,714.00. Work was halted because repairs were found to be far more extensive than
expected. Of the fiscal year 2016 appropriation, approximately $507,000 will remain unallocated
after termination of the construction contract. An estimated $125,000 will be required to demolish
the building leaving sufficient funds within the original appropriation for the renovation.
