Environmental Assessment
Scope of Work
1.1 Introduction
This scope of work outlines tasks to prepare an Environmental Assessment (EA) for the proposed
improvements to Runway 7-25 and Taxiway A at Florida Keys Marathon International Airport(MTH or Airport).
The purpose of the improvements is to comply with the Federal Aviation Administration (FAA) Advisory
Circular 150/5300-13A, Airport Design minimum required runway and parallel taxiway centerline separation
distances. The Runway Design Code applicable to Runway 7-25 is B-II. FAA airport design standards for B-II
require a runway to parallel taxiway centerline separation distance of 240 feet. Currently, the centerlines of
Runway 7-25 and Taxiway A are 200 feet apart.
Ricondo and Associates, Inc. (R&A) has prepared for the Monroe County Department of Airports (Airport
Sponsor) a Runway and Parallel Taxiway Alternatives - Planning and Technical Analyses. The study analyzed
three alternatives: shifting the runway to the northwest, relocating parallel Taxiway "A" to the southeast, or
shifting both the runway and Taxiway A. The Monroe County Department of Airports has reviewed the
operational and financial impacts associated with the three key alternatives, and has determined shifting
Runway 7-25 to the northwest a total of 40 feet as the Sponsor's preferred alternative for use in developing
the EA. This recommendation has been presented to FAA. Final documentation is scheduled to be completed
by May 2016 and the Airport Layout Plan is being updated to reflect the proposed shift. Shifting of the
runway will also require removal of vegetation from the relocated Runway Object Free Area (ROFA) north of
Runway 7-25.
The EA will provide the foundation for the completion of the National Environmental Policy Act (NEPA)
environmental review process, which will support either the issuance of a Finding of No Significant
Impact/Record of Decision (FONSI/ROD) or a finding by the FAA that an environmental impact statement(EIS)
is required (should it be discovered that the project would result in significant impact that cannot be
mitigated as part of the FONSI/ROD). As part of this effort, the Project Team will be responsible for the
dissemination of the EA to government agencies, elected officials, public interest groups, etc., and
coordination with the FAA. The EA will also include the documentation of the projects purpose and the
Monroe County's proposed solution, consultation with various stakeholders, and the preparation of the EA
documents.
During preparation of the EA, issues may arise that would necessitate modification of this scope of services
and the associated budget. While this scope of services identifies all work items believed necessary for
completion of the EA, additional work items may arise from comments submitted during public and agency
scoping, agency coordination, and agency and public review periods associated with the Draft EA. In the

event that such changes are required, any modification to this scope of services will be coordinated and
approved by the Monroe County, prior to work being performed.
This section provides a summary scope of work and approach for this effort. This scope of work assumes that
the Project Team's effort will utilize, to the extent practical, information from the environmental process that
was initiated in 2009 for the proposed airfield improvements (this process resulted in the development of a
Draft EA in 2013 that was never released for public review).
1.2 Key Assumptions
For budgeting purposes,the following assumptions have been made:
• The Airport sponsor will provide available electronic copies of the 2013 Draft EA and accompanying
support documentation completed by URS Corporation. The level of effort assumes that the native files
are no longer available and only a PDF can be provided.
• Additional research for the following environmental categories will be needed to update the information
contained in the 2013 Draft EA and to evaluate the additional alternatives: Biological Resources; Climate;
Coastal Resources; Historical, Cultural, Architectural, and Archeological Resources; Land Use; Noise and
Noise-Compatible Land Use; and Water Resources. The field reconnaissance for biological resources,
water resources, and wetlands was last performed in 2008-2010 timeframe. R&A assumes a single site
visit will be needed to update the analyses completed previously. A Jurisdictional Determination from the
Army Corps of Engineers for the wetland boundaries will not be required. Additional surveys that might
be requested by resources agencies, for example species specific wildlife or vegetation surveys are not
included in this scope.
• The level of effort assumes informal consultation with the National Marine Fisheries Service Protected
Species and Habitat Divisions and the Fish and Wildlife Service. Agency coordination can be
accomplished through web based conference calls.Travel for onsite meetings is not included.
• A single site visit to the previously proposed mitigation site will be conducted during the inspections for
biological and water resources. The previously proposed mitigation site is still available and acceptable by
the agencies and FAA. No additional research will be required to locate and inspect a new mitigation site.
• The Airport sponsor intends to conduct this EA simultaneously with a master plan update. This scope
assumes the master plan update will provide current aerial photography and forecast of aircraft
operations including fleet mix needed for the aircraft noise analysis.
• The operation levels that were used to generate the 2013 Draft EA baseline noise contours, representing
conditions in 2012 and the forecast 2016 and 2021 conditions do not reflect baseline or future conditions
needed to be analyzed in the EA. An update to the noise contours will be required to reflect change in
operational levels and required use of the FAA's Aviation Environmental Design Tool (AEDT) model.

• To complete the NEPA environmental review process, the Project Team will be responsible for the
dissemination of the EA to government agencies (unless otherwise directed by FAA), tribes, elected
officials, public interest groups, etc., and coordination with the FAA.
• This proposal includes assisting the Monroe County with consultation with the various regulatory agencies
that will need to review the proposed project and the Draft EA. Acquisition of any required permits will
follow the FAA's finding on the EA and will be covered by a separate scope of work and fee to be
negotiated.
• For budgeting purposes, it has been assumed that the FAA will not require assistance with processing
Freedom of Information Act(FOIA)requests.
• The R&A Team consists of Birkitt Environmental Services, Inc., Deborah Murphy Lagos & Associates, LLC,
and Janus Research.
Task 1 Purpose and Need
The purpose and need section will be developed to indicate the Airport sponsor's proposed solution to the
existing airfield deficiency. It is anticipated, however, that refinements to the Purpose and Need Statement
discussed in the 2013 Draft EA will be very minor.
1.1 NEED STATEMENT
The need(s) of the Proposed Action will he identified based on the latest FAA standards and confirmed in
consultation with Monroe County staff. This task will include a review of the runway and taxiway design
criteria included in FAA AC 5300-13A, Change 1, Airport Design, FAA Order 1050.1F, and the "Need for the
Proposed Project"section of the 2013 Draft EA.
1.2 PROJECT PURPOSE
This task will include the determination of the actions required to solve the existing airfield deficiency and
bring the runway and taxiways into compliance with FAA standards. The purpose and need statement will
drive the range of reasonable alternatives that can be considered in the EA. The purpose and need statement,
and supporting discussion, will be presented in non-technical terms that are understandable to individuals
who are not familiar with aviation.
1.3 DEFINE PROPOSED ACTION
The Airport sponsors proposed solution to meet the project's purpose and need will be reviewed and
discussed in further detail, including anticipated enabling projects. This subtask will include a discussion of
which agencies have authority over and responsibility for the Proposed Action, when the Proposed Action
may/can occur and what is the duration, what activities would be associated with the Proposed Action, and
how is the action going to take place. This section will also include a discussion on the project milestones,
information on the nature and types of construction including site clearing requirements and any other

activities necessary to support construction, and information on reasonably foreseeable future requirements,
including pavement rehabilitation, etc.
1.4 DEVELOP PURPOSE AND NEED WORKING PAPER
R&A will prepare a preliminary working paper/EA section that will include background information on the
Airport; discuss the purpose and need for the proposed project; and identify the Proposed Action, requested
federal actions, and timeframe for implementing the Proposed Action as required for the EA. The preliminary
working paper will be submitted electronically to Monroe County staff for review and comment.
1.5 PURPOSE AND NEED WORKING PAPER REVIEW
R&A will compile all comments and discuss them with Monroe County staff. After concurrence by Monroe
County staff on responses to the comments, R&A will revise the text for review and comment by FAA staff.
R&A will compile all FAA comments on the revised preliminary working paper, and then discuss the comments
with Monroe County and FAA staff. After concurrence by Monroe County and FAA staff on responses to the
comments, R&A will revise the text for inclusion as Section 1 in the preliminary Draft EA.

Task 2 Alternatives Analysis
2.1 DEVELOP ALTERNATIVES WORKING PAPER
This effort will include development of the alternatives section of the EA to reflect the Monroe County's
proposed solution and the feasibility of implementing the alternatives developed in the ongoing planning
effort. For budgeting purposes, it has been assumed that the Runway and Parallel Taxiway Alternatives -
Planning and Technical Analyses will provide adequate documentation to support the development of the
alternatives and the reasoning for the Sponsor's Preferred Alternative, or Proposed Action. The Proposed
Action Alternative and the No Action Alternative will be carried forward in the EA.
This preliminary working paper/EA section will document the alternatives identified in the Runway and Parallel
Taxiway Alternatives-Planning and Technical Analyses underway by Jacobs and R&A, including the No Action
and Proposed Action alternatives, and how each would meet or not meet the purpose and need for the
project. An alternatives analysis will then be conducted to screen out those that do not meet purpose and

need. R&A will prepare a preliminary working paper documenting the identification and consideration of
alternatives and submit it electronically to Monroe County staff review.
2.2 ALTERNATIVES WORKING PAPER REVIEW
R&A will compile all comments on the preliminary working paper and discuss the comments with Monroe
County staff during a meeting or teleconference. After concurrence by Monroe County staff on responses to
the comments, R&A will revise the text for review and comment by FAA staff. R&A will compile all FAA
comments on the revised preliminary working paper and discuss the comments with Monroe County and FAA
staff. After concurrence by Monroe County and FAA staff on responses to the comments, R&A will revise the
draft working paper for inclusion as Section 2 in the Preliminary Draft EA.
Task 2.0 Deliverables:

Task 3 Affected Environment
The Affected Environment Section (Section 3.0) in the 2013 Draft EA will be reviewed and updated, as needed,
to ensure that the data presented is up to date and sufficient for the analysis of the alternatives carried
forward for environmental analysis.
3.1 DESCRIPTION AND IDENTIFICATION OF STUDY AREA
R&A will identify the study area for the EA based on the potential effects of the Proposed Action and
reasonable alternatives. A brief description of the study area along with an exhibit depicting the geographic
limits of the study area will be prepared. This scope of work assumes a new aerial photo of the Airport will be
flown for use in the concurrent master plan.
3.2 AFFECTED JURISDICTIONS
The political jurisdiction(s) in which the Airport lies or which may be affected by the proposed project will be
identified.
3.3 EXISTING LAND USE AND ZONING
Land use data for the study area will be compiled using electronic data from the City of Marathon and
Monroe County or other sources and compiled into a GIS database. R&A will check for updates to the
existing land use, comprehensive plans, land use plans, zoning ordinances, and other documentation

pertaining to land use planning and management in the vicinity of the Airport included in the 2013 Draft EA.
If future land use plans are available for the affected area,they will also be compiled into the GIS database for
the project. The area of each land use type within the study area will be estimated.
3.4 DEMOGRAPHICS AND SOCIOECONOMIC PROFILE
2010 U.S. Census data and demographic data from any other sources will be gathered to determine and
describe the existing social, economic, and demographic trends for Monroe County and the City of Marathon
to the extent that they may be affected by the proposed project. Historical trend data will be presented and
summarized to document the existing social, economic, and demographic characteristics of the area. Future
economic and demographic projections through the year 2020 will be obtained and summarized. The
number of homes and population within the study area will be estimated based on 2010 U.S.Census data.
3.5 CLIMATE, GEOLOGY, TOPOGRAPHY, SOILS, AND NATURAL HAZARDS
The descriptions from the 2013 Draft EA will be reviewed and updated if necessary.
3.6 BIOLOGICAL AND NATURAL RESOURCES
A Draft Biological Assessment was previously submitted to U.S. Fish and Wildlife Service. A general
description of the biological and natural resources that exist within the study area will be verified, updated,
and included in this section of the EA. Coordination with the U.S. Fish and Wildlife Service, National Marine
Fisheries Service — Habitat Conservation and Protected Resource Divisions, Florida Department of
Environmental Protection and/or South Florida Water Management District, Florida Fish and Wildlife
Conservation Commission, and other appropriate natural resource agencies will be undertaken to identify any
federally or State-listed species, essential fish habitat, or unique natural communities within the study area.
The R&A Team will conduct a reconnaissance of all areas that would be affected by the Proposed Action and
feasible alternatives. The reconnaissance will include protected species survey and habitat assessment of the
uplands and wetlands. The review will be focused on identifying any biological and natural resources that
may be affected within the area of potential effect. The biological and natural resources present in the project
area will be determined based upon existing published documents such as FWC Bald Eagle Nest Locator,
Florida Natural Areas Inventory report, FWC Wading Bird Rookery data, NMFS Areas of Critical Habitat, USFWS
Consultation Areas, field reconnaissance, and information gathered from appropriate natural resource
agencies. A revised Draft Biological Assessment to document protected species that may affected will be
provided as an appendix to the EA.
3.7 WATER RESOURCES AND WETLANDS
This task will include a review of previous water resources and wetlands documentation conducted at the
Airport or in surrounding areas. Coordination will be conducted as needed with appropriate state and federal
resource agencies regarding water resources and wetlands. The R&A Team will conduct a site visit to identify
existing water resources in the area and delineate wetlands or waters of the United States that would be
affected by the Proposed Action alternatives. Wetlands will be delineated according to the criteria found in
F.A.C. 62-340 — "Delineation of the Landward Extent of Wetlands and Surface Waters', and the "1987 USACE
Manual" and "Regional Supplement for the Atlantic and Gulf Coastal Plain Regions'. Wetlands and surface

water boundaries will be delineated and marked utilizing a Trimble GeoXH GPS and a map generated showing
the location of wetlands and waters on the site. The Florida Unified Mitigation Assessment Method (UMAM)
functional assessment methodology will be utilized to evaluate habitat condition and function. A draft Water
Resources and Wetlands technical memorandum will be prepared by the R&A Team that documents the
findings of the site visit, background research, and scoping letters.The technical memorandum will serve as an
appendix to the EA.
3.8 PUBLIC LANDS
The R&A Team will identify publicly-owned lands that exist within the study area, especially focusing on those
lands that are protected by the Department of Transportation (DOT) Act, also known as Section 4(f) lands.
R&A will review the information in the 2013 Draft EA and update if necessary.
3.9 HISTORICAL ARCHAEOLOGICAL ARCHITECTURAL, AND CULTURAL RESOURCES
The R&A Team will prepare a Cultural Resources Assessment Survey for the area of potential effect (APE).The
project will comply with Section 106 of the National Historic Preservation Act(NHPA) of 1966 (Public Law 89-
655, as amended), as implemented by 36 CFR 800 -- Protection of Historic Properties (incorporating
amendments effective August 5, 2004); Chapter 267, F.S.; and Part 2, Chapter 12 (Archaeological and Historic
Resources) of the FDOT Project Development and Environment Manual. The scope of work and report will
meet the requirements of Chapter 1A-46 (Archaeological and Historical Report Standards and Guidelines),
Florida Administrative Code as well as the standards embodied in the Florida Division of Historic Resources'
(FDHR) Historic Preservation Compliance Review Program and Cultural Resource Management Standards and
Operational Manual (2003). Principal Investigators will meet the Secretary of the Interior's Professional
Qualification Standards (48 FR 44716) for archaeology, history, architecture, architectural history, or historic
architecture.
The purpose of the survey will be to locate, identify, and bound any previously recorded or unrecorded
prehistoric or historic period cultural resources associated with this project and to assess the significance in
terms of eligibility for listing on the National Register of Historic Places (NRHP) according to criteria set forth
in 36 CFR Section 60.4.
Literature Review and Background Research
A literature and background search for information pertinent to the project area will be conducted to
determine previously recorded resources within the project area as well as the potential for unrecorded
resources. This will include a search of the Florida Master Site File (FMSF), County and local site inventories,
books and journal articles, and unpublished cultural resource reports. Historic maps and environmental
variables known to be associated with prehistoric and historic sites will be reviewed for the purpose of
developing a predictive model of archaeological site occurrence.
Cultural Resource Assessment Survey
Both an archaeological and historic resource survey will be conducted.The archaeological survey will include a
pedestrian survey to assess existing conditions and subsurface testing. Subsurface testing in any areas of high

archaeological site potential will be conducted at approximately 25-m (80 ft) intervals. Testing in any areas
having moderate archaeological site potential will be tested at approximately 50-m (160 ft) intervals. Testing
in areas of low archaeological site potential will be tested judgmentally at intervals no closer than 100 m (320
ft). Subsurface tests will be 0.5 m (20 in) in diameter and excavated to a minimum depth, subsurface
conditions permitting, of one meter (3.3 ft). All excavated soil will be sifted through 6.4 mm (Y in) metal
hardware cloth screen suspended from portable wooden frames. Any cultural materials recovered will be
stored in plastic bags with all provenience data recorded. Field notes on each test performed will be
recorded,and the location of all tests will be clearly marked on aerial photographs of the project area.
Any laboratory processing will consist of the cleaning, stabilization (if needed), inventorying, packaging, and
temporary storage of the artifacts recovered. Any artifacts found during the survey will be transferred to the
Marathon International Airport upon completion of the analysis and report. An FMSF form will be completed
for each archaeological site identified during the survey.
An architectural historian and at least one technical assistant will conduct an historic resources survey of the
APE to ensure that resources that date from 1968 or earlier are identified, mapped, and photographed. For
costing purposes, the APE is assumed to include the Marathon International Airport and parcels within the
boundaries of the noise contours as indicated in the 2013 Environmental Assessment. However, the APE will
be updated for this study based on the noise contours prepared in Task 4.5. Preliminary background research
identified 69 historic resources within the assumed APE, including the runway associated with the airport. The
Marathon International Airport was originally constructed during World War II as Outlying Field Marathon
(OLF) and was associated with the Key West Naval Air Station. A review of aerial maps suggests that the
layout of the runway associated with OLF remains as part of the current runway. A preliminary review of the
Monroe County property appraiser data suggests the potential for an additional 68 unrecorded historic
resources (homes built prior to 1968)within the noise contours APE.
FMSF forms will be completed for each historic resource identified within the APE, its location will be marked
on an aerial map and a digital photograph will be taken. A log will be kept to record the resource's physical
location and compass direction of each photograph. The resources' significance will then be evaluated for its
potential eligibility for listing on the National Register. Historic physical integrity will be determined from site
observations, field data, and photographic documentation. Historic research and informant interviews with
individuals with knowledge of local history and the airport will be conducted to assist in the evaluation of
historic resources.
RepOit------
A report presenting the methods, findings, evaluations, and recommendations of the CRAS will be prepared
and will serve as an appendix to the EA. A final report will be submitted to the FAA, State Historic
Preservation Officer (SHPO), and federally recognized Native American Tribes for review and/or concurrence.
A digital version of the report on CD and ten hard copies, including the hard copy and associated material
required by the SHPO, will be provided. The R&A Team will prepare draft letters for the federally recognized
Tribes with the proposed project illustrated on an aerial map which will be submitted to the Tribes by FAA and
conduct any required consultation required under Section 106 of the NHPA.

3.10 PAST, PRESENT,AND REASONABLY FORESEEABLE FUTURE ACTIONS
The R&A Team will identify past, present, and reasonably foreseeable future actions within the study area,
both on and off the airport property, that when combined with the Proposed Action and feasible alternatives
may have a cumulative effect on the environment. The R&A Team will propose temporal and spatial
boundaries for the cumulative impacts assessment as part of the letter transmitted to appropriate agencies at
the beginning of the project (see Task 2.1). The R&A Team will rely on Monroe County staff to assist in
development of a list of past, present, and future planned projects at the Airport that should be included in
this section of the Affected Environment section.

4.1 REVIEW AND UPDATE 2013 DRAFT EA CATEGORIES
The Environmental Consequences section will reflect the environmental consequences of the Sponsors
Preferred Alternative and viable alternatives. For budgeting purposes, however, it has been assumed that the
following environmental categories will not be reevaluated as part of this effort. It is assumed that the
information provided in the 2013 Draft EA remains current and will need minimal update and additional
analysis.
Air Quality

4.2 CLIMATE
The EA will include a qualitative evaluation of the potential climate impacts of the No Action and Proposed
Action alternatives.
4.3 COASTAL RESOURCES
The Coastal Barriers Resources Act (CBRA) prohibits federal financial assistance for development within the
Coastal Barrier Resources System that contains undeveloped coastal barriers along the Atlantic and Gulf
coasts and the Great Lakes. The Coastal Zone Management Act(CZMA) provides procedures for ensuring that
Proposed Actions are consistent with approved coastal zone management programs, and Executive Order
13089 requires that federal actions do not degrade the conditions of coral reef ecosystems. The Airport lies
within the purview of the Florida Coastal Management Program (FCMP). R&A will determine the impacts of
the No Action and Proposed Action alternatives with respect to consistency with the FCMP. Coordination with
the Florida Department of Environmental Protection will be required.
4.4 HISTORIC, ARCHITECTURAL, ARCHEOLOGICAL AND CULTURAL RESOURCES
R&A will assist FAA in National Historic Preservation Act(NHPA) Section 106 coordination with the SHPO and
recognized tribes. A Phase I Cultural Resources Assessment Survey will be prepared (see Task 3.9) to support
of FAA's finding.
Potential impacts to historical, architectural, archaeological, and cultural resources from the Proposed Action
or feasible alternatives will be identified and described, in consultation with FAA. The results of the CRAS
prepared in Task 3.9 will be utilized to determine whether the Proposed Action would affect existing
resources. Additionally, the visual impacts analysis will include a determination of the potential for visual
effects to historic properties, as defined by FAA guidance. R&A will provide draft letters to put on FAA
letterhead for the SHPO and recognized Tribes, including an exhibit of the Proposed Action Alternative, the

APE, and the Cultural Resources Assessment Survey. The environmental consequences section and historic
and cultural technical appendix will be updated to include the findings and supporting documentation of the
impact analysis and any mitigation measures.
4.5 NOISE AND NOISE-COMPATIBLE LAND USE
The main focus for the aircraft noise analysis will be to quantify potential aircraft noise impacts associated
with the No Action and Proposed Action alternatives. Since the 2013 Draft EA was prepared, the FAA has
introduced the Aviation Environmental Design Tool to replace the Integrated Noise Model. The INM input
information from the previous study will be used to the extent possible, including the standard aircraft arrival
and departure profiles used as in the previous noise analysis. New AEDT input files will need to be developed.
Noise analyses will be conducted to assess projected aircraft noise resulting from implementation of the No
Action and Proposed Action alternatives and to identify potential impacts according to FAA guidelines.
Airport staff shall provide the land use and the location of the noise sensitive facilities databases, if available,
in GIS format for the noise impact analysis.
DNL contours of 65 dB, 70 dB,and 75 dB will be prepared for this project for the following scenarios:
• 2015 Existing Conditions
• 2023 Future No Action
• 2023 Future Proposed Action Alternatives
• 2028 Future No Action
• 2028 Future Proposed Action Alternatives
4.6 SOCIOECONOMICS, ENVIRONMENTAL JUSTICE, AND CHILDREN'S ENVIRONMENTAL
HEALTH AND SAFETY RISKS
R&A will evaluate the Proposed Action and feasible alternatives to determine potential socioeconomic
impacts, including disproportionate impacts to minority and low-income populations, and the potential for
environmental health or safety risks that may disproportionately affect children.
4.7 BIOLOGICAL AND NATURAL RESOURCES
The R&A Team will evaluate and quantify impacts to biological and natural resources affected by the No
Action and Proposed Action alternatives. The nature and extent of anticipated impacts to natural
communities, essential fish habitat, and protected species will be assessed. Permits or approvals required
from the regulatory agencies will be identified. A revised Draft Biological Assessment will be provided which
will serve as an appendix to the EA. This task includes informal consultation with the Fish and Wildlife Service
and the National Marine Fisheries Service Protected Species Division in accordance with the Endangered
Species Act. The R&A Team will draft agency correspondence to put on FAA's letterhead.

4.8 WATER RESOURCES AND WETLANDS
The water resources analysis includes wetlands, floodplains, surface waters, groundwater, and wild and scenic
rivers. To the extent the data in the 2013 Draft EA is applicable, it will be used. Analysis and updated findings
will be based on any updated information identified in Task 3.7. Anticipated impacts of the Proposed Action
and No Action alternatives to water resources and wetlands will be identified and quantified. The Florida
UMAM functional assessment methodology will be utilized to evaluate functional loss. This task includes
informal consultation with the National Marine Fisheries Service Habitat Division. The R&A Team will draft
agency correspondence to put on FAA's letterhead. The EA will identify compensatory mitigation and
required permits. This scope of work assumes the previously identified mitigation site is still available and
acceptable to the agencies. Agency correspondence regarding the proposed mitigation will be included in
the EA.
4.9 CUMULATIVE IMPACTS
NEPA requires that consideration of the impacts of the proposed alternatives along with impacts from other
past, present, or reasonably foreseeable projects within the affected project area need to be considered. This
includes other projects occurring at the Airport that have already been approved, and projects taking place
within the project area not under the jurisdiction of the Monroe County or FAA that may also impact the
resources potentially affected by the alternatives considered. R&A will identify other projects that should be
considered, and the timeframe and geographic area to be utilized in the cumulative impacts analysis. A brief
discussion of potential cumulative impacts from these projects will be developed.

Task S Mitigation Measures
The R&A Team will complete the mitigation measures section to identify any mitigation measures required for
implementation of the Proposed Action. Where appropriate, mitigation measures will be defined to mitigate
any potentially significant impacts of implementation of the Proposed Action. Measures for minimization of
wetlands and protected species impacts will be identified. The Florida UMAM functional assessment
methodology will be utilized to assess wetlands mitigation requirements. The previously proposed mitigation
plan for the Proposed Action project will be evaluated for compliance with state, federal, and local regulations
or recommendations will be provided for revisions to that plan. For budgeting purposes, it is assumed that
R&A will be assisting in required consultations with various regulatory agencies. The EA will include
acknowledgement of the mitigation measures by the regulatory agencies. Acquisition of associated
environmental permits will be completed during the design phase under a separate scope and budget.

The R&A Team will be responsible for the production of a preliminary Administrative Draft EA for review by
Monroe County staff, an Administrative Draft EA for review by FAA, a Draft EA to be made available for public
and agency review, a preliminary Final EA that will include draft responses to comments received during the
public meeting and the public review period for review by Monroe County staff, a draft Final EA for review by
the FAA, and a Final EA to be transmitted to FAA for their use in producing an environmental determination
on the Proposed Action.
6.1 PRELIMINARY AND ADMINISTRATIVE DRAFT EA
R&A will produce a preliminary Draft EA for Monroe County staff review. Two (2) printed copies and one
electronic copy of the first draft document will be distributed to the Monroe County for review and editing.
R&A will compile all comments for discussion with Monroe County staff during a teleconference. R&A will
respond to comments and make necessary revisions to the Preliminary Draft EA and produce an
Administrative second preliminary draft. Once Monroe County staff has concurred with the Administrative
Draft EA, three (3) printed copies and one electronic copy will be provided to the FAA Airports District Office
(ADO) for review and comment. R&A will compile all comments, and prepare responses to comments for FAA
and Monroe County staff review. R&A will attend one meeting at the Airport to discuss the comments
received with FAA and Monroe County staff. A second electronic copy will be provided to Monroe County for
FAA to concur with the revisions made in response to FAA's initial comments. After concurrence by FAA and
Monroe County staff on responses to the comments, the R&A Team will produce the Draft EA for public and
agency review.
6.2 DRAFT EA
R&A will produce five (5) printed copies, and an electronic copy of the Draft EA for distribution. Electronic
distribution can be posted on a website, or distributed via CD, or both. A notice of the availability of the
Draft EA will be published in the local newspaper and mailed to agencies, elected officials, public interest
groups, and individuals as directed by Monroe County staff. The draft EA will also be sent to the local library
for access by the public;an electronic version in PDF format will also be provided to Monroe County staff for
posting on the Airport web site.
6.3 PRELIMINARY FINAL EA
R&A will catalog all oral (obtained from transcripts recorded at the public meeting/public hearing)and written
comments received on the Draft EA during the public comment period. Public comments will be summarized
and the issues addressed in a general response in the Final EA. R&A will draft responses each of the agencies'
comments. Draft responses to comments will be submitted to Monroe County staff for their review and
comment. R&A will meet with Monroe County staff and FAA in person or via teleconference to discuss the

staff during a meeting or teleconference. R&A will respond to comments and make necessary revisions to the
preliminary Final EA and produce a second preliminary final document. Once Monroe County staff has
concurred with the draft Final EA, it will be released to FAA for review and comment. R&A will compile all
comments, and prepare responses to comments for FAA and Monroe County staff review. R&A will attend
one meeting to discuss the comments received with FAA and Monroe County staff. After concurrence by FAA
and Monroe County staff on responses to the comments, the R&A Team will revise the preliminary Final EA
and produce the Final EA.

Task 7 Agency & Public Coordination/Involvement
7.1 PROJECT KICK-OFF MEETING WITH KEY STAKEHOLDERS
The Monroe County Department of Airports will hold a project kick-off meeting with key stakeholders
including the Board of County Commissioners (80CC) and affected tenants to explain the NEPA process, the
scope of the Proposed Action and the environmental categories to be evaluated in the environmental
assessment. R&A will assist the Airport sponsor by preparing the presentation materials for the stakeholder
meeting. R&A will provide up to three staff members at the meeting.
To gather agency input early in the process, R&A will draft a letter introducing the project, preliminary
purpose and need,the Proposed Action, and alternatives considered for mailing to appropriate federal, State,
and local agencies, after review and approval by Monroe County staff and the FAA. The letter will serve to
initiate informal consultation with appropriate agencies. A web-based conference call will be held with key
agency representatives to discuss the Proposed Action and environmental aspects of the Proposed Action if
requested.
7.2 DRAFT EA PUBLIC WORKSHOP AND PUBLIC HEARING
Part of the NEPA process includes keeping interested parties informed about the study progress, as well as
soliciting input concerning the purpose and need, alternatives, and potential impacts of the proposed project.
The R&A Team will hold one public information meeting that will segue into a public hearing after the Draft
EA is published.
The Monroe County Department of Airports will be responsible for securing the workshop/hearing location;
R&A will be responsible for coordinating the logistics for the workshop and hearing(including securing tables,
chairs, comment box, the number of easels required, directional signage, court reporter and audio-visual
equipment, if needed); and preparing handouts, announcements, presentation boards, and presentations, if
necessary. In advance of the public information workshop, members of R&A will meet with Monroe County
staff and FAA staff to review workshop materials in draft form. Comments from this meeting will be
incorporated into the final workshop materials. After the workshop/hearing, R&A will assemble and
categorize all comments received, prepare a comment database, and identify all pertinent comments for
discussion with Monroe County and FM staff. The Draft EA will be available for at least 30 days before the
public meeting is held. The notice advertising the availability of the Draft EA will include notice of the public
meeting/hearing.

Task 8 Project Administration and Coordination
This task covers additional day-to-day project administration and coordination required for the project for
purposes of scope and budget development, it is assumed that this project will be conducted over an 18-
month period and project administration and coordination will occur throughout that period.
• The RSA Team will coordinate with Monroe County staff via conference calls on a monthly basis over the
expected 18-month duration of the project. This coordination is assumed to require two (2) hours per
meeting to prepare for, conduct, and prepare meeting notes as needed. The number of attendees will
vary for each bi-weekly meeting depending on the topics to be covered. Effort associated with additional
meeting attendees beyond the project manager and project coordinator is accounted for in the technical
tasks described below. This task provides coordination and documentation support for each meeting.
• The R&A Team will prepare and submit monthly invoices and progress reports. This task is assumed to
require four (4) hours per month for subconsultant coordination, reconciliation of invoices and budgets,
