E-3 Support a.The CCAC recommends that the BOCC ensures that the project will be scalable to address future waste streams including recycling and waste from storm events. Furthermore, The CCAC recommended the annual reporting of byproducts and emissions generated by the process. 2.LiDar Support a.The CCAC recommends that the BOCC support and urge approval for funding a new county-wide elevation study utilizing ground-based LiDAR or the best available technology. 3.US1 Artery Support a.The CCAC recommends that the Board of County Commissioners to identify and address low-lying sections on the US1 artery that will be subject to the effects of sea level rise and are particularly vulnerable to storm events. 4.Developed Adaptation Action Area Criteria a.The CCAC recommends that the Board of County Commissioners implement criteria for establishing Adaptation Action Areas. The Climate Change Advisory Committee developed criteria for the identification of Adaptation Action Areas in furtherance of the 2030 Monroe County Comprehensive Plan, Energy and Climate section (3.15) Goal 1602, Objective 1602.1, Policy 1602.1.3. The Climate Change Advisory Committee recommends that the Monroe County Board of County Commissioners direct staff to review these criteria for adoption by the BOCC. 5.Light Rail Recommendation a.The Climate Change Advisory Committee recommends that the Board of County Commissioners seek FDOT assistance to develop a feasibility study of light rail/monorail system in Monroe County. The study should include assessments of; carbon emission reduction, traffic reduction and sea level rise accommodations. 6.Bag Regulation Recommendation a.The Climate Change Advisory Committee recommends that the Board of County Commissioners seek to establish legislation to ban the use of plastic bags in Monroe County. i.Plastic bag regulation is addressed in the Monroe County Climate Action Plan action item S.3.1: Lobby the State of Florida to allow local communities to regulate retail bags, especially single-use plastic bags, and implement such a program as soon as possible. ii.and; The study should include assessments of; carbon emission reduction, traffic reduction and sea level rise accommodations. 7.Greenhouse Gas Reduction Target Resolution Support a.The CCAC supported the GHG reduction target of 40% by 2013 from the 2012 baseline. 4EGOIX4K
