At the September 21, 2016 Board of County Commissioner's meeting the Board granted approval and
authorized execution of Items:
C8 Amendment 1 to Small County Outreach Program (SCOP) Agreement with Florida Department
of Transportation (FDOT) for the Card Sound Bridge Repair Project which corrects Exhibit B of
original agreement. Updated Exhibit B reflects change in fund distribution amounts for Fiscal
Year 15/16 and Fiscal Year 16/17. The total contract amount has not changed.

C 12 Approval of a Task Order in the amount of $20,010 with HDR Engineering, Inc. to provide
negotiation support during negotiations with Transcore and Florida Turnpike Enterprise (FTE)
for the Card Sound Toll conversion to electronic tolling. Transcore will be providing electronic
toll collection system and equipment while FTE will provide tolling conversion and transaction
processing. This task order is being awarded under the On -Call contract for Professional
Services.
C 17 Approval of Amendment to Traffic Signal Maintenance and Compensation Agreement and
approval of Attachment 1: Revised Terms and Conditions with the Florida Department of
Transportation (FDOT). This amendment and attachment replace the previous agreement in its
entirety and allow for reimbursement for replacement or repair of traffic signals and devices
damaged as a result of third parties or other causes that were not caused by Monroe County.
There is no change to the annual compensation amounts with this amendment.

CULTURAL RESOURCE ASSESSMENT SURVEY (CRAS)
In accordance with the Continuing Contract for On Call Professional Engineering Services made
and entered on the 16th day of January, 2014 between Monroe County hereinafter referred to
as the"County" and Kisinger Campo &Associates, Corp., hereinafter referred to as
"Consultant"where services for an individual study are allowed if fees do not exceed $200,000.
All terms and conditions of the referenced Contract for Professional Services between Owner
and Engineer apply to the Task Order, unless the Task Order modifies an Article of the
Agreement of which will be specifically referenced in this Task Order and the modification shall
be precisely described.
This Task Order is effective on the 21st Day of September, 2016.
Article II Scope of Basic Services, Paragraph 2.1 is amended as follows:
The scope of services for the Duck Key Bridge Replacement Cultural Resource Assessment
Survey (CRAS) will include the completion of documentation and coordination required by the
State Historic Preservation Office (SHPO) to obtain a Memorandum of Understanding (MOU) for
bridge replacement of the four historic bridges on Duck Key. Specific tasks to complete the
..................project are outlined in the Consultant's scope of services that is included as Attachment A.
Article VII Compensation, Paragraph 7.1 is amended to read:
The Consultant shall be paid monthly. The total lump sum fee of $151,179.26 plus estimated
expenses of$8,800 (actual itemized amount) will apply and is estimated as follows:

Project Description: Monroe County on Call Professional Engineering Services
Re: Task Work Order#3 —Duck Key Bridge Replacements—CRAS and Section 106
Dear Ms. Clarke:
Kisinger Campo&Associates(KCA) is pleased to submit this Scope of Services and Fee Estimate
for the above referenced project. The intent of this project is to complete the documentation and
coordination that is required by the State Historic Preservation Office(SHPO)to obtain a Federal
Permit for bridge replacement of the four historic bridges on Duck Key. The bridges are as
follows:
• Duck Key Drive over Duck Key Channel "The Truman Bridge" (Bridge No. 904602)
• Bimini Drive over Sam's Canal (Bridge No. 904603)
• Harbour Drive over Joe's Canal (Bridge No. 904604)
• Seaview Drive over Duck Key Canal (Bridge No. 904606)
This project will consist of the production of a Cultural Resource Assessment Survey(CRAS)and
Section 106 to satisfy SHPO requirements. Specific tasks will include one public alternatives
meeting, structural alternative development, archaeological studies/reports, alternatives and
impacts report, Cultural Resource Committee meetings and various agency coordination as
necessary. The ultimate goal of this task is to develop a Memorandum of Understanding(MOA)
that will be adhered to during the bridge replacement design and permitting phase(to be completed
under another Task Work Order). For additional scope detail, see the attached Scope of Services
provided by Janus Research and Staff Hour Estimation Forms.
The effort described above assumes that federal funds will not be used for the future bridge
replacement projects. If federal funds eventually become attached to the construction funding,
additional Section 4(f) documentation would be required. Section 4(t) efforts are not included as
part of this proposal. Additionally, KCA will conduct preliminary discussions with the permitting
agencies as part of this task work order, but environmental surveys and permit applications will be
completed under a separate Task Work Order for the bridge replacement design.
We have estimated the level of effort required for all engineering services described above. Our
total estimated lump sum fee amounts to$15.1,179.26. This fee includes all KCA efforts and sub-
consultant efforts,coordination,QA/QC and supervision. The fee estimate is based on hourly rates
which include our overhead.

Our expenses were estimated separately and are not included in the lump sum fee estimate. Our
total estimated expenses amount to $8,800.00. Expenses will be itemized and submitted
separately with each invoice. For a detailed description of the lump sum fee and estimated
expenses see the fee proposals in the attached Appendix.

Duck Key Bridges

Janus Research is considered the historic bridge expert throughout Florida, and has documented
and evaluated numerous bridges in the South Florida area. The bridges that Janus has worked on
range from simple concrete or wood structures to elaborate feats of engineering including the
historic bridges of Henry Flagler's Overseas Railway in the Florida Keys. Our work with on the
Las Olas bridges is very similar to the tasks needed for the Duck Key Bridges. We understand that
bridges have a limited lifespan,but are also important historic features particularly in South Florida
where bridges and waterways are an integral part of the community. We have formulated methods
to deal with these resources while also assisting Florida Department of Transportation (FDOT)
and agencies such as the U.S. Coast Guard with permit projects. Our staff understands the issues
facing historic bridges, and has completed related Section 106 effects studies,4(f)documentation,
and bridge marketing plans. While working with the FDOT on bridge rehabilitation and
replacement projects, Janus Research has written Memoranda of Agreement and formulated
creative mitigation measures for impacts to historic bridges; these include videos, exhibits,
regional bridge contexts, and photo-documentation.
Cultural Resources Assessment Survey (CRAS)
For the Duck Key Bridges and the historic resources immediately surrounding the Bridges. A
Cultural Resources Assessment Survey(CRAS)will be conducted.Consequently,a document will
be prepared which identifies and evaluates the bridges and the historic resources immediately
adjacent to the bridges' approaches, and evaluates if these historic resources would be considered
contributing or non-contributing to the potential National Register-eligible historic district and if
any of these are individually eligible for inclusion in the National Register of Historic Places.
Florida Master Site File (FMSF) forms will be prepared and the National Register Criteria for
Evaluation will be applied in order to determine eligibility.This document will be submitted to the
client for review. A draft will be produced and provided for review, and final documentation will
include revisions. Four copies of the draft and final documents will be provided as part of this
work. Ultimately the documentation will be submitted to the appropriate agency, FDHR or SHPO.
All work will be conducted in accordance with Section 106 of the National Historic Preservation
Act (NHPA) of 1966 (Public Law 89-655, as amended), as implemented by 36 CFR 800 --
Protection of Historic Properties (incorporating amendments effective August 5, 2004), and the
revised Chapter 267, Florida Statutes. In addition all work will be in compliance with the
minimum field methods, data analysis, and reporting standards embodied in the FDHR' Cultural
Resource Management Standards and Operational Manual(February 2003), and Chapter 1 A-46
(Archaeological and Historical Report Standards and Guidelines), Florida Administrative Code.
Any reports will be prepared in conformity with standards set forth in Part 2, Chapter 12
(Archaeological and Historic Resources) of the FDOT Project Development and Environment
Manual(revised,January 1999). All work will also conform to professional guidelines set forth in
the Secretary of Interior's Standards and Guidelines for Archaeology and Historic Preservation
(48 FR 44716, as amended and annotated) and Chapter IA-46 (Archaeological and Historical
Report Standards and Guidelines), Florida Administrative Code.
Effects Determination
Janus Research will evaluate all alternatives once provided with basic engineering information,
and determine the potential effects these alternatives may have on the bridges according to the
Criteria of Effect established by Section 106; this may involve determination of"No Adverse
Effect"or"Adverse Effect".Components of the Case Study report will include a general description
of the project and its benefits, historical context, description of significant resources, discussion of
potential effects to the resources, and a description of measures proposed to mitigate adverse effects.
This effects documentation will include the 4 bridges, and any additional significant resources that
may be identified during the CRAS; this could potentially include a historic district, but again the
CRAS effort will reveal the additional resources.Due to the number of resources and the potential for
additional resources, the manhours reflect the level of effort needed for this documentation.
Consultation Meetings
Cultural Resources Committee (CRC) meetings bring together affected parties, agencies, and
organizations in order to satisfy the public input aspect of the Section 106 process and move
towards agreement on avoidance, minimization,or mitigation measures.Janus Research will work
with the team in preparing for each of the CRC meetings by assisting with the preparation agenda
items or contributing text or information needed for meeting materials. Janus Research will
actively participate in and moderate the CRC meetings.
As part of this abovementioned task, Kissinger Campo will be responsible for the preparation of
the invitations and printed materials for the CRC meetings, coordinating CRC meeting locations,
taking minutes at each CRC meeting, and distributing minutes and other related information
following each meeting. Janus Research will edit and comment on the minutes taken at the CRC
meetings to assure the accuracy of their content.
Memorandum of Agreement(MOA)
As part of this task,we will outline the proposed contents of the MOA and submit these for review
and comment by the signatory and concurring parties. We will develop stipulations for mitigation
and other strategies based on input from agencies and involved parties. We will ensure that the
MOA is written with such clarity that it will not be subject to misinterpretation when later
executed. It is understood that mitigation will likely be HABS/HAER documentation (this will be
scoped at a later time, if necessary), but Janus Research is known for developing creative
mitigation measures as well, such as videos that explore the history of public housing or historic
bridges, a context of historic bridges in Florida, or the development of public art and
commemorative markers from elements of historic bridges.
