Meeting began at 2:00 P.M. Ranking committee signed in. Committee members present: Chris Rivera-Project Management Johnnie Yongue -Project Management Debra London-Engineering Services Dr. Jim Bolini –Parks and Rec Board In attendance was also-Dave Teegreene-Project Management Ray Sanders-Project Management Steve Sanders-Project Management Also 3 members of the public. Meeting began with Chris Rivera reading aloud the opening statement. The ranking committee is to discuss and compare the qualifications of the 5 interested firms which submitted responses to the Request for Qualifications for Design of Rowell’s Waterfront Park opened in the Monroe County Purchasing Office on September 13, 2016. This is a public meeting to be held under the sunshine law and will be recorded. Any member of the public that would like to be present is welcome however the public is not permitted to speak during the meeting or make comments to the ranking committee members during the ranking. Anyone who attempts to speak or interrupts the meeting will be removed from theroom. Once the committee members begin to discuss the rankings and the materials submitted no further comment from the public may be permitted. The committee may discuss the submitted qualifications and change their scorings and rankings during the discussion, however, once any of the committee members present the score or rank of any of the respondents, the committee is no longer permitted to change their scores. Upon completion of the ranking, the requesting department may make a recommendation to theBoard of County Commissioners to proceed with any contracts. The ranking by the committee is by no means a final decision for award of any contract for Monroe County. The following Monroe County Project Management employees are present to learn the process of ranking a responder for qualification. There presents has no bearing on the outcome of the ranking and are only here to observe and learn. Discussion of Qualifications began with Debbie London. Little john Engineering had worked on Monroe County projects. They have a very strong environmental person in Phil Frank. They have a strong estimating in Biltmore Construction. They were strong in Master planning. They are currently involved in the Big Pine swimming Hole. They were involved in marathon Community Park. They have strong costal experience. They are good with site programing. They have a current relationship with Monroe County and only found one (1) civil law suit in the package. They are also LAP certified. Certified in Florida Department professional services work types 2, 3,6,7,10,13 and 15. Very Strong FDOT background. Wantman Group had a good park representation. Did not find any Monroe County Parks that they worked on.They seemed to be growing financially and they have good master planning. They showed good mangrove preservation. They spoke of utility stub ups which did not see any other respondents mention. They mentioned ADA and LAP. They have work group certifications 2, 3,4,5,6and 7. They had three (3) civil cases. When mentioning the civil cases we are not differentiating between weather the brought the suit or it was against them. Barmello Ajamil & Partners. Had good Park experience in the Marathon Community Park. They had a strong sub-contractor in E-Sciences. They had good Broward County references. They had good knowledge in NEPA processes. FDOT groups 2, 3,9,10and 13. Did not see a real strong Master Plan Concept layoutin their proposal. They had six (6) civil cases. Their financial situation seems to be improving. CPH. Did not see any Local experience with them. They did have benthic and water related experience. Their master plan was not as strong as others. Strong in Road work and had three (3) civil cases. FDOT work groups 2, 3, 7, 8, 10 and 13. SRS. Strong in execution but light in the LAP. They are involved in the canal restoration with Amex. Didn’t see any waterfront parks but they had the concept of Master planning down. They had low financials which made it a little concerning. They only had three (3) civil cases and only say the show FDOT group 3 and 10. Johnnie Yongue asked if we should go one by one or can we chime in when we have something. Chris Rivera said just speak up if you have something to say. Johnnie said OK. Johnnie. Just to build on Barmello Ajamil & Partners. They had the best Keys experience but when actually read thepersonnel files. A lot of them did not seem to carry over the firms experience like in the Marathon Community Park. Only one mention staff member had actually worked on that project. CPH was the other way their firm didn’t list a lot of keys or Monroe County experience. However when you read the individual resumes, several of their higher staff members have had a lot of County experiences. Not only working in the County but also working for the County.About four respondents had a lot of keys experience. Wantman Group was a little bit less of the local experience than Barmell, CPH, SRS and Little John. A lot of Little Johns experience was working as a sub consultant with a lot of our architecture firms. Which is good everybody has got to get their foot in the door somehow? One of the things little john has was a lot of their sub consultants are our local sub consultants. CPH is one of our unique firms, in all divisions the already have on team. We are used to working with the smaller local guys that have multiple sub consultants that are local. CPH is one of the consultants that can bring everything to the table. Dr. Jim Bolini. Looked at all five of them and they all looked great. They all had good 4EGOIX4K qualifications but what was looking for was firms that werefamiliar with FDOT, DEP and 'G Monroe County. The one that jumped out at me was Little John because of their [prior knowledge of Rowell’s and they have also worked with the Florida Keys Overseas Heritage Trail. They are familiar with permitting in Monroe County which is a strong point. They are currently working on the Big Pine Swimming Hole. WGI looked like theydid a lot of projectsin Monroe County and a lot in Palm Beach. Barmello Ajamil a lot of park experience most of which is in Broward County. They have been a firm for a long time and their reputation is excellent. CPH had an impressive list of projects. They have a lot of projects going and they work a lot with the DOT. They do a lot of road planning and that is why they understand the DOT processes. SRS. They do golf courses and that jumped out. (I am a Golfer). They do have canal restoration experience. Not that it is very important on this project but there is a basin/ marina full of water so you never know. Another thing that jumped out was their Master Planning seemed to be first rate. Chris Rivera agreed that SRS had a good scope for Master Planning. Very impressive. Chris Rivera mentioned that his review was based on the proposals and not prior knowledge of the firms. CPH. Was very experience but the proposal that was presented was not impressive. It was the smallest packet. Reading through it felt like it was rushed. They provided 15 FDOT projects to show experience. They had their financials. ( I am not an accountant to determine if they were financially set.) The showed three (3) civil suits not that it should be held against them. They could have been brought in to the suit from woring with a General Contractor who is having a suit filed against them. SRS. On TAB 6 of the criteria which was a00 point but what view as a pass/fail. They did not submit all the forms. So they were scored a fail. Failed to provide Certificate Regarding Debarment or their Insurance Agents Statement. Barmello had an excellent summary. Showed a lot of experience in parks and an excellent representation of FDOT projects. They have a very good project approachthat follows the way the county approaches projects. Reading through the resumes show good experience in staff. They had their financials. However they showed a lot of civil suits, But they have been around for a very long time. Little John. Great Executive summary and showed great experience. They have a lot of work in the keys with and without the county. Work plan or project overview looks good. Very experienced staff. They showed financials. They did not complete all the required documentation. Failed to provide the Insurance Agent Statement but did provide a copy of an insurance card. Wantman Group. Felt their proposal had poor presentation. Had a good executive Summary but felt reading through their project approach seemed not how we would like it in the county. Staff showed good experience. Johnnie spoke up about SRS and FDOTqualifications and how they did not show as many as the others. Chris Rivera reminded Johnnie that they met the minimal requirement’s according to the RFQ document. Jim Bolini spoke about what the public wants for Rowell’s. Because of being on the parks and Rec board and hearing the public input. There is not going to be such a complicated design such as in Bernstein or Higgs Beach. The public wand less things and more open space.
