TO THE CONTRACT FOR
DEVELOPMENT OF A SUSTAINABILITY ACTION PLAN
WITH ENERGY AND CLIMATE CHANGE INITIATIVES
BETWEEN
MONROE COUNTY
AND ERIN L. DEADY, P.A.
THIS AMENDMENT NO. 9, effective as of November 22, 2016, made to the AGREEMENT
dated December 11, 2013, as amended April 16, 2014 (Al) , February 18, 2015 (A2), July 15,
2015 (A3), September 16, 2015 (A4), October 21, 2015 (A5), December 9, 2015 (A6), March
23, 2016 (A7) and August 17, 2016 (A8) is made and entered into this by MONROE COUNTY
( "COUNTY "), a political subdivision of the State of Florida, whose address is 1100 Simonton
Street, Key West, Florida 33040 and ERIN L. DEADY P.A., ( "CONSULTANT "), whose
address is 1111 Hypoluxo Road, Suite 207, Lantana, FL 33462.
WITNESSETH
WHEREAS, the COUNTY has engaged the services of the CONSULTANT to develop the
COUNTY'S Sustainability Action Plan and to provide sea level rise modeling and outreach
services; and
WHEREAS, the CONSULTANT has provided successful sea level rise modeling and public
outreach meetings for residents of the Keys; and
WHEREAS, the CONSULTANT is defining Future Tidal Inundation Areas in two pilot
communities; identifying Level of Service and Design Response Alternatives in two pilot
communities and establishing Response Policies for two pilot communities (collectively "Pilot
Roads Project "); and
WHEREAS, additional time and effort is needed for the public involvement and Board of
County Commissioners briefings related to the Pilot Roads component of the project; and
WHEREAS, the COUNTY desires to extend the time allowed for completion of the Pilot Roads
Project to January 31, 2017; and
WHEREAS, additional funds are necessary to fund the additional services for the roads project.
NOW, THEREFORE, for and in consideration of the mutual covenants and promises as
hereinafter set forth and of the faithful performance of such covenants and conditions, the
COUNTY and CONSULTANT do hereby agree as follows:
1. CONSULTANT shall finalize the remaining tasks related to the Sustainability Action
Plan as described in the revised Scope of Services Exhibit A -9 attached.

2. The CONSULTANT shall provide the deliverables and tasks for the roads demonstration
project as described in Exhibit B -9 attached.
3. The CONTRACT is hereby extended by sixty (60) days from November 30, 2016
through January 30, 2017.
4. The CONTRACT amount is hereby increased by an amount not to exceed Thirty
Thousand Seven Hundred Forty Dollars ($30,740.00). The total sum for the tidal roads
project shall not exceed One Hundred Twenty Nine Thousand Six Hundred Thirteen
Dollars ($129,613.00)

STATEMENT OF WORK
Scope of Services
The CONSULTANT will assist the County with finalizing the deliverables accomplished under
the CONTRACT on the GreenKeys! Sustainability Action Plan. The CONSULTANT will finalize
the deliverables as follows:
Pilot Roads Project. The CONSULTANT will finalize the work products under the Pilot Roads
scope of services including:
• Determine Flooding Elevation Levels and Probabilities- GIS mapping and shapefiles
which represent community inundation levels, including identified probability levels
based on existing work completed in the GreenKeys effort and that will be updated or
refined as necessary with new data.
• Define Future Tidal Inundation Areas
• Determine SLR rates to apply to mapping through coordination
• Develop Tidal Inundation Mapping Including SLR
• Develop Estimate of Combined Flood Level Probabilities
• Identify Level of Service and Design Response Alternatives
• Determine Level of Service Targets for Pilot Roadways
• Determine Potential Design Responses and Cost Estimates
• Develop Task Memorandum- Draft and final findings memorandum outlining the
dialogue on level of service and also those preliminary design recommendations
identified for each community.
• Establish Response Policies for pilot communities
• Develop Decision Matrix
• Develop Prioritization Methods
• Develop Policy and Ordinance Reponses- Draft and final report on policies and
prioritization recommendations and Final Workshop on Deliverables
Updated Scope of Services
The CONSULTANT will assist the County on this task and build upon work already
accomplished under the CONTRACT on the GreenKeys Plan. In addition to the services
previously listed under the CONTRACT, the CONSULTANT will complete the tasks identified
below, in direct support of the tasks ongoing providing support on this CONTRACT.
There is a significant need for materials to communicate the implications of sea level rise for
different scenarios to both the public and the COUNTY, to clarify the implications of decisions
on how to respond to changing conditions. The scope items outlined below more fully address
stakeholder and elected official questions /concerns and provide additional briefings on the
concern and the potential COUNTY response.
The information below was presented with information on what was assumed in the original
work plan, and what has been revised to benefit the project

Task 5.0 Public Outreach
Originally the second milestone meeting did not include a public component. This has been
revised to now include the development of public informational materials for use in the
upcoming public meetings, the review of developed material and CONSULTANT attendance at
the two public meetings scheduled for this project.
This revises project task now provides additional efforts for the CONSULTANT to accomplish
the following:
1. Attend a total of two additional community meetings, one each in the two pilot
communities. CONSULTANT to provide meeting preparation, discussion and refinement
of materials to be presented at each of the meetings. This will be for two staff members.
2. Travel to and staffing of the project pre - public meeting coordination meeting to be held
to review materials. This will be for two staff members.
3. Travel costs associated with attending these meetings
Task 6.0 Attend County BOCC Meetings
The CONSULTANT shall develop refined presentation materials (based on public comment) in
public - friendly format for use at the two scheduled BOCC meetings
1. Preparation of summary material to present to the two Board of County Commissioners
meetings on the findings and recommendations reached at the conclusion of the study.
2. Attendance at the meetings. This will be for two staff members.
3. Travel costs associated with attending the meetings. This will be for two staff members.
4. Preparation and submittal of final report.
