Nelson Government & Cultural Center. Present and answering to roll call were Commissioner Danny Kolhage, Commissioner Sylvia Murphy, Commissioner George Neugent, Commissioner David Rice, and Mayor Heather Carruthers. Also present at the meeting were Bob Shillinger, County Attorney; Roman Gastesi, County Administrator; Cheryl Robertson, Deputy Clerk; County staff and members of the general public. ADDITIONS, CORRECTIONS AND DELETIONS Item A.1 Approval of Agenda. There were no Additions, Corrections, or Deletions. RESULT: APPROVED [UNANIMOUS] Agenda Item A.1 MOVER: George Neugent, Mayor Pro Tem/Commissioner District 2 SECONDER: Danny Kolhage, Commissioner District 1 AYES: Carruthers, Neugent, Kolhage, Murphy, Rice EMPLOYEE SERVICES Item B.1 Approval of FY17 /18 Voluntary Wellness Program, which includes: - BIOMETRIC SCREENINGS: Four hours of annual leave to Monroe County BOCC employees and participating Constitutional Officer (Property Appraiser, Court Administration, and Land Authority) employees who participate in the annual biometric screenings performed at the health fair or visit their personal physician and complete the on- line Personal Health Assessment. - ANNUAL WELLNESS EXAM AND AGE APPROPRIATE OR DOCTOR RECOMMENDED SCREENINGS: $25 per month ($300 per year) health insurance premium discount to all (BOCC and Constitutional Officer) employees if they visit their personal physician for an annual wellness exam and obtain the required age appropriate or doctor recommended screenings AND 9/6/2016 Page 1 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS SEPTEMBER 6, 2016 - GYM MEMBERSHIP REIMBURSEMENT PILOT PROGRAM: Implements a new FY16/17 Gym Membership Reimbursement Pilot Program whereby the County will reimburse up to $25 /month ($300 /year) for up to the first 500 employees who sign up for the program Approval to continue the Voluntary Wellness Program that was previously adopted on July 27, 2015. Awards Four Hours of Annual Leave to Monroe County BOCC employees and participating Constitutional Officer employees who participate in the annual health fair or visit their personal physician and complete the required on -line Personal Health Assessment. Also includes all employees covered by the County's health insurance to be eligible to obtain a $25 per month health insurance premium discount if he /she visits their personal physician for an annual wellness exam and obtains the required screenings based on age and doctor recommendation. Theresa Aguiar, Division Director of Employee Services, set the stage for Approval of FY 17/18 Voluntary Wellness Program. Discussion and Concerns by Commissioners regarding the Gym Membership Reimbursement. Christine Hurley, Growth Management, provided a little more background of what staff has done within the Wellness Program and elaborated on the restricted funds aspect. Staff is proposing to offer this to the employees as a benefit. This was based on a survey we did of all employees within the county, not including constitutionals, where employees were looking for gym membership reimbursement. A Motion was made by Commissioner Rice and seconded by Commissioner Kolhage to approve the Biometric Screenings and the Annual Wellness Exam of the Wellness Program. A Roll -Call was taken by the Clerk with the following results: Commissioner Kolhage Yes Commissioner Murphy Yes Commissioner Neugent Yes Commissioner Rice Yes Mayor Carruthers Yes Motion Carried. There was further discussion regarding the Gym Membership Reimbursement Pilot Program. Sheriff Rick Ramsey, Monroe County Sheriff Office, addressed the Board concerning Gym Membership for County Employees. At one time there was a problem for new members but we do have the capacity for County Employees in all three of our locations (KW/MAR/PK); they are welcome. 9/6/2016 Page 2 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS SEPTEMBER 6, 2016 Christine Hurley, Growth Management, indicated if the Sheriff is willing to enroll new members, then we will withdraw Phase 3 of the Wellness. Public Speaker Kim Trullender representing Fraternal Order of Police addressed the Board regarding Gym Membership. No Motion needed; staff withdrew the Gym Membership Reimbursement Pilot Program portion of the Wellness Program. Item B.2 Presentation by Gallagher Benefit Services of Health Insurance Fund status and discussion and direction to staff on recommended Health Insurance Plan changes beginning January 1, 2017. Glen Volk with Gallagher Benefit Services provided a presentation addressing the County Health Care Plan. The current state of the plan and options for the Board to considered. Staff is recommending the following Options: - Increase Department Rate from $885 per month to $985 per month - Benefit Changes (1 -7) - Teledoc (8) -Reset Dependent Contributions to 50% of Actuarial at Current Higher Costs (10) -No Retiree Dependent Subsidy for Medicare Eligible Retirees (11) - Active Employees pay $50/$75 for Employee Coverage (16) -Set Premium for Retiree Only Coverage for Rule of 70 Retirees to Flat $200 (18) - Spouses of Active Employee Pay 100% of Actuarial Rate if they have access to their own Employer sponsored coverage but elect to stay on County plan (modified 13) Discussion held by the Commissioners regarding the recommended options except for Department Rate to be discussed at the Budget Hearing. Sheriff Rick Ramsay representing the Monroe County Sheriff Office, Kim Trullender representing Fraternal Order of Police, Roly Pina representing County Employees Teamsters, Property Appraiser Scott Russell representing Monroe County Property Appraiser Office, Joyce Griffin representing Monroe County Supervisor of Elections, Louis Latorre representing Retirees, and Violet Montero representing Retirees (declined/withdraw her card to speak) addressed the Board as public speakers. 9/6/2016 Page 3 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS SEPTEMBER 6, 2016 Commissioner Kolhage's proposal is to make us whole relatively to the fund balance that we started with last year (about $350,000.00 less than what Gallagher Benefit Service's original proposal was). Staff is to come up with the best recommendations to reduce the needs by $350,000.00 that would benefit our current active employees and retirees. Roman Gastesi, County Administrator, re- phrased Commissioner Kolhage's motion. The new current Fund Balance shortfall is 3.4 million dollars instead of 3.7 million. Staff's direction is to look into this and provide their best recommendation to distribute the pay correctly. The Reset of Dependent Contribution of 50% which is the $373,000.00 should be adjusted and the Deductibles which is #1 of the benefit changes ($282,000.00) should be look at as well as the specialist marital co -pay issues.
