AGENDA ITEM WORDING: Approval of a resolution expressing support for the Florida
Department of Environmental Protection and the Florida Department of Transportation to continue
to design and construct the remaining portions of the Florida Keys Overseas Heritage Trail,
requesting prioritization of design, construction, and funding of the Sugarloaf Key section of the trail
and consideration for project phasing.
ITEM BACKGROUND: The Florida Keys Overseas Heritage Trail Master Plan completed in 2000
was prepared by Monroe County in Partnership with Florida Department of Environmental
Protection (FDEP), Florida Department of Transportation (FDOT) and the National Park Services to
fulfill the Monroe County citizens desire to have a continuous trail along US 1 spanning the length
of the Keys. As such, completion of the trail is a high priority for the County, FDEP and other
stakeholders.
At the February 10, 2016 the BOCC approved a resolution supporting the FDEP Legislative Budget
Request for Historic Bridges along the Florida Keys Overseas Heritage Trail. During the public
comment session, citizens expressed concern over the need to complete the section of the trail along
Sugarloaf Key, from Mile Marker 16- Mile Marker 20, as design began several years ago but
construction was delayed due to funding and shoreline erosion design issues.
A resolution was requested by the BOCC to include the continued support for the completion of the
trail with priority given to Sugarloaf section, a request to FDEP to consider project phasing, and a
request to FDOT to provide funding in the upcoming Five Year Work Program.

A RESOLUTION OF THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA EXPRESSING SUPPORT FOR THE CONTINUED
EFFORTS OF FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION AND FLORIDA
DEPARTMENT OF TRANSPORTATION TO DESIGN AND
CONSTRUCT THE REMAINING PORTIONS OF THE
FLORIDA KEYS OVERSEAS HERITAGE TRAIL,
REQUESTING PRIORITIZATION OF DESIGN,
CONSTRUCTION AND FUNDING OF THE SUGARLOAF
KEY SECTION (FROM MM16-MM20) AND
CONSIDERATION FOR PROJECT PHASING, AND
PROVIDING DISTRIBUTION INSTRUCTION AND AN
EFFECTIVE DATE.
WHEREAS, the Florida Keys Overseas Heritage Trail (FKOHT) is a locally -inspired
multi -use bicycle and pedestrian facility that serves as a recreational and alternative
transportation corridor for the Florida Keys; and
WHEREAS, the FKOHT features more than 70 miles of existing trail paved in segments
along a planned, 106-mile corridor from Key Largo to Key West; and
WHEREAS, much of the remaining trail is now in design or under construction by the
Florida Department of Environmental Protection, Office of Greenways & Trails (OGT) and is
primarily funded by the Florida Department of Transportation (FDOT) through transportation
alternatives program funds; and
WHEREAS, at a public hearing, the Board considered comments from citizens wishing
to speak on the matter of support for historic bridge repair where citizens expressed concern over
the unfinished portion of the FKOHT specifically on Sugarloaf Key, especially with regard to
user safety; and
WHEREAS, the FKOHT along Sugarloaf Key remains one of the largest sections not
complete on the system and,
WHEREAS, the Sugarloaf section, along US 1 from Mile Marker 16 to Mile Marker 20
was delayed due to shoreline erosion design issues and lack of funding; and

WHEREAS, the Board considered the comments and requested a resolution to show
continued support of the completion of the trail, with prioritization of the Sugarloaf Key section
and consideration of phasing of the project for quicker implementation; and
WHEREAS, the Board requests funding from Florida Department of Transportation in
the upcoming FDOT District Six 2017/2018-2021/2022 Five Year Work Program for Monroe
County.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT:
1. Monroe County fully endorses the Florida Department of Environmental Protections
efforts to construct the Florida Keys Overseas Heritage Trail and offers support as
necessary to ensure the completion is as timely as possible.
2. Monroe County requests re -design of portions of the trail that have now been
impacted by erosion.
Monroe County requests prioritization of the Sugarloaf section of the trail from MM
16 to MM 20. In the event funding for the entire Segment (MM16-MM20) is too
expensive, Monroe County requests phasing of the project for a quicker completion
of the trail.
4. Monroe County requests the Florida Department of Transportation provide
transportation alternative program funds in the upcoming Five Year Work Program to
support the completion of the Sugarloaf portion of the Florida Keys Overseas
Heritage Trail. 0
5. The Clerk is directed to send copies of this resolution to:
a. Florida DEP Secretary Jon Steverson; and
b. Florida DOT Secretary Jim Boxold
6. This resolution shall take effect upon adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
at a regular meeting of the Board held on the 201' day of July 2016.
