Discussion and Direction on amending the Monroe County pet
ordinance Sec. 18-27 (l)(1) to allow pets at Palm Villa Park.
ITEM BACKGROUND:
Currently no pets are allowed at Palm Villa Park on Big Pine Key. The
Parks and Rec Board at its January 16, 2017, voted to recommend to the BOCC to amend the
ordinance to allow pets at this Park subject to the following regulations:
a. Pets must be leashed on a leash no greater than eight feet long;
b. All dogs must be accompanied at all times by an adult human owner or handler;
c. Owners must clean up after pets and properly dispose of waste. The county shall provide Mutt
Mitts and Doo-Drop in stations for this purpose; and
d. Pets exhibiting aggressive behavior or creating a nuisance must be immediately removed from
the Park.

Staff recommends changing the ordinance to allow pets at the

There were about 12 members of the public in attendance
Meeting Minutes:
Meeting began with agenda Item 2 being removed. There will be a special meeting in Big Pine
for that Item to be held in Big Pine on February 6, 2017.
Steve Miller asked the public if they were here to hear or speak on a certain issue. The Public
responded by saying that they were there to hear and speak about Rowell’s Waterfront Park.
Steve Miller asked the Board members if they would mind moving the Item to the front of
discussion. Board members approved.
The boat ramp was brought up and Steve Miller confirmed that there was no plan for a usable
motorized boat ramp on the property. Dr. Jim Bolini confirmed that on the masterplan there
was not one.
Chris Rivera spoke about the Buffer Zone being installed at Rowell’s. Made mention that funds
we were available from OUTFRONT Media and FDOT. The sum was around $40,000.00. Chris
Rivera did not have the exact figure.

A sign in sheet was passed around for all members of the public who wanted to speak about The
Board listened to the public and heard their concerns. The following is a list of their concerns.
They asked that the county stop all events at Rowell’s until the County has installed
o
sound barriers and be able to stop the trespassing on to the Tamarind Bay Club.
Trespassing happening on private property from Rowell’s.
o
Their private community does not feel safe anymore.
o
A suggestion was given to use poison wood or bougainvillea in the buffer to discourage
o
trespassing.
Build a wall between the properties to discourage trespassing and reduce noise.
o
Build a tall berm and then fence on top of it to discourage trespassing and reduce noise.
o
People have moved out of the private community due to the noise from Events held
o
there.
Have the bands put up temporary sound barriers and turn away from our property.
o
Add more portable bathrooms during events.
o
A suggestion was to increase the fees for event holders to help pay for the
o
improvements needed.
Remove the boat ramp on the property. It is a safety hazard and boats come into our
o
marina.
Parking and traffic from events is also hazardous and event goers park in front of
o
Tamarind Bay
Review of the parks.
Key Largo community park spalling is about 85% complete.
Two TDC applications have been reviewed and we received $247,725.00 for the
start of the bathroom at Rowell’s.
Harry Harris has a FBIP grant and we are waiting for the funds to be
encumbered.
Veterans Memorial Park is having the aerobic sewer system being taken over by
the FKAA. It will be maintained and upgraded as part of the County wide sewer
project.
Blue Heron Park had playground equipment installed from equipment
recovered from Bernstein Park remodel.
Big Pine swimming hole has construction documents at 60%. The County is
working on changing the Land Use to accommodate the park.
Watson Field has had some renovations done to the Bark Park. Sand has been
placed and is currently in permitting to have pavers placed for a wet dog area.
Bay Point Park has had shade structures place over the playground equipment.
Gulf View Park has a FBIP grant and we are currently waiting for the funds to be
encumbered.
Bernstein Park Is under construction. The park has been elevated about 2 feet
and they are working on the Community center.

Higgs Beach Has a slight delay due to 6F DEP review. The County is moving
forward with the design and getting ready to permit which will take a few
months.
The sand re-nourishment at Higgs Beach is being drawn up by TYLinn
Engineering. It is for above and below mean high water. The design should take
3-4 months.
A discussion about allowing dogs in Palm Villa Park was brought up by the County. There has
been requests from the public to change the County ordinance as some other parks allow dogs if
they are on a leash and are not aggressive.
Dr. Jim Bolini made a motion to recommend the County Change the Ordinance.
Margie Smith seconded the motion.
Motion approved.
