A RESOLUTION BY THE MONROE COUNTY BOARD
OF COUNTY COMMISSIONERS TO CONDUCT A
SOLAR ENERGY FEASIBILITY STUDY FOR THE
MARATHON LIBRARY DESIGN
WHEREAS, solar photovoltaic energy offers many potential benefits,
including lower electricity costs for homeowners, businesses, and governments;
local jobs and economic development; reduced dependence on imported fuels;
pollution -free electricity generation; no water use during power production; and
contribution to a more resilient electric grid; and
WHEREAS, Florida has the greatest potential for rooftop solar power of any
state in the eastern United States and
WHEREAS, Monroe County has set a community -wide emissions reduction
goal of 40% below 2012 by 2030 as stated in a resolution adopted by the Board of
County Commissioners in June of 2016; and
WHEREAS, increased solar - generated electricity, including customer -sited
systems on residential and commercial properties, will be a key strategy for
achieving this community -wide goal; and
WHEREAS, the County's Sustainability Action Plan has established a target
for energy use from renewable sources for County buildings and facilities such as
10% by 2025, exploring financing alternatives such as leasing. The Plan,
furthermore, asks the County to conduct feasibility studies for alternative energy at
County facilities including partnering with electric utilities for creative ways to
deploy more solar, and
WHEREAS, the new library to be constructed in Marathon, FL by Monroe
County has not, as yet, been designed to include solar photovoltaic panels, solar hot
water systems, or a cistern, all of which will help the county meet its emission
reduction goals, and
WHEREAS, the new library has been designed to be a "fifty- year" building
and, as such, should include appropriate technologies that will help Monroe County
meet future energy goals;
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS THAT:
1. The County of Monroe hereby resolves to authorize a feasibility study to
include; design, permitting, and procurement of solar panels for the roof of
the new library in Marathon, FL to meet a minimum of 50 percent of the
power requirements of the structure. In addition, to meet the new
sustainability standards, the study should include solar hot water and a
cistern.
2. This Resolution shall become effective upon adoption.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held on the 14th day of
November, 2016.
