ITEM BACKGROUND: The Florida Keys Overseas Heritage Trail Master Plan completed in 2000 was prepared by Monroe County in Partnership with Florida Department of Environmental Protection (FDEP), Florida Department of Transportation (FDOT) and the National Park Services to fulfill the Monroe County citizens desire to have a continuous trail along US 1 spanning the length of the Keys. As such, completion of the trail is a high priority for the County, FDEP and other stakeholders. At the February 10, 2016 the BOCC approved a resolution supporting the FDEP Legislative Budget Request for Historic Bridges along the Florida Keys Overseas Heritage Trail. During the public comment session, citizens expressed concern over the need to complete the section of the trail along Sugarloaf Key, from Mile Marker 16- Mile Marker 20, as design began several years ago but construction was delayed due to funding and shoreline erosion design issues. A resolution was requested by the BOCC to include the continued support for the completion of the trail with priority given to Sugarloaf section, a request to FDEP to consider project phasing, and a request to FDOT to provide funding in the upcoming Five Year Work Program.
