The Florida Keys Marathon International Airport
Conceptual Drainage Study—PSO#39
SCOPE OF WORK
The Florida Department of Transportation (FDOT) maintains two (2)dry detention ponds on
Airport property at the Florida Keys Marathon International Airport(MTH)that treat runoff from
Overseas Highway(US 1). One pond is located on the west end of the Airport and the other on
the east end of the Airport. The FOOT ponds are located within easements granted to the
FDOT by Monroe County,the owner and operator of MTH. The County has requested that
Jacobs evaluate the potential to reduce or eliminate the dry ponds by replacing them with
drainage wells. Reducing or eliminating the ponds, would free up additional land area for
aviation related development. In addition, the study will explore the potential to relocate the
ponds, once a new conceptual size has been determined. Jacobs will provide professional
services related to the evaluation of the potential to reduce the footprint of the dry ponds by
other treatment methods such as drainage wells. More specifically the services shall include
the following tasks:
ARTICLE A—DATA COLLECTION
1. Jacobs'will contact FDOT regarding the availability of record drawings, geotechnical
investigations and stormwater calculations related to the capacity of the dry ponds and
review the information provided by FDOT.
2. Jacobs will review the available information related to the permit for the system on file with
the South Florida Water Management District(SFWMD).
3. Jacobs will perform a field investigation of the ponds on-site at MTH and meet with Airport
staff to determine alternatives for reduction in footprint or relocation of the ponds.
Services for Article A will be provided under a lump sum basis.
ARTICLE B—ANALYSIS AND CONCEPTUAL PLAN

2. Based on the information obtained in Article B, Jacobs will perform stormwater calculations
to determine the potential capacity of proposed drainage wells located on the Airport to
provide capacity to replace the dry detention ponds.
3. Jacobs will prepare up to three(3)conceptual plans for reduction of the footprint of the west
and east ponds. The conceptual plans will also evaluate the potential to relocate the ponds
based on the conceptual sizes determined by the stormwater calculations. The conceptual
plans will take into consideration the restrictions in place on the Airport Layout Plan and
preferred locations for development.

4. Jacobs will prepare a rough order of magnitude costs for the construction of the wells and •
related infrastructure improvements associated with the reduction in footprint of the ponds.
5. Jacobs will review the conceptual plans and cost estimates with the Airport to determine the
preferred option.
6. Jacobs will meet with FDOT and SFWMD separately to review the preferred option and
determine the feasibility of implementing the option based on feedback from the agencies.
7. Jacobs will prepare a summary report that contains the record information, calculations,
conceptual plans and a summary of the meeting with the Airport and agencies. The report
will also include a recommendation for implementation of the plan and potential project
schedule.
Services for Article B will be provided under a lump sum basis.
ASSUMPTIONS
• The study does not include any topographic survey or geotechnical investigations.
• Jacobs will make assumptions regarding the potential capacity of the drainage wells
based on record information.
• The study does not include any detailed design or preparation of construction
documents.
• The Airport shall provide record information regarding FDOT easements and property
leases in the vicinity of the easements.
• The study does not include the preparation of any permit applications.
• Jacobs Project Management Company will invoice on a percent complete, including
expenses, to compensate the level of effort required for each assignment.
