RESOLUTION NO. 001 , 2017
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA APPROVING A REVISION TO THE
MONROE COUNTY STATE HOUSING INITIATIVE PARTNERSHIP
PROGRAM (SHIP) SHIP/WAP REHABILITATION STRATEGY
MORTGAGE DOCUMENTS TO REMOVE HAZARD INSURANCE
REQUIREMENTS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the State of Florida enacted the William E. Sadowski Affordable
Housing Act, Chapter 92 -317 of Florida Sessions Laws, allocating a portion of
documentary stamp taxes on deeds to local government for the development and
maintenance of affordable housing; and
WHEREAS, the State Housing Initiatives Partnership (SHIP) Act, SS. 420.907-
420.9079, Florida Statutes (1992), and Rule Chapter 67 -37, Florida Administrative
Code, required local governments to develop a one to three -year local Housing
Assistance Plan outlining how funds will be used; and
WHEREAS, the Monroe County Board of County Commissioners approved the
Monroe County 2017- 2018 -2019 three year Local Housing Assistance Plan (LHAP)
by Resolution 191 -2016 on August 17, 2016; and
WHEREAS, the State Housing Initiative Partnership Program, Rule or Statute
does not require eligible homeowners to procure hazard insurance and the current
SHIP/WAP REHABILITATION mortgage template, Item #3 Hazard Insurance,
being utilized contains language to this effect; and
WHEREAS, the majority of SHIP/WAP clients do not have first mortgages on
their properties and are very low and low income residents; and
WHEREAS, the SHIP/WAP Rehabilitation notes are forgivable at maturity and
do not exceed $15,000 per household; and
WHEREAS, the SHIP/WAP REHABILITATION STRATEGY has proven
extremely effective in aiding Monroe County's extremely low, very low and low
income residents.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners of Monroe County Florida, that the County hereby:
Approves the deletion of Item #3 Hazard Insurance from the Monroe County
SHIP /WAP Rehabilitation mortgage document for existing and future mortgages.
PASSED AND ADOPTED by the board of County Commissioners of Monroe
County, Florida at a regular meeting of said Board on the 18 day of January, 2017.
