Organizational Meeting
Marathon Government Center
Friday, October 2, 2015
The 2015 Organizational Meeting of the Monroe County Value Adjustment Board
convened at 10:00 a.m., on the above date, at the Marathon Government Center located at 2798
Overseas Highway, Marathon. Present at the meeting were Mayor Danny Kolhage,
Commissioner George Neugent, Monroe County School Board Member John Dick, and BOCC
Citizen Member John Repetto. Nancy Mayhew of the Monroe County School Board was not
present. Also present were Jennifer Sanchez , Counsel of the Value Adjustment Board ; Nicole
Rhodes, Clerk of the Value Adjustment Board; DeeDee Harnish, Supervisor of the Property
Appraiser Office; condo evaluation and branch offices; and Jennifer McClain, Legal Counsel of
the Property Appraiser’s Office.
Item 1:Call to Order and Pledge of Allegiance
Commissioner Neugent called the meeting to order at 10:07 a.m. and lead everyone in
the Pledge of Allegiance.
Item 2: Introduction of Board Members and Provide Contact List
Commissioner Neugent requested for all associated members of VAB to introduce
themselves; Nicole Rhodes, Clerk; Jennifer Sanchez, VAB Attorney; Jennifer McClain, Property
Appraiser’s Attorney; Dee Dee Harnish, Supervisor of the Property Appraiser’s office; Mayor
Danny Kolhage, Commissioner George Neugent , School Board Member John Dick, and BOCC
Citizen Member John Repetto.
Michelle Coldiron and Patricia McGrath were also present for the VAB
Organizational meeting.
Item 3: Election of Chair and Vice-Chair
Motion was made by BOCC Citizen Member John Repetto and seconded by
Mayor Danny Kolhage to appoint Commissioner Neugent as Chairman and School Board
Member John Dick as Vice-Chairman to the 2015 Value Adjustment Board. Motion carried
unanimously.

Item 4: Ratify Private Legal Counsel Appointment
Motion was made by Mayor Danny Kolhage and seconded by BOCC Citizen
Member John Repetto to ratify Jennifer Sanchez as the VAB Attorney for 2015. Motion carried
unanimously.
Item 5Selection and Appointment of Special Magistrates for the 2015 Value
:
Adjustment Board.
Exemption and Classifications.-
David Van Loon-(New Special Magistrate) and
Rinky Parwani- (Returning Special Magistrate)
VAB Attorney and Clerk of the Board recommended Mr. Van Loon and Ms.
Parwani as the 2015 Exemption Special Magistrates.
Motion was made by Commissioner George Neugent and seconded by School Board
Member John Dick to appoint David Van Loon and Rinky Parwani as the 2015
Exemption Special Magistrates. Motion carried unanimously.
Valuation – Residential and Commercial-
Kevin Talbott- (Returning Special
Magistrate), Patricia McGrath-(Returning Special Magistrate) andTerry Peliter
(New Special Magistrate)
VAB Attorney and Clerk of the Board recommended Mr. Talbott and Mrs.
McGrath as the 2015 Valuation Special Magistrates.
Motion was made by Mayor Danny Kolhage and seconded by School Board
Member John Dick to appoint Kevin Talbott and Patricia McGrath as the 2015
Valuation Special Magistrates. Motion carried unanimously.
Tangible Personal Property-
Regina Corcoran (Returning Special Magistrate)
Motion was made by School Board Member John Dick and seconded by
Commissioner George Neugent to appoint Mrs. Corcoran the 2015 Tangible
Special Magistrate. Motion carried unanimously.
Item 6: The Clerk of the Board makes available to the Public, Special Magistrates
and Board Members of the following:
1.Rule Chapters 12D-9 and 12D-10, Florida Administrative Code,
2.Rules 12D-51.001, 51.00, 51.003, Florida Administrative Code and Florida Statute
Chapters 192-195.
3.Florida’s Government in the Sunshine Laws, including information to obtain the current
Government-in-the-Sunshine Manual.

4.Information regarding the Clerk’s website including information as to where the Value
Adjustment Board documents are available.
Clerk of the Board, Nicole Rhodes made available the required documents and where
they are available on the website. VAB Legal Counsel also gave a brief description to the
Board regarding these documents.
Item 7: Approval of the following Administrative Actions:
Authorizing Board Counsel to review and make good cause determinations of
late-filed petitions for Tax Appeal Year 2015, pursuant to Rule 12D.9-015;
ratifying such good cause determinations, if any, made to date.
Directing the Clerk of the Board to establish that a petition is late if filed after
5 p.m. on September 14, 2015.
Directing Clerk to interpret “filed” as when the petition is received by the
Clerk and not to base a timely filing on the postmark.
Authorizing the Clerk of the Board, or her designee, to re-schedule hearings
requested by petitioners fewer than five days before scheduled hearings when
good cause is shown, pursuant to Rule 12D.9-019.
Authorizing Chair to sign any and all documents upon VAB Attorney review.
Motion was made by School Board Member John Dick and seconded by BOCC
Citizen Member John Repetto to approve all administrative actions. Motion
carried unanimously.
Item 8: Approval of VAB Final Meeting Minutes of 2014 held June 16, 2015.
Motion was made by School Board Member John Dick and seconded by School
Board Member John Repetto to approve 2014 VAB Final meeting minutes.
Motion carried unanimously.
Item 9: Adoption of a Resolution, attached hereto, authorizing pursuant to Fla. Stat.
sec. 194.013 a Filing Fee for certain petitions with the Value Adjustment Board.
Motion was made by Mayor Danny Kolhage and seconded by School Board
Member Dick to adopt the following Resolution implementing the authorization
provided for in Section 194.013, Florida Statutes, to require a filing fee for certain
petitions filed with the Board. Motion carried unanimously.

Item 10: Adoption of local rules of the Board (Board Counsel).
a.No telephone hearings during the 2015 Tax Appeal Year.
b.No De Novo Hearings or Appeals at the Final Meeting of the Board.
c.Confirmation of denial of all petitions without further hearing where petitioner
has not made partial payment of property taxes by deadline, pursuant to Fla.
Stat. sec. 194.014.
Motion was made by Mayor Danny Kolhage and seconded by School Board Member
John Dick to adopt all local rules for the 2015 VAB Year. Motion carried
unanimously.
Item 11: Clerk’s Report on Petitions filed for 2015 (as announced at the meeting).
a.Exemption and Classification Petitions.
b.Valuation Petitions.
c.Tangible Personal Property Petitions.
d.Late-Filed Petitions (to date).
Ms. Rhodes, Deputy Clerk; reported the number of petitions filed as follows: (1
Exemption Petition: 16 filed; 2), (Valuation Petitions: 271 filed; 3), (Tangible Petitions: 28
filed; 4), and (Late Filed Petitions: 7 filed).
Item 12: Approval of Initial Certification of the 2015 Unadjusted Tax Rolls pursuant
to Fla. Stat. sec. 193.122.
Motion was made by Mayor Danny Kolhage and seconded by Commissioner George
Neugent to approve the 2015 Initial Certification of the Unadjusted Tax Rolls
Pursuant to Fla. Statue.Sec.193.122. Motion carried unanimously.
Item 13: Announcement of tentative schedule of hearings for the 2015 Tax Appeal
Year.
Nicole Rhodes, Deputy Clerk; announced the tentative schedules for hearings for the
2015 Tax Appeal year.

There being no further business to come before the Board, the meeting was
adjourned
