RESOLUTION NO. 131 -2016
A RESOLUTION OF THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA PRIORITIZING THE 2016 TRANSPORTATION
ALTERNATIVES PROGRAM APPLICATIONS.
WHEREAS, The Florida Department of Transportation (FDOT) opened the 2016
Transportation Alternatives Program (TAP) application cycle on February 5, 2016. The
Transportation Alternatives Program is federal funding available for non - motorized
transportation, which FDOT administers; and
WHEREAS, FDOT requires local priority rankings be approved by the Monroe County
Board of County Commissioners as part of the application process; and
WHEREAS, two applications were submitted for consideration and were deemed
technically eligible for funding by FDOT: Monroe County submitted Pigeon Key Ramp Bridge,
requesting $1,000,000 and the City of Key West submitted for a Bicycle and Pedestrian Master
Plan Implementation Starter Kit, requesting $235,000; and
WHEREAS, an intergovernmental committee, consisting of representatives from
Monroe County, the City of Marathon, and the City of Key West, ranked the applications based
on criteria found within the FDOT application; and
WHEREAS, the ranking of the 2016 applications is based on a 100 point scale: where
Monroe County Pigeon Key Ramp Bridge received an overall average score of 85.7 and the City
of Key West Bicycle and Pedestrian Master Plan Implementation Starter Kit received an overall
average score of 84; and
WHEREAS, given the average scores the committee recommended Monroe County
Pigeon Key Ramp Bridge receive a ranking of 1 and City of Key West Bicycle and Pedestrian
Master Plan Implementation Starter Kit receive a ranking of 2; and
WHEREAS, at a public hearing, the Board considered comments from citizens wishing
to speak on the matter; and
WHEREAS, the Board fully supports the funding of both applications; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT:
Monroe County prioritization of the 2016 Transportation Alternatives Program
applications is as follows:
1. Monroe County Pigeon Key Ramp Bridge- $1,000,000
2. City of Key West Bicycle and Pedestrian Master Plan Implementation Starter
Kit- $235,000
2. Requests the Florida Department of Transportation provide Transportation Alternative
Program funds in the upcoming FDOT District Six 2017/2018 - 2021/2022 Five Year
Work Program for Monroe as requested by the applicants.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
at a regular meeting of the Board held on the 15 day of June 2016.
