A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA URGING THE FLORIDA
DEPARTMENT OF CORRECTIONS TO KEEP OPEN AND
OPERATIONAL THE BIG PINE KEY ROAD PRISON; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, first opened in 1950, the Big Pine Key Road Prison is the only state
correctional facility in the Florida Keys and is only one of four road prisons among the 56 prisons
run by the Florida Department of Corrections (DOC); and
WHEREAS, road prisons were developed as part of Florida Department of Transportation's
(FDOT) mission to improve road and bridge maintenance, the Big Pine Road Key Prison provides
necessary and valuable maintenance along FDOT's US 1 /Overseas Highway, including keeping the
roadway clean and free of debris, cutting brush, and removing and setting up highway signs and
accident - related clean ups; and
WHEREAS, US 1 /Overseas Highway was named a Florida Scenic Byway in 2001 and was
federally designated an "All American Road" in 2009, the highest designation that can be awarded
to a highway with only 30 All American Roads in the United States. It is an iconic feature of the
Florida Keys and its upkeep and maintenance make it a continuing attraction for millions of
tourists, supporting the overall economy of the Florida Keys; and
WHEREAS, Big Pine road prison inmates are also assigned to perform a variety of other
valuable services, including:
• Working for other government entities like Florida Highway Patrol, Florida Fish and
Wildlife, the Monroe County Sheriffs Office, the Key West Housing Authority;
• Cleaning up and maintaining state parks like Bahia Honda State Park and Indian Key State
Parks;
• Assisting nonprofit entities around the Keys such as the Big Pine Key and Islamorada
Chambers of Commerce with community events like Big Pine's 4`" of July celebration,
Islamorada's Founders Park Christmas decorations, and Marathon's Seafood festival: and
WHEREAS, while this Board understands the DOC's budget constraints and the costs of
upgrading the facility, we urge DOC to factor into its decision the considerable value of the
services provided by the prison inmates, and the savings to taxpayers for those services. The
maintenance work performed Big Pine Key Road Prison inmates was estimated, in 2014, to be
$900,000, according to the Big Pine Road Prison Warden; and
WHEREAS, as road prisons are geared toward preparing inmates for their release and
reentry into society, and by working among the general population, the prisoners learn job skills,
make important contacts and take a sense of ownership in what they do, road prisons also serve an
important prisoner rehabilitation purpose, and
WHEREAS, the Big Pine Key Road Prison provides 25 full -time jobs; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA that:
The Monroe County Board of County Commissioners urges the Florida Department of
Corrections to keep the Big Pine Key Road Prison open and operational.
2. The Clerk is hereby authorized to transmit a certified copy of this resolution to Rep.
Raschein, Senator Flores, the Secretary of Florida Department of Corrections, and the
Secretary of the Department of Transportation.
3. This resolution shall take effect upon adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on the 15th day of February, 2017.

Thank you for your recent resolution regarding the Big Pine Key Road Prison closure.
Secretary Jones has asked that I respond on her behalf. I want to assure you and the
Commission that he decision to close the road prison was not made lightly but rather after an
extensive analysis by the Department and in collaboration with local and state partners. We
are committed to making this transition as smooth as possible.
Operating the Big Pine Key Road Prison is no longer financially viable for the Department. In
addition to the cost to comply with the waste water requirements, the age and condition of the
main facility as well as the surrounding structures was a major factor in the decision to close.
The necessary repairs were going to be extensive and costly. Closing the road prison not only
results in a cost - avoidance, but also creates an efficiency through the consolidation of inmate
housing.
Based on conversations with the Florida Department of Transportation (FDOT), despite our
closure in the Florida Keys, road maintenance will continue and will be facilitated through
alternative contracts managed by FDOT.
Inmates will be transferred to nearby facilities, and staff will have the opportunity to transfer to
another correctional facility of their choosing.
I want to thank you and the Commission for the long relationship with this Department and
