Presentation of Worksite Wellness Award for Comprehensive
Tobacco Cessation Benefits to the Monroe County Board of County Commissioners in recognition
of their commitment to Employee Health.
ITEM BACKGROUND:
The MCBOCC Employee Benefits Coordinator participates in the
Tobacco-Free Florida Keys and Monroe County Worksite Wellness group meetings. As participants
in these meetings we were made aware of the Florida Tobacco Cessation Alliance's Gold Level of
Recognition Award and encouraged to "Be Recognized" for Monroe County BOCC Health Plan's
strong tobacco cessation program. To be eligible for the Gold Level of Recognition you must have a
comprehensive tobacco cessation benefit, such as offering: seven options for quitting; counseling
sessions to support smoking cessation; promotions, covering tobacco cessation services for
employees; and a minimum of two quit attempts per year. Our application was submitted with
supporting documentation and on April 12, 2016 we received a letter from the Florida Tobacco
Cessation Alliance congratulating us on our eligibility to receive the Gold Level Recognition. The
Monroe County BOCC's Prescription Plan covers all seven of the FDA-approved tobacco cessation
medications with unlimited quit attempts per year for all covered participants. We also provide
ongoing counseling available through the Area Health Education Center (AHEC) program and
Florida Blue. Monroe County BOCC also has a No Tobacco Use Policy since October 2014.

BACKUP TO FTCA AWARD PRESENTATION
The Florida Tobacco Cessation Alliance, also known as the (FTCA), is comprised of a comprehensive
network of groups determined to improve the health of our state, work together to raise awareness that
tobacco dependency is a chronic, relapsing medical condition, not just a habit or personal choice, and to
advocate for the adoption of comprehensive treatment resources and benefits for all tobacco users.
17.5% of adults in Florida smoke and/or use tobacco products. It is estimated that smoking cost Florida
$19.6 billion a year in workplace productivity losses, premature deaths and direct healthcare
expenditures. The additional annual cost to employers due to lost productivity and medical expenses is
roughly $3,400 per smoker.
The FTCA is working to educate business communities about how providing comprehensive tobacco
cessation treatment as a health benefit will not only improve the health of their employees, but also
improve their bottom line.
The FTCA developed a plan to recognize employers who offer outstanding cessation benefits to their
employees. Employers must submit an application and supporting documentation which is reviewed to
determine eligibility to receive the Gold Level of Recognition. The award is based on the Public Health
for effective cessation
treatments.
As participants in the Tobacco-Free Florida Keys and Monroe County Benefits Round Table group
meetings we were made aware of this award and for Monroe County
BOCC Health Planstrong tobacco cessation program. The Benefits Office submitted our application
and on April 12, 2016 we were notified that we were eligible to receive the Gold Level of Recognition.
