AGENDA ITEM WORDING: Approval to enter into a $14,556 Task Order No. 2 to the on call
contract With Amec Foster Wheeler, Inc. for Category A canal program planning services to provide
public outreach services to inform and engage the homeowners on canals 4266, 4287, 4290 and 483
regarding the MSBU's, the proposed program and the costs associated with the operations and
maintenance of the air curtains.
ITEM BACKGROUND: At the December 14, 2016 meeting the BOCC agreed to consider
approval of a resolution electing to use the uniform method of collecting non -ad valorem special
assessments levied within the County toward the cost of providing Operations and Maintenance
costs for canal restoration demonstration projects on Big Pine Key, Geiger Key and Key Largo. In
order to move forward with the MSBU's, the residents must be informed of the program, and
engaged in the development of it. AMEC will provide two meetings per canal to the residents on
each of the 4 canals to inform and engage them in order to assist the County with setting up the final
MSBU for each canal.
PREVIOUS RELEVANT BOCC ACTION:
08/17/16: Approval to advertise on call professional engineering services for the canal restoration
program, including Category A — Canal Master Plan Program Planning Services, Category B —Canal
Infrastructure Engineering Services for Projects and Category C — Environmental Engineering
Services.
11/22/16: Approval to negotiate an on -call contract with Amec Foster Wheeler, Inc., the highest
ranked respondent, for canal masterplan program planning services.
12/14/16: Approval requested to enter into an on call contract with Amec Foster Wheeler, Inc. for
Category A canal masterplan program planning services.
12/14/16: Approval to enter into a $127,611.75 Task Order No. 1 to the on call contract With Amec
Foster Wheeler, Inc. for Category A canal masterplan program planning services to implement a
$110,582 grant from EPA for development of Phase IIIA of the canal master plan.
12/14/16: Approval during a public hearing to consider approval of a resolution of Monroe County,
Florida electing to use the uniform method of collecting non -ad valorem special assessments levied
within the County toward the cost of providing Operations and Maintenance costs for canal
restoration demonstration projects on Big Pine Key, Geiger Key and Key Largo; stating a need for
such levy; providing for the mailing of this resolution; and providing for an effective date.

hereinafter referred to as 'the "C&67nt7_and Amer- Foster Wheeler Environment &
infrastructure, Inc. hereinafter referred to as "Clonsultant" where design services are
allowed if construction costs do not exceed $2,000,000,

and 983 in Key Largo, Monroe County, Florida
Dear Ms. Haag:
Amec Foster Wheeler is pleased to provide you a proposal - to assist the County with public Outreach
to inform and engage the homeowners on the Canals #266, #287, #290 in Big Pine Key and #83 in
Key Largo regarding the Air Curtain Canal Restoration Demonstration Projects MSBU costs and how
the program will operate.
The proposed project will consist of two community meetings with homeowners of each canal (eight
meatings in total' to discuss the MSBU program and inform the homeowners about the costs. Th,e
duration of each meeting is expected to be approximately one hour including presentation arid
questions and answers.
Details of the proposed scope of services are provided below. A cost estimate to perform these
services under Arnec Foster Wheeler's existing contract rate schedule is also included.
SCOPE OF SERVICES
Task 1 : gornmt
Amec Foster Wheeler will coordinate and provide presentations for two public community rneetings
with each canap homeowners for a total of eight meetings. Arriec Foster Wheeler will prepare an
agenda that discusses the O&M scope of work and associated MSBU program and cost. Ameo
Foster Wheeler will prepare and submit i minutes to the County for review and distribution to
the homeowners. The meetings will be held at locations within the communities.
COST ESTIMATE
Amec Foster Wheeler has prepared a cost spreadsheet which provides details of the labor and

expense by task. The total project cost estimate will be performed on a Time. and Matenji3 (I &M)
Basis not to exceed $ 14,556, unless approved by Monroe County.
