THIS AMENDMENT NO. 13, dated , Aet-e + , is entered into between the County and the
CONSULTANT, to the Contract For Engineering, Design And Permitting Services, dated the 21'
day of May, 2014, as amended September 17, 2014 (Al), February 18, 2015 (A2), May 20, 2015
(A3), July 15, 2015 (A4), October 21, 2015 (A5), January 20, 2016 (A6), March 23, 2016 (A7 and
A8), April 20, 2016 (A9), May 18, 2016 (A10), August 17 2016 (All), and September 21,2016
(Al2) by and between Monroe County Board of County Commissioners, "COUNTY," and AMEC
Foster Wheeler Environment & Infrastructure, Inc., "AMEC ".
WITNESSETH:
WHEARAS, the CONTRACT provides for engineering and construction oversight services for the
canal demonstration projects; and
WHEREAS, the organic removal, backfilling, and air curtain installation project Canal #83 Rock
Harbor construction contractor Adventure Environmental Inc. provided a 120 day construction
schedule for which AMEC CEI services will be required; and.
WHEREAS, AMEC will provide daily engineering and environmental site inspections and
construction administration services for the construction activities; and
WHEREAS, funds are required to fund the CEI onsite inspections by AMEC for the time needed for
the project; and
NOW, THEREFORE, in consideration of mutual promises, covenants and contracts stated herein,
and for other good and valuable consideration, the sufficiency of which is hereby acknowledged,
COUNTY and AMEC agree as follows:
1. AMEC will provide the scope of services as specified in Exhibit "A -13" attached and made a part
of this AMENDMENT No. 13. The minimum services will include construction engineering and
environmental inspections and construction administration services for the Canal #83 organic
removal, backfilling, and air curtain PROJECT.
2. This AMENDMENT No. 13 provides $88,612 in new funding for the completion of the
construction engineering and environmental inspections and construction administration services for
the PROJECT in Key Largo. The overall CONTRACT value will change for this task from the
current One Million Seventy Thousand Nine Hundred Sixty Five Dollars and Forty Four Cents
(1,070,965.44) to an amount not to exceed One Million One Hundred Fifty Nine Thousand Five
Hundred Seventy Seven Dollars and Forty Four Cents (1,159,577.44).

Amec Foster Wheeler's SCOPE OF SERVICES
A. Construction Support Services and Engineering during Construction at Canal #83
Organic Removal, Backfilling, and Air Curtain Installation
1. Scope of Work:
Amec Foster Wheeler will provide construction engineering and environmental site inspections and
construction administration services for the Canal #83 Project. Adventure Environmental Inc. was
selected as the construction contractor for the Canal #83 Project and provided a 120 day construction
schedule for completion. Below are the services to be provided:
a) Site Inspections: Amec Foster Wheeler will provide up to five hours of onsite oversight for
the project Monday through Friday during field construction activities through March 2,
2017 and prepare daily work reports showing contractors activities, equipment, maintenance
of traffic and environmental compliance.
b) Construction Administration — Amec Foster Wheeler will provide consultation and advice
to County regarding the Contractor's performance of the Contract. Amec Foster Wheeler
will liaise with the County, homeowners, and other stakeholders as necessary to administer
the construction contract through the estimated March 2, 2017 project completion date.
2. Deliverables:
• Daily work reports
• Progress pay estimates with back up documentation
• Final Pay Estimate with back up documentation
• Final "As -Built Plans"
• Material certifications
• Environmental Inspection Reports
• Progress and Final Photographs (Electronic Files)
3. Budget: $ 88,612
A detailed cost spreadsheet is attached. Additional staff may be utilized as per the contract rate
schedule.
4. Estimated Completion Date: Total Project Completion date of March 2, 2017.

E. Contract Labor
From time to time, Amec Foster Wheeler retains outside Professional and Technical labor on a
temporary basis to meet peak workload demands. Such contract labor will be charged at 10% markup.
II. Expenses
A. Travel Expenses
1. Transportation: Company pickup truck /personal vehicle, per mile — current allowable rate per
County and Florida State Statutes

b. Common carrier or car rental multiplies by (to be the amounts authorized by Section
112.062, Florida Statutes
2. Per Diem Expenses: direct expenses in accordance with Florida State Statutes
B. Disposal of Hazardous Waste Samples
Samples of waste will be disposed by permitted methods after a determination is made that the waste is
defined by RCRA to be hazardous. Due to the requirements for some hazardous assessments, disposal
and invoicing of incurred expenses may take place after invoicing of the originally contracted work.
